DISPOSAL OF SURPLUS STORES<br />

44.1 Excessive stocking of stores<br />

(1) The Divisional Officers should not store for long the materials which are likely to deteriorate<br />

within a short time. Some of the materials which are likely to deteriorate within a short time are<br />

mentioned below:<br />

(i) Cement<br />

(ii) Timber and plywood<br />

(iii) Tars and bitumen<br />

(iv) Paints<br />

(v) Distempers<br />

(vi) Oils<br />

(vii) Spirit<br />

(viii) Caustic soda<br />

(ix) Bleaching powder<br />

(x) Disinfectants<br />

(2) If such materials are indented for or ordered, these should be used on work as early as possible,<br />

and surplus quantity, if any, may be disposed off under the orders of the competent authority as<br />

per powers delegated in Appendix-I.<br />

44.2 Transfer to other Divisions/<strong>Department</strong>s<br />

All articles of stock (excluding tools and plants) that are not likely to be required during the following 12<br />

months, should be reported to the Divisional Officer, who will, if necessary, take the Superintending<br />

Engineer’s order as to their disposal. Since the materials which are surplus are liable to deterioration if<br />

kept unnecessarily, and also involve an avoidable expense on chowkidars, etc. and locking up of capital,<br />

it is therefore essential that such materials should be disposed off either by sale or transfer to other<br />

Divisions/<strong>Department</strong>s where these are required.<br />

44.3 Disposal of surplus stores<br />

(1) The Superintending Engineers in CPWD have full powers to issue orders regarding the manner in<br />

which particular stores which have already been declared surplus or unserviceable by the<br />

competent authority are to be disposed off. This disposal can be either by public auction or through<br />

sealed quotations. The question as to who should supervise or conduct the auction will be decided<br />

by the Superintending Engineer.<br />

(2) The commission, which should ordinarily not exceed 5%, may be allowed to the auctioneer, not<br />

being departmental officer, but no commission can be allowed on private sales. In all such cases<br />

recovery should be effected in cash in advance.<br />

(3) No public stores should be sold otherwise than by public auction, without the permission of the<br />

Superintending Engineer.<br />

(4) Rules for departmental auction of surplus and unserviceable stores are contained in Appendix 37.<br />

(5) When stores are sold by auction, a responsible officer not below the rank of Assistant<br />

Engineer should attend and record the final bids in order to enable the sale account rendered<br />

by the auctioneer to be checked. The proforma in which this record is to be maintained is<br />

given at Appendix 38.<br />
