2007 CONGRESS FORECAST
The World Environmental & Water Resources Congress
has become an important annual opportunity for the best
minds at work in environmental and water fields to convene
and focus on topics of the day. In this era of shifting coastlines,
urban sprawl, raging storms, and extreme acts by humans and nature,
it is imperative that those working on the front lines – at the environmental/
water engineering nexus – share insights from research and case studies
in the field, to generate best practices for the future.
CONGRESS INVITATION Avast, Ye Mateys!
As General Chair of the 2007 World Environmental & Water
Resources Congress, I want to invite you to Tampa Bay! Tampa has
a rich heritage, from pirate invasions to the cigar rollers of Ybor City.
While we can’t claim that George Washington slept here, we can claim
that Teddy Roosevelt camped here with his Rough Riders. The influences
of many cultures – Italian, Cuban, Greek, South American – swirl
through our cuisine and celebrations, to create a rich and exciting melting
pot. (Beware, though, as you may be accosted by our favorite pirate,
José Gaspar, at one of our Congress social events!)
While we hope you enjoy our social events, we hope you will immerse yourself in the Congress
technical program. For many years, Florida has been home to some of the most progressive environmental
restoration efforts in the world. From the restoration of Dead Lakes in the Panhandle, to
the cleanup of Tampa Bay, to the restoration of the Everglades, Florida has been at the forefront of
wetlands restoration. Our technical program focuses on restoration, in tracks that deal with watershed,
wetlands, and stream restoration. Part of our Congress will include an all-day tour to learn
first-hand about Everglades restoration, sponsored in part by the South Florida Water Management
District. This tour will take you to the heart of the restoration area and will be led by people
intimately involved in these projects, to see what has been done and learn about the ongoing work.
Because of the delicate balance of the ecosystem, Florida has also been
very progressive in its environmental regulations. It is a real pleasure
to see this reflected in a large number of Congress papers dealing
with water and wastewater issues, and their impact on public health.
You will also find sessions dealing with cutting-edge issues, such
as Endocrine-Disrupting Chemicals and Micro-Pollutants, and a
Research Frontiers track sponsored by the University of South Florida.
Again, please join us on Tampa Bay. We know you will enjoy your stay here, and we look
forward to seeing you at our many activities.
exhibited technical competence, and significantly contributed to public service,
research, or practice in the environmental and water resources profession.
John Moran, a University of Florida journalism graduate,
spent 23 years with The Gainesville Sun, but now
devotes full time to documenting Florida’s natural habitats.
Traveling the Sunshine State with his cameras, Moran
seeks his vision of natural Florida as it must have appeared
to Ponce de Leon. Moran’s work celebrates the magic of
a unique landscape blessed by beauty and born of water
from the Gulf to the Atlantic, with emphasis on rivers,
lakes, coasts, swamps, and springs, and the creatures that inhabit them. His photography
has appeared in National Geographic, Life, Time, Newsweek, Smithsonian, Outside, Sierra,
and The New York Times Magazine, and on the cover of the National Audubon Society Field
Guide to Florida. He was recognized by the National Press Photographers Association, and has
received numerous awards. His photograph of alligators at dusk at Paynes Prairie Preserve
State Park was selected as the top American photograph at the United Nations Earth Summit.
His Journal of Light: The Visual Diary of a Florida Nature Photographer, a 20-year
collection of photos and essays, was published by University Press of Florida in 2004.
Biosolids seminar
Valuing the Environment thru Biosolids
Management – Scientists and engineers dealing
with centralized municipal wastewater treatment
are often confronted with the challenges associated
with the disposal of the solid by-product,
biosolids. Traditional means of biosolids’ disposal
include land application under controlled conditions,
as well as other methods. Increasing public
pressure is leading regulatory agencies to impose
tighter restrictions, thus creating further limitations
relative to biosolids disposal options. This
technical seminar aims to present participants
with information relevant to the benefits of effective
biosolids’ management in addition to “what
tighter restrictions bode for the future of biosolids
land application.” The seminar will include a
panel discussion by industry leaders from around
the country, and cover proposed rule changes,
e.g., Chapter 62-640 of the Florida Administrative
Code, relating to land application of domestic
wastewater residuals.
SHORT COURSES
MONDAY, MAY 14 • 8:30 AM - 5:30 pM
Treatment of Uncertainty in
Water resource Modeling
PRESENTER: Srikanta Mishra, Ph.D., Senior Engineer and
Project Manager, Intera Inc., Austin, TX, and Adjunct Professor
at the University of Texas at Austin
Scientists and engineers dealing with water resources are often
confronted with uncertainty caused by incomplete knowledge
and/or natural randomness. Traditional deterministic modeling
of uncertainty in water resource models may involve the use of
best-guess or worst-case assumptions about model inputs to
quantify their impacts on model predictions. Alternatively,
a set of optimistic and pessimistic values is sometimes utilized
to provide upside and downside forecasts around a reference
scenario.
Recently, there has been greater interest in the use of probabilistic
uncertainty analysis methods, which allow a better definition
of the range of likely outcomes and the likelihood of each
outcome. This workshop will provide an introduction to several
such methodologies including Monte Carlo simulation, analytical
error propagation techniques, and probability/logic tree
analysis method.
Fee, Member ASCE/EWRI/Coop Org: $195 by December 31;
$245 by March 31; and $295 thereafter and onsite; Non-Member:
$225 by December 31; $275 by March 31; and $325 thereafter and
onsite. This fee includes lunch, refreshment breaks, and all course
materials.
MONDAY, MAY 14 • 8:30 AM - 5:30 pM
Curve Number rainfall-runoff:
professional applications
PRESENTER: Richard H. Hawkins, Professor of Watershed
Resources, University of Arizona, and Donald E. Woodward,
Natural Resources Conservation Service (retired)
The Curve Number Method is widely used in applied hydrology
and environmental impact analysis. Because of its authority,
unique technological niche, and transparency, it is the premier
technique for converting event rainfall into direct runoff. It
finds wide application in rainfall response for ungaged watersheds,
and as a process component in continuous models. It
is, however, incompletely understood, often misused, or misapplied,
and realizations for applications and developments
beyond the original handbook are not generally appreciated.
This short course will provide an open factual background on
the Curve Number Method: origins and assumption, limits of
applications, and recent findings, leading to more informed
professional application of the method. Its role in understanding
general rainfall-runoff hydrology will be explored and
discussed. The workshop includes active, open discussion with
peers and the presenters.
Fee, Member ASCE/EWRI/Coop Org: $195 by December 31;
$245 by March 31; and $295 thereafter and onsite; Non-Member:
$225 by December 31; $275 by March 31; and $325 thereafter and
onsite. This fee includes lunch, refreshment breaks, and all course
materials.
CpesC Training & exam
To be eligible to register for this course, you must be
registered for the Congress.
The National Pollutant Discharge Elimination System
(NPDES) program mandates local storm water management
programs for thousands of municipalities throughout
the United States. It also requires that contractors
monitor and control storm ater runoff for many projects.
Because of these requirements, the need for certified
professionals in erosion and sediment control continues
to grow rapidly. A Certified Professional in Erosion and
Sediment Control (CPESC) is a recognized specialist in
soil erosion and sediment control. The CPESC designation
recognizes and certifies professionals who can be utilized
to design and evaluate erosion and sediment control and/
or storm water control plans, influence public policy and
land-use planning decisions, and educate others in sound
approaches for preventing off-site impacts from development
activities.
This Monday short course will provide study material
for the CPESC exam, leading to a five-hour test on
Wednesday. Upon successful completion of the application
process and the course, and attainment of a passing
grade on the exam, professionals will be eligible for the
CPESC designation. The certification program, sponsored
by the Soil and Water Conservation Society and the
International Erosion Control Association, in cooperation
with the American Society of Agronomy, provides the
public with evidence of professional qualifications.
scour analysis for stream restoration
automated Tool
This Scour Workshop is for professionals who have a working
knowledge of scour in rivers. It will cover the use of a
powerful scour spreadsheet, with an on-hands example
problem that utilizes all of the options of the spreadsheet,
which was developed by PBS&J and will be distributed to
participants. The scour options in the spreadsheet take out
all of the tedium of hand computations and assure accuracy.
The user inputs the appropriate parameters once, depending
on the computational options that are of interest. The
spreadsheet options are:
• General scour, based upon 7 methods
• Bend scour, based upon 4 methods
• Equilibrium Slope, based upon 4 methods
• Incipient Motion, based upon Shield’s diagram
• Bedform scour, based upon 2 methods
The spreadsheet also includes a suggested matrix that aids
in assuring that there is no “double counting” of scour
components when obtaining the total scour. Bring your
laptops if you want to do the example problem during the
sWFWMd phosphate Mining and
restoration of Mined lands Tour
The phosphate industry is Florida’s
third largest industry, after tourism
and agriculture. About 4,000 men and
women are employed by the industry
in Central Florida at a total annual
payroll estimated at $400 million,
with some 20,000 more support jobs.
Central Florida’s “Bone Valley” produces
75% of the phosphate required
by U.S. farmers and 25% of the world’s
supply. Reclamation after phosphate
mining provides many opportunities
for ecological restoration. The Mosaic
Company has successfully reclaimed
mining land for use as wetlands, lakes,
uplands, wildlife habitats, housing
developments, agriculture, industrial
sites, power plants, pasture lands, parks,
golf courses, and tree farms. Some of
today’s most popular recreational areas
in Polk and Hillsborough counties are
on reclaimed land.
On tour, you will go to the plant and
see the mining process, then visit the
dragline at the mining site. You will
also visit beautiful restored areas that
were previously mined. Lunch is
sponsored by Mosaic.
Fee: $75 per person, includes transportation
the “Kitchen” – the Davis, Port Redwing, and
Dug Creek tracts. The product of dredge and
fill activities in 1960-1970, Port Redwing was
destined to become a shipping facility. When
development plans failed, its northern half
was purchased in 1995 and renamed
the “Fred and Ida Schultz Preserve” to
honor two very hard-working, very courageous
folks who had a strong commitment
to protecting important environmental
resources in this area for the future. The
traffic base, which moves efficiently through an extensive array of
terminal facilities encompassing container, bulk, break bulk, roll on/
roll off, project cargoes, and cruise passengers, plus North America’s
largest dockside cold storage terminal. With a main shipping channel
depth of 43 feet, Tampa is also the closest full-service U.S. port to the
Panama Canal. The mixed-use development of entertainment, accommodations,
and retail activity in the Channelside area continues to
make downtown Tampa culturally vibrant and diverse.
The suggested Port of Tampa Tour is free, offered Monday-Friday, and
takes approximately 1.5 hours. Participants will be picked up at 9:00 AM
at the Manta Ray Statue in front of the Florida Aquarium.
Western everglades Tour: Corkscrew swamp sanctuary
and lake Trafford airboat Tour
Here’s your opportunity to learn about Western Everglades Restoration
Projects first-hand. Visit the Corkscrew Swamp Sanctuary, 3-hours
south of Tampa to hear a briefing from SFWMD staff on Everglades
projects in the area. Box lunches will be offered during this briefing,
with time to explore the Sanctuary’s boardwalk. Travel a short distance
to the Lake Trafford Marina, for an update on the Lake Trafford
Restoration Project. Climb aboard Florida’s unique back-water transportation
mode – an airboat – to go into otherwise inaccessible areas
where birds and alligators flourish once again. The abundant vegetation
here makes it a birder’s heaven and a photographer’s paradise.
Lake Trafford, the largest lake south of Lake Okeechobee, was the
victim of nutrient runoff from agriculture and urban development,
resulting in a shift from native aquatic vegetation to dense mats of
exotic hydrilla. Controlled by herbicides, dead hydrilla accumulated on
the bottom, releasing nutrients that impacted local fish populations.
Restoration projects removed 3.5 million cubic yards of muck and the
local fish populations rebounded. Phase II – littoral/shoreline dredging –
is currently underway. The reestablishment of native aquatic vegetation
and other measures will follow. The overall project cost is estimated
at $15.4 million.
Fee: $95 per person, includes transportation, lunch, and
airboat tour. 45-person max. Recommended attire: Sunscreen,
sun hat, and sturdy walking shoes.
sponsored by the south Florida Water Management district.
