Project: Who is Who in Civil Protection in the Czech<br />

Republic<br />

Aim of the project:<br />

• to compile a database of specialists in the fields related<br />

to civil protection in the Czech Republic<br />

• to support preparedness and capacity of action of professional<br />

and voluntary bodies related to civil protection<br />

• to list bodies or people in the database based on voluntary<br />

principle (protection of personal data of listed participants<br />

of the project)<br />

Implementation of the above process makes sense when<br />

its outcomes are accessible e.g. on a special website available<br />

for selected specialists assigned with passwords and when the<br />

database is regularly updated.<br />

Conclusions<br />

Contradictory and contrary character of civilization<br />

activities accompanied with permanent proliferation of security<br />

risks results in increasing danger for citizens caused by<br />

growing number and types of emergency events. The development<br />

of corresponding security system lags behind the<br />

above described process, which makes the problems of civil<br />

protection permanently unresolved.<br />

Civil protection as a system of specialized measures<br />

remains an integral part of crisis management and represents<br />

its priority in non-military emergency events. Concerning the<br />

systematic approach to solve individual types and kinds of<br />

emergency events civil protection is understood as a separately<br />

controlled and coordinated domain.<br />

With regard to growing importance of civil protection<br />

nowadays and in future preparation of and negotiation on<br />

special legislative regulations (see the proposed law on civil<br />

protection above) based on a “set of acts on crisis states”<br />

passed in the half of 2000 year and effective January 1, 2001<br />

can be highly recommended. The field of civil protection<br />

deserves proper background in thorough legislation.<br />
