to the appropriate authorities. Cases involving serious irregularities should be brought to the notice<br />

of Financial Adviser/Chief Accounting Authority of the Ministry/<strong>Department</strong> concerned and the<br />

Controller General of Accounts, Ministry of Finance.<br />

(2) The Director General (<strong>Works</strong>)/Additional Director General/Chief Engineer/Superintending Engineer<br />

are empowered to deal with and write off the losses of stores or of public money as per the powers<br />

given in Appendix-I.<br />

(3) For all cases exceeding the limit given in the Appendix-1, the case should be sent to the Government<br />

for sanction.<br />

(4) Where the losses occurred due to irregularity arising out of breaches of rules and regulations do<br />

not exceed the power delegated to the Director General (<strong>Works</strong>)/Additional Director General/<br />

Chief Engineer/ Superintending Engineer, as the case may be, in each case he is empowered to<br />

condone the irregularity and regularize such action, provided<br />

(i) He himself is not responsible for the irregularity.<br />

(ii) There has not been any serious negligence on the part of some individual Government Officer(s)<br />

which may probably call for disciplinary action, requiring the orders of a higher authority.<br />

(iii) The irregularity committed does not disclose any defect in the rule or regulations, the amendment<br />

of which requires the orders of a higher authority.<br />
