3. The list of documents to be scanned and uploaded by the intending bidder shall be clearly mentioned<br />

under Information and Instructions for contractors.<br />

4. The sample Press Notice to be published in newspapers, CPWD 6, the Information and Instructions<br />

for contractors to be attached in NIT are discussed separately. The Information and Instructions<br />

for contractors to be attached in NIT may be modified suitably as per requirement if found necessary<br />

by the NIT approving authority.<br />

5. To avoid failure of system to download the bids submitted by the contractor, it is suggested that<br />

opening of document during rush hours should be avoided. Opening time of bids may be kept<br />

either early in the morning or late in the evening. It is not necessary that bids are to be opened at<br />

3.30 PM only.<br />

20A.4 Bids to be invited in two/ three stage system<br />

1. When bids are invited in three stage system following steps are to be followed:<br />

(i) Entire bid document related to Eligibility Criteria, Technical bid and Financial bid are to be<br />

uploaded.<br />

(ii) Stage-I: documents uploaded by the contractors related with Eligibility Criterias are opened<br />

first and name of eligible contractors are approved by competent authority.<br />

(iii) Stage-II: Stage II deals with technical bid which requires pre bid conference. NIT approving<br />

authority may decide whether pre bid conference with qualified contractors is to be held before<br />

opening of technical bid or to be held after opening of technical bid. This should be clearly<br />

indicated in the NIT.<br />

Accordingly Qualified contractors are called for conference and specifications are finalized<br />

and new bid document is prepared on the basis of decisions taken.<br />

(iv) The new document is to be uploaded on ITI website to invite revised financial bids. At the time<br />

to Create Bid there is option box as open bid where Yes or No is to be filled.<br />

Fill the box as NO.<br />

(v) In next step while submitting Bid Detail there is option box as Is Limited where YES will<br />

appear automatically.<br />

(vi) Since the contractors have already paid EMD, Cost of bid document and processing fee of<br />

ITI Ltd., cost against each option box to be indicated as "0".<br />

(vii) In next step select and Submit name of the qualified contractors/Vendors from already<br />

available names of all the contractors/Vendors those have participated in technical bid.<br />

(viii) Inform all the qualified contractors about last time and date of submission of revised financial<br />

bid through e- mail. In addition to this, they may also be informed through SMS.<br />

(ix) Submission of revised financial bid is mandatory since the financial bid submitted earlier has<br />

already become invalid.<br />

(x) Stage-III: Revised financial bids may be opened on due date and time.<br />

Note: In case there is no change in technical specification then there is no need to invite revised<br />

financial bids and the bids submitted earlier may be opened. Time and date of opening of financial<br />

bids may be intimated to qualified contractors.<br />

2. The documents related with financial capabilities to be uploaded are very bulky and after scanning<br />

it becomes quite big file. Therefore, at the time of submission of bid contractor may upload affidavit/<br />

certificate from CA mentioning financial turnover of last 3 (three) years or for the period as<br />

specified in the bid document and further details if required can be asked from contractor later on<br />

after opening of technical bid.<br />
