20.6.1 Composition of the Board<br />

(1) The Board consists of a Chairman and two Members. The Director General (<strong>Works</strong>) acts as the<br />

Chairman with a view to ensure that the recommendations made by the Board are technically<br />

feasible. Of the two members, one is the Director (<strong>Works</strong>) in the Ministry of Urban Development,<br />

and the other is the Chief Controller of Accounts in the Ministry of Urban Development representing<br />

the Integrated Finance in the Ministry of Finance, to watch the financial interests of the Government.<br />

The Financial Officer to Director General (<strong>Works</strong>) acts as the Secretary of the Board. The ministerial<br />

work of the Board is done by the Office of the Director General (<strong>Works</strong>).<br />

(2) The Board has the authority to co-opt as members, non-official experts and the representatives of<br />

the Administrative <strong>Department</strong>s of the Government of India when so required for advice on matters<br />

as to the execution of specialised projects, i.e. Aviation <strong>Works</strong>, Factory <strong>Works</strong>, Projects, etc.<br />

(3) The ADG-incharge of the work under reference shall be co-opted in the <strong>Central</strong> <strong>Works</strong> Board as<br />

Special Invitee in the matter of acceptance of tenders and other miscellaneous matters related to<br />

his region. (Added as per OM/MAN/205)<br />

20.6.2 Processing of tenders by the Board<br />

(1) Tenders above the power of acceptance of the Director General (<strong>Works</strong>) are submitted to the<br />

Board for their consideration. These tenders are accepted by the respective Chief Engineers with<br />

the prior approval of the Board.<br />

(2) Similarly, the cases of award of works without call of tenders costing more than the power of the<br />

Director General (<strong>Works</strong>) for acceptance are required to be submitted to the <strong>Central</strong> <strong>Works</strong> Board,<br />

and thereafter accepted by the respective Chief Engineers.<br />

(3) The tenders submitted to the <strong>Central</strong> <strong>Works</strong> Board for consideration and approval should be<br />

supported with detailed information as per the proforma laid down in Appendix 24. This proforma<br />

has to be very carefully compiled so that the information furnished is complete in all respects, and<br />

that there is no room for further queries and back references to the Chief Engineer. Ten legible<br />

copies of the proforma along with the comparative statement, NIT and tenders should be submitted<br />

by the Chief Engineer to the <strong>Central</strong> <strong>Works</strong> Board.
