Rules for conducting departmental auction<br />

The following rules shall be observed by the departmental officers while conducting departmental<br />

auction for disposal of surplus stores and unserviceable materials:<br />

1. <strong>Public</strong>ity<br />

(a) Wide publicity shall be given in all cases of auction of unserviceable materials and surplus<br />

stores. The notice should be displayed in the CPWD web site irrespective of the value of stores<br />

(Reserve Price) to be auctioned. In cases of auction of stores valued at Rs.25,000/- or more<br />

(Reserve Price) publicity should invariably be given in the local English and vernacular Press.<br />

In the important cases, auction notices should be published at least seven days ahead of the<br />

scheduled date of auction.<br />

(b) For all cases of auction, registered notices shall be given to be local Registered Kabari Associations.<br />

These should be sent at least seven days in advance of the date of auction. In addition, the notice<br />

of auction may be endorsed to certain individuals, at the discretion of Executive Engineer, if it is<br />

felt by him that it would be in the interest of the Government to do so.<br />

(c) Auction notices should invariably be endorsed to Sub-Divisions under the Divisions concerned<br />

and local Divisions for prominent display on the Notice Boards and also pasted on the Notice<br />

Board of the Division concerned as well as at the prominent place at the site of auction. In case<br />

auction is proposed to be conducted at stations other than Divisional Headquarters, notice for<br />

auction shall be sent to all Sub-Divisions as well as Offices of the State <strong>Department</strong>s for display<br />

on Notice Board. Record of notices sent to the Associations, individuals and offices, shall be<br />

properly maintained. Record of the dates on which they are pasted on the Notice Board of the<br />

Division etc. and the days they remain on the Notice board will also be kept. It will be the<br />

personal responsibility of the Head Clerk to watch that they remain on the Notice Boards till the<br />

date of auction.<br />

(d) Auction Notice should clearly indicate the particulars such as value of materials proposed to be<br />

disposed off by auction, conditions of auction, earnest money to be deposited and the time and<br />

date fixed for auction. It is also necessary to draw a set of detailed additional conditions depending<br />

on the materials proposed to be disposed off and also the locality in which the same is stored so<br />

that bidders may not prefer any claim due to misunderstanding or incorrect wordings provided in<br />

the contract documents.<br />

2. Inspection<br />

The materials to be auctioned should be properly stored and clearly stacked to enable proper<br />

inspection by the prospective bidders.<br />

3. Supervision<br />

Auctions shall be conducted in the presence of the Assistant Engineer-in-charge. The Junior<br />

Engineer under whose supervision the materials have remained under custody will render all<br />

possible help to the Assistant Engineer in discharging his duties and he will attend the auction.<br />

In case of auctions of stores the reserve price of which is more than Rs.1,00,000/- the auction<br />

will be supervised by the Executive Engineer concerned. In the case of auctions held at a<br />

place outside the Sub-Divisional Head Quarter, the auction may be attended and final bids<br />

recorded by the Junior Engineer, provided the book value of the materials auctioned is not<br />

more than Rs.2500/-.
