4.1.5 Provision for contingencies and its utilization<br />

(1) In addition to the provision for all expenditure which can be foreseen for a work, a provision of .<br />

contingency shall be kept as follows:<br />

(a) Estimated cost up to Rs. 1 Crore ............ 5%<br />

(b) Estimated cost more than Rs. 1 Crore ... 3%, subject to minimum of Rs. 5 Lakhs<br />

(2) This provision is also intended to cover the cost of work-charged establishment for which no<br />

provision should be made separately except in the case of annual maintenance estimate where<br />

provision is made for such establishment under a separate sub-head of the estimate.<br />

(3) The amount provided for contingencies shall be utilized as per the powers delegated to<br />

various officers of CPWD as given below:<br />

(i) Executive Engineer and Superintending Engineer /Director of Horticulture shall have<br />

full powers to utilize contingencies for the works where sanctioned cost is within their<br />

powers to accord TS.<br />

(ii) Executive Engineer shall have powers to utilize contingencies up to a maximum<br />

of Rs. 5 lakh for the works where sanctioned cost is within power of SE and CE/DDG(H)<br />

to accord T/S.<br />

(iii) Superintending Engineer / Director of Horticulture shall have powers to utilize<br />

contingencies up to a maximum of Rs. 15 lakh for the works falling within the<br />

competency of Chief Engineer/DDG(H).<br />

(iv) However, it is to be ensured that the authority under which the competency of the<br />

works fall should be kept informed about utilization of contingency for every utilization<br />

by indicating utilized and balance amount available. (Modified as per OM /MAN/233)<br />

The contingencies can be utilized for construction of site office, engagement of watch & ward staff<br />

and job works like Surveying, material testing, estimating, structural design, drawings, models and<br />

other field requirements etc.<br />

4.2 Detailed Estimate<br />

The preparation of detailed estimate and drawings and designs should be taken up only after obtaining<br />

an assurance from the <strong>Department</strong>/Ministry sponsoring the proposal; that the site is available, and without<br />

any encumbrances is available or likely to be made available within a reasonable time.<br />

4.2.1 Preparation of the detailed estimate<br />

(1) On receipt of the administrative approval and expenditure sanction; and confirmation about the availability<br />

of site, the concerned authority as per Para 2.5.3 shall decide on the packages for the purpose of<br />

accord of technical sanction. The Superintending Engineers/Executive Engineers (P), Civil and Electrical,<br />

shall forward to the Senior Architect all relevant structural and service data based on the approved<br />

preliminary plans, for preparation of detailed working drawings and architectural specifications for the<br />

work. Para 2.7.1.1 may also be seen. On receipt of such drawings, the decided competent authority<br />

shall take up the preparation of the detailed estimate, and accord technical sanction.<br />

(2) The detailed estimate should be complete and as comprehensive as possible, and should be<br />

supported by detailed architectural drawings, preliminary structural plans, preliminary lay-out<br />

drawings of the various services, detailed drawings and/or specifications for the various components<br />

of work involved, etc., as applicable.<br />

(3) The work is to be executed strictly as per the detailed working drawings and specifications finalized<br />

by the department.<br />

(4) The detailed estimate should give broad details for each item of the work involved. Other details<br />

shall be covered by the accompanying detailed drawings and specifications. The detailed estimate<br />

should be based on the rates given in the Schedule of Rates for those items of work covered by it,<br />

and by analyzed market rates for the remaining items.<br />

(5) The plan and design of the external services shall be got vetted from the technical sanctioning<br />

authority for the main building work before the detailed estimate for the external services is<br />

technically sanctioned by the competent authority at a lower level.<br />
