As per existing provision 50% of EMD or Rs. 20<br />

lac whichever is less will have to be submitted in<br />

the shape of Treasury Challan or Demand Draft or<br />

Pay order or Banker's Cheque or Deposit at Call<br />

Receipt, and balance in the shape of BG.<br />

14 Does NIT falling in the competency of Assistant<br />

Engineer is also to be uploaded by EE only?<br />

15 Contractor can only upload scanned copies of the<br />

document in the form of JPG Format and not in<br />

other format such as PDF.<br />

16 There is no option available for the contractor who<br />

does not want to revise the price bid if his technical<br />

bid is accepted by the department as it is.<br />

17 EMD, cost of bid document, e- Tender processing<br />

fee and other documents shall be submitted up to<br />

3.30 PM on ............... It is not clear whether it is<br />

to be submitted on the same date only or otherwise.<br />

18 There may be cases when it is not possible to open<br />

bid at due date and time due to malfunctioning<br />

not functioning of internet in the office. Whether<br />

bid opening authority has to issue corrigendum for<br />

opening of bids?<br />

19 How to ensure that rates for all the items are filled<br />

and made mandatory?<br />

20 For composite bids Comparative Statement is not<br />

generated.<br />

"Earnest Money shall be in the form of Treasury Challan<br />

or Demand Draft or Pay order or Banker's Cheque or<br />

Deposit at Call Receipt or Fixed Deposit Receipt (drawn<br />

in favour of EE....).<br />

However, a part of Earnest Money is acceptable in the<br />

form of Bank Guarantee also. In such case, 50% of EMD<br />

or Rs. 20 lac whichever is less will have to be submitted<br />

in the shape EMD mentioned above and the balance can<br />

be submitted in the shape of Bank Guarantee."<br />

It is clarified that for the works having estimated cost<br />

within the financial powers of Assistant Engineer, the NIT<br />

is to be uploaded on website by the Assistant Engineer<br />

who has approved the NIT.<br />

Contractor can upload documents in PDF format if he<br />

desire so.<br />

In case, it is felt that there is no change in specification<br />

and revise financial bid is not required then, the financial<br />

bid already submitted may be opened treating it as final<br />

bid. There is no need to invite revise financial bids.<br />

Refer note under Para 20A.4.1 (x).<br />

It is clarified that contractor can submit documents in a<br />

sealed bid box after last date and time of submission of<br />

bid but up to 3.30 PM on ...............(the date as specified<br />

in the bid document).<br />

The documents received shall be opened on same day<br />

and time as mentioned in the bid document in presence<br />

of AAO, AE(P), and contractors present.<br />

CPWD-6 has been amended accordingly.<br />

When the time of opening of bid is changed, the<br />

contractors may be informed accordingly after opening<br />

of their bids.<br />

It does not require issue of corrigendum.<br />

To ensure this now a basic change has been made in the<br />

e-portal where the column meant for rate in figures to be<br />

submitted by the contractor appears in pink colour and<br />

the moment rates are entered its colour changes to sky<br />

blue.<br />

In addition to this, while selecting any of the cell a warning<br />

appears that if you have left the cell blanks then same<br />

will be treated as '0'.<br />

In one of the case it was reported that Comparative<br />

Statement for composite works could not be generated.<br />

After investigation it was found that EE has uploaded<br />

schedule of quantity for major and minor component in<br />

two separate spread sheet of schedule of quantities.
