30.1.2 Objections raised by the Divisional Accountant<br />

If any objection is raised by the Divisional Accountant for payment of a particular item or rate in any<br />

bill, the Engineer-in-charge should make up his mind and pass final orders then and there whether the<br />

item on which objection has been raised should be allowed or not, and if it is not to be allowed than the item<br />

should be deleted from the bill, but in no circumstances the payment should be delayed.<br />

30.2 Final payments<br />

(1) Final measurements should be recorded within one month of the completion of work. Final payments<br />

for works costing more than Rs. 15 Lakh should be made within 6 months of the completion of<br />

work, and for other works within 3 months.<br />

(2) Para 22.1.3 of this Manual may be referred to regarding prompt completion of all the formalities in<br />

connection with the release of the final payment.<br />

30.3 Time schedule for payment of bills<br />

The following time schedule for payment of bills and issue of completion certificates has been prescribed:<br />

Stage Time Limit<br />

Payment of running bills As far as possible before expiry of 6 working days<br />

from the presentation of the bill. Both AE/AEE and<br />

EE should not take more than 3 working days each<br />

(clause 7).<br />

Contractor’s notice of completion of work Within 10 days on completion of the work (clause 8).<br />

Issue of completion certificates for works Within 30 days (clause 8) of receipt of contractor’s<br />

notice.<br />

Submission of final bill by the contractor Within One month of the date of the final certificate of<br />

completion furnished by the Engineer-in-charge or 3<br />

months of the physical completion of the work,<br />

whichever is earlier (Clause 9).<br />

Payment of final bills for works up to Rs. 15 lakhs 3 months. (clause 9) of receipt of final bill from the<br />

contractor.<br />

Payment of final bills for works over Rs. 15 lakhs 6 months (clause 9) of receipt of final bill from the<br />

contractor.<br />

30.4 Inspection of works and issue of completion certificate<br />

(1) Before the work is declared as completed in all respects and final payment is released to the<br />

contractor in respect of the following works, it has to be inspected by the Superintending Engineer/<br />

Director of Horticulture.<br />

(i) Building works ……………………………... Rs. 100 lakhs and above<br />

(ii) Electrical works ……………………………. Rs. 40 lakhs and above<br />

(iii) Water supply/sanitary works ……………... Rs. 40 lakhs and above<br />

(iv) Road/runway works ……………………...... Rs. 100 lakhs and above<br />

(v) Horticulture works ………………………...... Rs. 6 lakhs and above<br />
