2.7.1.4 Horticulture works<br />

When the building work has sufficiently advanced, the concerned DD(H)/AD(H) should initiate action<br />

for horticulture works.<br />

2.8 Completion of <strong>Works</strong><br />

(1) The administrative <strong>Department</strong>/Ministry shall be kept informed at regular intervals about the stages<br />

of progress of work so that the client’s observations, if any, could be responded to before the work<br />

is completed.<br />

(2) On completion of the work, the Administrative <strong>Department</strong>/Ministry should be intimated of the<br />

same and formal handing over arranged in writing. Reasonable advance intimation of completion<br />

of the work should be given to the concerned <strong>Department</strong> to enable them to make arrangements<br />

for taking over.<br />

(3) Completion plans of the project, including all services, should be prepared and submitted along<br />

with the completion report showing the expenditure incurred on the project.<br />

(4) The Completion Report in Form CPWA 45/44, as the case may be, should be prepared from the<br />

<strong>Works</strong> Registers indicating the expenditure incurred till the date of completion and passing the<br />

excess, if any, as it may be within the competence of CPWD Officers.<br />

(5) The Executive Engineer in charge of the Building work should maintain a register called<br />

“Consolidated Register of <strong>Works</strong>” so as to exhibit the total cost of the project including all components<br />

viz., building, water supply, sanitary installation, electrical installations, etc. For this purpose, the<br />

concerned Divisional units, on completion of their portion of the work will intimate the audited<br />

figures of expenditure to the building Division through a Completion Report, and get the excess, if<br />

any, passed. The overall responsibility for obtaining the revised administrative approval and<br />

expenditure sanction for the project as a whole, wherever required, will rest with the Executive<br />

Engineer (Civil).<br />

(6) Subsequent to the computerisation of accounts and Progress Monitoring System developed by<br />

the NIC in co-ordination with CPWD, the actual expenditure figures from the Monthly Accounts<br />

that are entered through NIJ (Nirman Info Jyothi) are being uploaded every month by the individual<br />

Divisional units to the <strong>Central</strong> Server. The Server automatically consolidates the actual expenditure<br />

figures of the various Divisional units technical sanction wise under the respective administrative<br />

approvals of the works. Thus the consolidated expenditure figures under each administrative<br />

approval are available at the CPWD website. The Executive Engineer (Civil) shall, therefore,<br />

watch the expenditure figures from the website for taking action as above.<br />
