(6) The authorisation letter with identity cards, duly signed and attested, should be sent through the authorised<br />

Junior Engineer of the Division in a closed cover in the name of the Executive Engineer, <strong>Central</strong> Stores<br />

Division so that there may be no change or tampering with the original identity card, etc.<br />

(7) The indent shall be presented at the <strong>Central</strong> Stores within 15 days of the Executive Engineer<br />

signing the same.<br />

(8) The Executive Engineer shall have the option to send advance payment for every indent or a lump<br />

sum advance for 2-3 months.<br />

43.2.2 Action on the indents in the <strong>Central</strong> Stores<br />

(1) The Assistant Engineer (Indents) in the <strong>Central</strong> Stores Division, New Delhi exercises the following<br />

checks before giving issue order on the indents:<br />

(a) Signatures of the Executive Engineer and Assistant Engineer are tallied with their specimen<br />

signatures available in the <strong>Central</strong> Stores Division.<br />

(b) Signatures of the contractor’s authorised agent or the Junior Engineer in-charge of the work,<br />

duly attested by the Assistant Engineer on both sides of the indent, are verified.<br />

(c) Attested photographs of the contractor or his authorised agent who is authorised to sign the<br />

indents, exist in the <strong>Central</strong> Stores Division and it is seen that materials are issued only to<br />

such persons whose photographs exist in the <strong>Central</strong> Stores Division.<br />

(2) The Assistant Engineer (Indents) then prepares list of all the indents received and duly passed for<br />

issue of materials during the course of the day for each Stores Section separately and forwards<br />

the same to the respective Junior Engineers of the different stores for issuing the materials.<br />

(3) At the stores depot, when the indents are presented by the Junior Engineer or contractor or his<br />

authorised agent, the Junior Engineer in-charge of stores verifies that:<br />

(i) A particular indent is shown in the list received from the Assistant Engineer (Indents) and that<br />

the particulars mentioned in the indent tally with those in the list.<br />

(ii) The indent shall lapse if the materials are not taken delivery within week of the order of the<br />

Assistant Engineer (Indent).<br />

(iii) The signatures of the Assistant Engineer (Indent) on the issue order tally with his specimen<br />

signatures in the records of the Junior Engineer.<br />

(4) The Junior Engineer in-charge of stores should put his signature on both sides of the indent in<br />

token of having issued the materials, and on this authority the gate-pass is prepared in triplicate.<br />

The gate passes are signed by the Junior Engineer in-charge of the stores after the delivery of the<br />

materials is taken. The gate pass in triplicate is handed over to the contractor or his authorised<br />

agent, who makes over the original copy to the Junior Engineer (Security) on duty, and the other<br />

two copies to the Junior Engineer in charge of the work at the site of the work along with materials.<br />

43.2.3 Action on receipt of materials at site<br />

The Junior Engineer in-charge of the work signs the gate pass in token of having received the materials<br />

correctly, retains the duplicate copy for his record, and returns the triplicate through the carting agent to the<br />

Junior Engineer (Security) to enable him to watch that the material issued has been correctly received at<br />

destination. The Junior Engineer should sign and write his full name and put his stamp. In case of his absence,<br />

the gate pass may be receipted by his authorised representative, i.e. the Work Assistant, who will receive the<br />

material, sign and write his full name on the triplicate copy, of the gate pass on behalf of the Junior Engineer.<br />

43.2.4 Action in <strong>Central</strong> Stores on the gate pass copy to be returned after delivery of materials<br />

(1) If the gate pass is not received back in 2 days, the indenting Executive Engineer should be informed<br />

by the <strong>Central</strong> Stores. For outstations, suitable time shall be fixed as per actual situation.<br />

(2) The signature of the Junior Engineer in-charge of the work at the site of work (or his Work Assistant<br />

representing him) on the gate pass should be checked at the end of the day with his specimen<br />

signatures, and any doubtful case should be reported to the Executive Engineer, <strong>Central</strong> Stores<br />

Division immediately.<br />
