21 After downloading the bids and Comparative<br />

Statement the documents are to be submitted to<br />

competent authority for acceptance of bid. How to<br />

ensure that no document is missing or replaced by<br />

another document or documents are not tempered<br />

since it does not bear any signature of contractor<br />

or any other detail?<br />

22 If contractor submits cost of bid document, EMD,<br />

bid processing fee and other documents by post<br />

and if something is missing in the envelop who will<br />

be responsible for this?<br />

23 The system fails to download the bids submitted<br />

by the contractor.<br />

24 In case the bidder withdraws his bid before opening<br />

of the bid, what precaution is required to be taken<br />

so that such bid is not included in the Comparative<br />

Statement even by mistake?<br />

25 In case the bidder is found ineligible after opening<br />

of the bid, whether cost of bid document and<br />

processing fee is to be refunded?<br />

26 Whether cost of bid document and processing fee<br />

is to be refunded in case of discrepancy is noticed<br />

It is clarified that schedule of quantities of component of<br />

all the disciplines shall be uploaded in a single spread<br />

sheet of schedule of quantities.<br />

However, a template in excel sheet with sub total cost of<br />

each package separately as well as the grand total cost<br />

of the bid have now been incorporated in the system.<br />

All the users are requested to use latest version of<br />

template available on e-Tender portal.<br />

A change has been affected in the programme. Now at<br />

the time of downloading of the bid submitted by the<br />

contractor, name of work and name of contractor will<br />

appear on every sheet to be printed.<br />

In addition to this, page number on each sheet with total<br />

number of sheets submitted by contractor also appears<br />

on each page.<br />

However, bid opening authority should put a seal on each<br />

sheet of the schedule of quantity "downloaded by me<br />

on ..............." and should sign on each sheet.<br />

The cost of bid document, EMD, bid processing fee and<br />

other documents submitted by the contractors may be<br />

opened in presence of Accounts Officer, AE (P) or any<br />

other AE and contractors present.<br />

In addition to this, on each sheet page number and total<br />

number of pages submitted by the contractor are be<br />

marked such as 2/13 etc.<br />

It is suggested that opening of document during rush hours<br />

should be avoided. Opening time of bids may be kept<br />

either early in the morning or late in the evening. It is not<br />

necessary that bids are to be opened at 3.30 PM only.<br />

Now a change has been made in the e-portal of ITI that in<br />

case of bidder withdraws his bid, in addition to display of<br />

"withdrawn the bid at dd:mm:yyyy" the option of<br />

acceptance of his EMD is also disabled. This ensures<br />

that such bid are not included in the Comparative<br />

Statement.<br />

No. The contractor should submit the bid only if it is<br />

considered by him that he fulfils the eligibility criteria and<br />

is in possession of all related documents. Despite being<br />

ineligible and not in possession of related documents, if<br />

he submits bid, he has no right to claim back the cost of<br />

bid and bid processing fees. In such case the bid<br />

submitted shall become invalid.<br />

The cost of bid document and processing fee is not to be<br />

refunded and in such case the bid submitted shall become<br />

invalid.
