SECTION 12<br />

GENERAL DEPARTMENTAL CHARGES<br />

12.1 General<br />

No departmental charges are to be levied for Government works and those of autonomous bodies<br />

fully funded by <strong>Central</strong> Government. For works done by CPWD other than above, departmental charges<br />

are to levied. It should be ascertained whether an Autonomous Body is fully funded or not by <strong>Central</strong><br />

Govt. by obtaining a letter from the head of such an undertaking or from the head of finance department of<br />

the undertaking that it is fully funded by the Govt. No departmental charges shall be levied by the <strong>Central</strong><br />

PWD in respect of work in connection with the celebration of the two National Days, viz. Independence<br />

Day and Republic Day. The expenditure incurred by the <strong>Central</strong> PWD in this connection shall be debited<br />

to the Revenue Head 2059 <strong>Public</strong> <strong>Works</strong>. The different component of charges, to be levied for different<br />

works executed by CPWD are tabulated as below.<br />

12.2 Rates of departmental charges<br />

(1) The rates of departmental charges levied by the CPWD on works executed by them are revised<br />

from time to time and are given along with their break up in Appendix-14. The expenditure on<br />

purchase of vehicles/running and maintenance of jeeps shall be charged to the work concerned<br />

direct instead of Machinery Equipment. The rates will not be applicable where specific rates of<br />

<strong>Department</strong>al charges have been prescribed by the competent authority for specific works.<br />

(2) The basis of determining the slab for levying the departmental charges shall be the estimated cost<br />

of the work, i.e. the amount of expenditure sanction in respect of original works, and the<br />

administratively approved amount in the case of minor works where expenditure sanction is not<br />

accorded. The estimated cost of repair works is the amount of technical sanction for such works.<br />

12.3 <strong>Department</strong>al charges for preparation of plans, design and estimates<br />

(1) No recovery should be made from Civilian or Commercial <strong>Department</strong>s or State Governments for<br />

preparation of designs or supply of copies of CPWD type designs. The above charges should,<br />

however, be recovered from Commercial <strong>Department</strong>s, Autonomous Bodies and State<br />

Governments if plans are specially prepared for them. If the plans are required for reference
