Outlay on Housing” will be forwarded by the Director General (<strong>Works</strong>)/Chief Engineers to Ministry<br />

of Urban Development by 31st October every year. These should be confined to those works only<br />

that have received expenditure sanction wherever such sanction is required.<br />

(7) For Major/Minor works and Maintenance and Repairs works chargeable to the Major head “2059<br />

<strong>Public</strong> <strong>Works</strong>” and Minor <strong>Works</strong> and Maintenance and Repairs works chargeable to the Major<br />

Head “2216 Housing” the demand should be in lump sum only under different minor heads, the<br />

data as desired by Ministry of Urban Development justifying the total demands put forward for<br />

each of sub head should be furnished in the supplementary statements to be appended to the<br />

schedule.<br />

2.6.1 Powers for appropriation and re-appropriation<br />

The powers to appropriate and re-appropriate funds to meet the expenditure on public works are<br />

vested with the Director General (<strong>Works</strong>)/Chief Engineers.<br />

2.7 ‘Pre-construction’ and ‘construction’ stages<br />

The execution of a project/work has two stages, viz. the ‘Pre-construction stage’ and the ‘Construction<br />

stage’. The following activities are involved in these stages:<br />

(1) Pre-construction stage: –<br />

(i) Requisition from the client.<br />

(ii) Preparation of site/soil data, and assessment of feasibility of services such as water supply,<br />

electricity, drainage and sewerage etc.<br />

(iii) Discussions with the client to assess and appreciate their requirements, incorporation of the<br />

same and preparation of preliminary plans.<br />

(iv) Approval of the preliminary plans by the client.<br />

(v) Preparation of preliminary estimate.<br />

(vi) Approval of the preliminary estimate by the client.<br />

(vii) Preparation of architectural drawings and review with client and modification of drawings, if<br />

required.<br />

(viii) Preparation and submission of the plans to the Local Bodies for their approval.<br />

(ix) Approval of plans by the Local Bodies.<br />

(x) Preparation of preliminary structural sizes.<br />

(xi) Preparation of services drawings.<br />

(xii) Preparation of detailed working drawings.<br />

(xiii) Preparation of detailed estimates for buildings and all services (civil, electrical and mechanical).<br />

(xiv) Preparation of NIT and call of pre-qualification applications, wherever applicable.<br />

(xv) Preparation of structural drawings.<br />

(xvi) Selection of contractors from the pre-qualification applications wherever applicable.<br />

(xvii) Call of tenders and pre-bid conference wherever applicable.<br />

(xviii) Receipt/Opening of tenders.<br />

(xix) Decision on tender and award of work.<br />

(2) Construction stage:—<br />

(i) Execution of work and contract management.<br />

(ii) Completion of work.<br />

(iii) Testing and commissioning.<br />

(iv) Completion certificate from Local Body including fire clearance..<br />

(v) Handing over to client.<br />

(vi) Settlement of accounts.<br />
