6.13.1 Engagement of Private Architects/Consultants for Deposit <strong>Works</strong> (Modified as per OM/<br />

MAN/185)<br />

At present deposit works are being executed with D.C. and without D.C. as the case may be. To<br />

engage private Architects/Consultants, following procedure shall be followed;<br />

(i) (Deleted)<br />

(ii) In case deposit work are to be executed with <strong>Department</strong>al Charges, then the estimates of fees of<br />

private architect/consultant need not be included in the works estimate as a distinct item since<br />

such costs are covered under D.C.<br />

(iii) In case of deposit works to be executed without <strong>Department</strong>al Charges, then it should be ensured<br />

that such specific provision for the fee to be paid to architect/ consultant is available in the sanctioned<br />

estimate. In case such specific provision is not available in the sanctioned estimate, then a separate<br />

enabling estimate should be got approved from user department since fee of Architect/ consultant<br />

is to be borne by user department/client only.<br />

(iv) In addition to above, other provisions contained at S.No. (i)b, (ii) and (iv) under para 6.13 will also<br />

be applicable.<br />

6.13.2 Engagement of agencies for preparation of Architecture drawings<br />

Senior Architects in charge of the works shall have full powers to engage Agencies to prepare<br />

architectural drawings on the basis of drafts prepared by architect wing so as to expedite Architectural<br />

planning works and such expenditure shall be charged to contingencies of work or sanctioned provisions as<br />

the case may be and to be paid by respective EE. (Added vide OM/MAN/213)<br />

6.14 Procedure for appointment of consultants:-<br />

Ministry of finance has circulated a document namely “Manual of policies and procedure of Employment<br />

of consultants”. Chief Engineers may decide the eligibility criterion & terms and conditions while taking<br />

guidance from this document. The document is available on website of Ministry of finance www.finmin.nic.in<br />

(<strong>Department</strong> of Expenditure)<br />

6.15 Checking of Drawing prepared by Consultants<br />

In case of technical sanction accorded by CE, PM, SE or EE the structural design and drawings<br />

prepared by Consultant and further proof checked by some other consultant, shall be authenticated “Good<br />

for Construction” by SE(P&A), PM, SE or EE respectively before issuing the drawings to contractor.<br />

6.16 Grievances Redressal Mechanism.<br />

For handling public grievances relating to maintaining as well as original works, following mechanism<br />

shall be set up.<br />

(1) Original works<br />

(i) For work costing less than Rs. 1 crore - S.E(P) of the Zone shall be designated as the<br />

Grievance Officer.<br />

(ii) For works costing more than Rs. 1 Crore – Director (<strong>Works</strong>) of the Region shall be designated<br />

as the Grievance Officer. For works under ADG(S&P) & ADG(TD), Director (P&WA) in the<br />

directorate and the works of Border Region, S.E(P) BFR shall be the Grievance Officer.<br />

(2) Maintenance <strong>Works</strong> :<br />

(i) AE(HQ) of the Circle shall be designated the grievance officer for all maintenance related<br />

complaints.<br />

(ii) Appellate authority in such cases shall be the E.E(MIS)/designated E.E(P) of the Zone.<br />

The telephone numbers and e-mail address of the officers so designated shall be displayed on all<br />

concerned service centers and the CPWD SEWA web site. Issues relating to improper service or nonadherence<br />

to laid down parameters shall be brought to the notice of these officers who can intervene and<br />

get issues resolved. A monthly summary of grievances shall be submitted by these officers to the<br />

concerned Superintending Engineer/Chief Engineer.<br />
