ISSUE OF STORES<br />

43.1 Preparation of indents<br />

(1) Materials should be issued on receipt of indent on specific Form no. CPWA 7. The indent book for<br />

drawing materials should be kept in the safe custody in the office of the Assistant Engineer. The<br />

indents shall be signed by the Junior Engineer/Assistant Engineer for transaction within Division,<br />

and also by the Executive Engineer for inter-Division transactions.<br />

(2) A register to keep a watch on the issue of materials for works with reference to quantities specified<br />

in the agreements should be maintained by the Assistant Engineer in the form prescribed in CPWA<br />

35 (Appendix 36) to avoid excessive issue of materials to contractors and to keep a watch over<br />

the issues.<br />

(3) The Executive Engineer should arrange to get the indent examined to see that the indented quantities<br />

are roughly correct. For detailed check of the quantities issued, it is the responsibility of the Assistant<br />

Engineer to ensure that the materials are not issued in excess of the quantities actually required.<br />

(4) The indents are to be handed over to the contractor or his authorised representative to receive the<br />

stores from the stores/<strong>Central</strong> Stores.<br />

43.2 Issue of materials from stores/<strong>Central</strong> Stores<br />

The following procedure should be followed for drawal of materials from <strong>Central</strong> Stores Division:<br />

43.2.1 Procedure for indenting<br />

(1) The indent books should be machine-numbered and kept in stock by the Executive Engineer incharge<br />

of stores/<strong>Central</strong> Stores. He issues these indent books, stamped with the stamp of his<br />

office, to the various indenting Divisions, and only the indents issued from such books are accepted<br />

by the <strong>Central</strong> Stores Divisions.<br />

(2) The Executive Engineer in charge of the work is required to send 3 sets of the specimen signatures<br />

of the Junior Engineer and Assistant Engineer in charge of the work at the work site and that of the<br />

work Assistant, if any, authorised by the Executive Engineer for receiving stores in the Junior<br />

Engineer’s absence, duly attested by him, to the <strong>Central</strong> Stores Division. One set thereof will be<br />

kept by the Junior Engineer (Security), and the other two sets will be in the office under the personal<br />

custody of the Assistant Engineer (Indents) and the Executive Engineer, <strong>Central</strong> Stores Division.<br />

The specimen signature of the Executive Engineer shall be attested by the outgoing Executive<br />

Engineer. For a new Division, it is to be done by the Superintending Engineer.<br />

(3) The signatures of the contractors or their authorised agents to whom the materials are required to<br />

be issued, are attested by the Assistant Engineer, and the indent is countersigned by the Executive<br />

Engineer of the indenting Division.<br />

(4) The contractors are required to obtain identity photo passes for themselves or their authorised<br />

agents, duly attested by the Executive Engineer of the indenting Divisions and of the <strong>Central</strong><br />

Stores Division. On the photo pass or identity card, the name of the work for which the contractor<br />

or his agent is authorised to draw the materials is mentioned, and the contractor or his agent is<br />

allowed to draw materials only for that work.<br />

(5) While sending the photographs of the contractors or their authorised agents for drawal of the<br />

materials from the <strong>Central</strong> Stores, the following certificate should be recorded by the Executive<br />

Engineer of the indenting Division:<br />

“Shri .......................... whose signature and photograph are attested by me is an authorised agent<br />

of M/S .......................... The indent placed on the <strong>Central</strong> Stores Division in the name of the above<br />

mentioned contractor for the works being carried out by him under this Division may please be<br />

honoured, and the materials handed over to the authorised representative, i.e. Shri ..........................<br />

His photograph duly attested and his specimen signatures are given underneath.”
