(3) The Divisional Officer will also inspect important buildings/structures once a year. He shall bring<br />

to the notice of his Superintending Engineer, cases where he has reasons to doubt the structural<br />

soundness of any building/structure and the latter will take such action as he considers necessary.<br />

(4) In case of any deficiency found in the important buildings like Prime Minister’s House, Cabinet<br />

Ministers’ House, Vice-President’s House and houses of other V.I.P’s, report about unsafe condition<br />

of the house should always be sent to the Chief Engineer, who will route it through the Ministry to<br />

the <strong>Department</strong>/Ministry concerned, if required, with his recommendations and proposal for repairs.<br />

6.6.2 Demolition of unsafe buildings/structures<br />

In case it is decided to demolish such unsafe building/structure, it should be disposed of without land<br />

by auction under the powers vested in competent authorities as indicated in Appendix 1.<br />

6.7 Disposal of Government buildings<br />

(1) No Government building, built or purchased, should be disposed of by sale or demolition unless it<br />

has previously been ascertained that it is not required by any <strong>Department</strong> of the Government, and/<br />

or it is in dangerous condition and/or beyond economic repairs, or it is necessary to have a vacant<br />

site for constructing a Government building or structure in place of the existing one.<br />

(2) The powers for sale or dismantlement of public buildings are given in Appendix 1.<br />

(3) When a building is proposed to be dismantled, a survey report should be prepared and submitted<br />

for approval of the authority competent to sanction sale or dismantlement of the building. Where<br />

the approval of the Government of India to the proposal of demolition of the building is necessary<br />

and such approval in principle has been obtained, the Director General (<strong>Works</strong>)/Additional Directors<br />

General/Chief Engineers are delegated powers as in Appendix-I to sanction such survey reports.<br />

6.8 Fixing Reserve Prices<br />

After the survey report has been sanctioned, the Director General (<strong>Works</strong>)/Additional Director General/<br />

Chief Engineer shall in all cases fix the reserve price after taking into consideration the assessed salvage<br />

value of the dismantled materials only.<br />

Note: Salvage value shall be defined as the cost of dismantled materials less the cost of dismantling it.<br />

6.9 Disposal of purely temporary structures<br />

(1) Purely temporary structures erected during the construction of a work may, on the completion of<br />

the work, or when the purpose for which the same were erected has been served, be sold or<br />

dismantled under the sanction of the Executive Engineer who has been entrusted with full powers.<br />

(2) If the structure is proposed to be sold without land, the Executive Engineer should fix the reserve<br />

price, taking into consideration the life and condition of the structure and other local conditions<br />

subject to the minimum as laid down in para 6.8 above.<br />

6.10 Powers for acceptance of tenders for disposal of government buildings<br />

(1) The building(s) should be disposed of by call of competitive tenders after giving wide publicity. The<br />

financial powers of the authorities competent to accept the tender are given in Appendix 1.<br />

(2) In case of emergency, the building(s), instead of being disposed of by call of tenders, may be<br />

dismantled departmentally with the specific approval of the Director General (<strong>Works</strong>)/Chief Engineer.<br />

Materials which have an intrinsic and/or aesthetic value may be retained, otherwise all the materials<br />

shall be disposed of by public auction, or in any other manner as deemed fit.<br />

6.11 Consultations with <strong>Department</strong> of Archaeology for new constructions<br />

(1) In case of construction of any new building/structure at or in close proximity to any protected,<br />

monument, the Senior Architect and Superintending Engineer/Executive Engineer should invariably<br />

consult the <strong>Department</strong> of Archaeology prior to conceptualizing the design for the proposed structure.<br />

(2) No ancient monuments should be demolished in the set up and construction of new townships,<br />

colonies and extensions to the present structures, wherever such monuments exist without<br />

consulting Archaeological <strong>Department</strong>.<br />

(3) No religious edifice should be destroyed or damaged in the execution of works without the full and<br />

free consent of the persons/institutions interested in it, nor without the concurrence of the principal<br />

civil or political authority on the spot within whose jurisdiction such edifice stands.<br />
