47.4.8 New construction projects, projects other than Ministry of Urban Development<br />

(1) The schedules to be prepared are to incorporate new construction projects to be executed by the<br />

<strong>Central</strong> <strong>Public</strong> <strong>Works</strong> <strong>Department</strong> under Major Head “4059-Capital outlay on <strong>Public</strong> <strong>Works</strong>” in<br />

Demand No.100-<strong>Public</strong> <strong>Works</strong> for General Office administrative and other non-residential buildings<br />

relating to General Services, and under Major Head “4216-Capital Outlay on Housing” in Demand<br />

No.99-Housing and Urban Development for Government Residential Buildings. Projects/<strong>Works</strong><br />

of Purely functional nature are to be included under the respective “Functional Heads” in Demand<br />

No.100 <strong>Public</strong> <strong>Works</strong>.<br />

(2) No outlay for civil works (residential and non-residential buildings) should be proposed before land<br />

is actually made available and requirements of the buildings have been finalised by the Administrative<br />

Ministry concerned.<br />

(3) The new works proposals, after complying with the above requirements, should be sent by the<br />

concerned Chief Engineer to the Director General (<strong>Works</strong>) by the 31st August, every year.<br />

(4) The Director General (<strong>Works</strong>) will scrutinize the proposals and forward his findings to the Ministry<br />

of Urban Development by 30th September, of every year.<br />

(5) The Ministry of Urban Development will, thereafter, convene a meeting of the <strong>Works</strong> Priority Board<br />

by the 15th October. The Chief Engineer and representatives of the administrative ministries<br />

proposing the works would be represented in the meeting. The recommendations of the <strong>Works</strong><br />

Priority Board would form the basis for preparing the Annual Plan proposals/Budget Estimates of<br />

the next financial year.<br />

(6) Thereafter, the concerned Ministries/<strong>Department</strong>s would approach the Planning Commission for<br />

necessary outlays for civil works in respect of these schemes.<br />

(7) Simultaneously, they will also take steps to issue administrative approvals and expenditure<br />

sanctions for the new works for which plan/non-plan outlays have been cleared by the <strong>Works</strong><br />

Priority Board.<br />

(8) The schedules are to be prepared for (i) Projects where Expenditure Sanctions have already been<br />

issued (Part A) and (ii) Projects where Expenditure Sanctions have not so far been issued, but<br />

where need for the work has been approved in principle by the competent authority (Part B).<br />

Separate statements for Plan Residential, Non-Plan Residential, Plan non-Residential and Non-<br />

Plan Non-Residential works are to be prepared for each part, the works being grouped zone-wise<br />

for each category. The Ministries/<strong>Department</strong>s may give preference to the works where land is<br />

already available. Where provision proposed is for only purchase of land, the total cost of the<br />

project (cost of land, construction and machinery, if any) may be indicated in consultation with the<br />

CPWD so as to clearly establish whether the provisions of “New Service/New Instrument of<br />

Service” are attracted. All works may be arranged in order of their priority.<br />

(9) Purchase of land for construction of office and residential buildings is to be provided for separately<br />

under the relevant Demands. Provisions are also to be proposed separately for Residential and<br />

non-Residential works under the respective major Heads and these are not to be clubbed together<br />

as a single item.<br />

47.4.9 <strong>Works</strong> in progress<br />

(1) The Revised Estimates for current year and Budget Estimates for ensuing year in respect of<br />

capital works in progress under Demand for <strong>Public</strong> <strong>Works</strong> and Demand for Housing and Urban<br />

Development are to be prepared giving the following details for the works under each Chief Engineer<br />

separately:<br />

(i) Name and location of the work.<br />

(ii) Estimated cost of the work.<br />

(iii) Expenditure incurred upto March of the previous year.<br />

(iv) Budget Estimates for current year.<br />

(v) Expenditure incurred upto the given month of current year.<br />
