(7) In case certain materials are rendered surplus to requirements as a result of certain deviations,<br />

alterations, substitutions or reduction in the quantity of items during the course of execution of<br />

work, or where some materials become surplus on completion of work, because they were<br />

purchased as a precautionary measure for avoiding any possible delay in procurement, or where<br />

some provisions have to be made for any other contingencies arising during execution of work, or<br />

where the outlay has been prohibited for any considerable length of time, the Executive Engineer<br />

should take action to transfer such materials to other works in progress where these are likely to<br />

be used within a reasonable time, or bring such materials to the stock account, as the case may<br />

be, provided that they are serviceable. Where the materials rendered surplus cannot be utilized in<br />

any of the manners indicated above, the Executive Engineer should take necessary steps to<br />

dispose of the materials by sale.<br />

36.3 Road metal<br />

The stock of road metal is maintained mostly in the Divisions which are in charge of maintenance of<br />

roads. Same requirements, as in case of stores, as referred to above, are to be fulfilled in respect of<br />

acquisition of stock of road metal.<br />

36.4 Tools and Plant<br />

(1) Ordinary tools and plant required for the general use of the Division can be purchased or<br />

manufactured against sanctioned estimates, with the exception of purchases or manufactures not<br />

exceeding Rs.10,000, for which estimates are not required. The powers of officers to sanction<br />

estimates for purchase, manufacture and repairs of Tools and Plant are, subject to the instructions<br />

hereunder, the same as their powers to sanction estimates technically. Before sanctioning the<br />

estimate for Tools and Plant, it should be ensured that necessary budget allotment exists under<br />

the minor head “Tools and Plant’’.<br />

(2) Purchase of motor cars, trucks, jeeps and other plant and machinery will be regulated by special<br />

orders of the government.<br />

(3) Budget provision under the Head “Tools and Plant’’ should be restricted to ¾% of the anticipated<br />

works outlay of the <strong>Central</strong> PWD for one year.<br />

36.5 Special Tools and Plant<br />

Cost of special tools and plant needed for a specific work would be included in the estimate for the<br />

work concerned, or they should be covered by a specific estimate and specific sanction.<br />
