given in the tender documents for clarification of any doubts of the intending tenderers or for modification<br />

on any condition of the contract, specification etc. Minutes of the meeting shall be circulated to all the<br />

intending tenderers, whether or not they attend the pre-bid conference.<br />

15.6 Restricted Tenders<br />

15.6.1 Cases where restricted tenders can be resorted<br />

Restricted tenders of any value can be called in the following cases with the prior approval of the<br />

DG(W).<br />

(i) The work is required to be executed with very great speed, and not all contractors are in a position<br />

to generate.<br />

(ii) The work is of special nature requiring specialised equipment, which is not likely to be available<br />

with all contractors.<br />

(iii) Where the work is of secret nature and public announcement is not desirable.<br />

(iv) Where the list of pre-qualified contractors is required to be shortened to a suitable limited number.<br />

(v) Maintenance of VIP residences/important buildings as decided by Chief Engineer concerned.<br />

(vi) Other exigencies of the work so demand.<br />

15.6.2 Procedure for preparation of restricted list of contractors<br />

Considering the nature and requirements of work, the Chief Engineer shall prepare a list of contractors<br />

who according to him are suitable to tackle the job under consideration. The list should be as large as<br />

possible so that competitive tenders are received. Normally, registered contractors of CPWD, Railway,<br />

MES and <strong>Department</strong> of Telecommunication are only to be included in the list. Wherever un-registered<br />

contractors or contractors registered with other bodies are proposed to be included, prior approval of the<br />

ADG should be taken. For works estimated to cost up to Rs. 50 lakhs, Chief Engineer will have full<br />

powers to approve the restricted list for call of tenders. For all works above Rs. 50 lakhs, ADG has full<br />

powers. In exceptional circumstances and for recorded reasons, ADG may, however, dispense with the<br />

requirement of pre-qualification.<br />

15.7 Tenders with two/three envelope system (Modified as per OM/MAN/160 & 172)<br />

This system involves prequalifying the parties before opening their financial bids.<br />

(1) Tenders for all works estimated to cost more than Rs. 15 Crores * shall be called on two/three<br />

envelope system.<br />

(2) For works estimating to cost upto Rs. 15 crores* also, this system may be resorted to but with<br />

prior approval of ADG.<br />

(3) The definition of similar work is to be spell out clearly in the NIT by NIT approving authority and<br />

shall got be approved from the ADG. (Added vide OM/MAN/172)<br />

List of contractors satisfying the eligibility criteria and technical bid shall be got approved from ADG.<br />

Financial bid shall be got approved from the authority for acceptance of tenders as per delegation of power.<br />

(4) The system specifies for simultaneous call of technical and financial bids. However if the exigencies<br />

of work so demand, only technical bid can be called first, but with the approval of ADG concerned. Later<br />

on, financial bids can be called from qualified contractors. (Added vide OM/MAN/160)<br />

15.7.1 Procedure for call of tenders under two/three envelope system.<br />

15.7.1.1 Two envelope system<br />

<strong>Works</strong> for which technical specification is finalized & defined clearly in NIT, tenderers shall be required<br />

to submit the bids in two envelopes.<br />

Envelope - 1 :- Documents related to eligibility criteria.<br />

Envelope - 2 :- Financial bid.
