8 Whether it is essential to upload copy of service<br />

tax registration document?<br />

If Contractor fails to upload the copy of service<br />

tax registration then cost of bid document and bid<br />

processing fee submitted by him is to be returned<br />

back or not?<br />

9 Whether e-Tendering is also required to be followed<br />

in case of Notice Inviting Quotations for Work<br />

Order?<br />

10 How to invite e-Tenders for specialised works<br />

(except DG Set, HVAC, Lifts, Sub Station, Fire<br />

Fighting and Fire Alarm System) or typical works<br />

such as special hospital items/ synthetic athletic<br />

tracks/ Astro turf executed very rarely/ supply of<br />

modular furniture/ hospital furniture/ special kind of<br />

furniture/ purchase of various materials/ Security<br />

<strong>Works</strong>/ Hiring of Vehicles etc., where intending<br />

bidders neither registered with ITI nor willing to get<br />

registered with ITI?<br />

11 In case of e-Tendering if Executive Engineer is on<br />

leave/tour or not available who will open the bids?<br />

12 In case of inviting bids on 2/3 envelope system,<br />

the documents related with financial capabilities to<br />

be uploaded are very bulky and after scanning it<br />

becomes quite big file. Therefore, should the present<br />

system not be replaced with submission of affidavit/<br />

certificate from CA and further details if required<br />

can be asked from contractor later on after opening<br />

of technical bid.<br />

13 Presently under Para 9 of CPWD 6 for e-Tendering<br />

it is mentioned that Earnest Money in the form of<br />

Treasury Challan or Demand Draft or Pay order or<br />

Banker's Cheque or Deposit at Call Receipt (drawn<br />

in favour of EE....) or Bank Guarantee of any<br />

Scheduled Bank shall be scanned and uploaded to<br />

the e-Tendering website.<br />

Does it mean that full amount of EMD can be<br />

submitted in the form of BG?<br />

It is compulsory to upload the service tax registration<br />

document as per the terms and conditions of bid<br />

document.<br />

If such document is not uploaded then cost of bid<br />

document and bid processing fee shall not be refunded<br />

back to contractor.<br />

E-Tendering process can be followed for calling NIQs<br />

where time permits so and short duration notice is<br />

possible.<br />

However, in case of emergency/urgency spot quotations<br />

can be invited without e-tendering process.<br />

Bids for such works (except SITC of DG Set/ HVAC/<br />

Lifts/ Sub Station/ Fire Fighting/ Fire Alarm System) can<br />

be invited through old traditional method by giving wide<br />

publicity through News Papers.<br />

However, for such cases costing up to the financial<br />

powers of Executive Engineer, it would require approval<br />

of SE-in-charge.<br />

For works costing more than financial powers of EE it<br />

would require approval of the Chief Engineer Civil or Elect,<br />

as the case may be.<br />

Under such situations bids shall be opened by AE(P) or<br />

any other AE as authorised by EE.<br />

In the e-portal there is an option of role delegation through<br />

which EE can delegate his role to AE(P) or AE of his<br />

division.<br />

User should click on "My Role" on left hand menu and<br />

can delegate his role to their respective officers.<br />

In case of planned leave of longer duration, another EE<br />

to whom the charge is given may apply to ITI Ltd. through<br />

e-mail and hard copy for his authorization by submitting<br />

details of digital signature and ID etc,.<br />

Yes. At the time of submission of bid contractor may<br />

upload affidavit/ certificate from CA mentioning financial<br />

turnover of last 3 years or for the period as specified in<br />

the bid document and further details if required can be<br />

asked from contractor later on after opening of technical<br />

bid.<br />

It is clarified that existing provision to deposit 50% of<br />

EMD or Rs. 20 lac whichever is less in the shape of<br />

Treasury Challan or Demand Draft or Pay order or Banker's<br />

Cheque or Deposit at Call Receipt or Fixed Deposit<br />

Receipt and balance in the shape of BG shall continue.<br />

Contractor cannot submit the entire amount of EMD in<br />

the form of BG.<br />

Necessary correction may be made in CPWD 6 for e-<br />

Tendering as under:
