2007 CONGRESS FORECAST<br />

The World Environmental & Water Resources Congress<br />

has become an important annual opportunity for <strong>the</strong> best<br />

minds at work in environmental and water fields <strong>to</strong> convene<br />

and focus on <strong>to</strong>pics <strong>of</strong> <strong>the</strong> day. In this era <strong>of</strong> shifting coastlines,<br />

urban sprawl, raging s<strong>to</strong>rms, and extreme acts by humans and nature,<br />

it is imperative that those working on <strong>the</strong> front lines – at <strong>the</strong> environmental/<br />

water engineering nexus – share insights from research and case studies<br />

in <strong>the</strong> field, <strong>to</strong> generate best practices for <strong>the</strong> future.<br />

CONGRESS INVITATION Avast, Ye Mateys!<br />

As General Chair <strong>of</strong> <strong>the</strong> 2007 World Environmental & Water<br />

Resources Congress, I want <strong>to</strong> invite you <strong>to</strong> Tampa Bay! Tampa has<br />

a rich heritage, from pirate invasions <strong>to</strong> <strong>the</strong> cigar rollers <strong>of</strong> Ybor City.<br />

While we can’t claim that George Washing<strong>to</strong>n slept here, we can claim<br />

that Teddy Roosevelt camped here with his Rough Riders. The influences<br />

<strong>of</strong> many cultures – Italian, Cuban, Greek, South <strong>American</strong> – swirl<br />

through our cuisine and celebrations, <strong>to</strong> create a rich and exciting melting<br />

pot. (Beware, though, as you may be accosted by our favorite pirate,<br />

José Gaspar, at one <strong>of</strong> our Congress social events!)<br />

While we hope you enjoy our social events, we hope you will immerse yourself in <strong>the</strong> Congress<br />

technical program. For many years, Florida has been home <strong>to</strong> some <strong>of</strong> <strong>the</strong> most progressive environmental<br />

res<strong>to</strong>ration efforts in <strong>the</strong> world. From <strong>the</strong> res<strong>to</strong>ration <strong>of</strong> Dead Lakes in <strong>the</strong> Panhandle, <strong>to</strong><br />

<strong>the</strong> cleanup <strong>of</strong> Tampa Bay, <strong>to</strong> <strong>the</strong> res<strong>to</strong>ration <strong>of</strong> <strong>the</strong> Everglades, Florida has been at <strong>the</strong> forefront <strong>of</strong><br />

wetlands res<strong>to</strong>ration. Our technical program focuses on res<strong>to</strong>ration, in tracks that deal with watershed,<br />

wetlands, and stream res<strong>to</strong>ration. Part <strong>of</strong> our Congress will include an all-day <strong>to</strong>ur <strong>to</strong> learn<br />

first-hand about Everglades res<strong>to</strong>ration, sponsored in part by <strong>the</strong> South Florida Water Management<br />

District. This <strong>to</strong>ur will take you <strong>to</strong> <strong>the</strong> heart <strong>of</strong> <strong>the</strong> res<strong>to</strong>ration area and will be led by people<br />

intimately involved in <strong>the</strong>se projects, <strong>to</strong> see what has been done and learn about <strong>the</strong> ongoing work.<br />

Because <strong>of</strong> <strong>the</strong> delicate balance <strong>of</strong> <strong>the</strong> ecosystem, Florida has also been<br />

very progressive in its environmental regulations. It is a real pleasure<br />

<strong>to</strong> see this reflected in a large number <strong>of</strong> Congress papers dealing<br />

with water and wastewater issues, and <strong>the</strong>ir impact on public health.<br />

You will also find sessions dealing with cutting-edge issues, such<br />

as Endocrine-Disrupting Chemicals and Micro-Pollutants, and a<br />

Research Frontiers track sponsored by <strong>the</strong> University <strong>of</strong> South Florida.<br />

Again, please join us on Tampa Bay. We know you will enjoy your stay here, and we look<br />

forward <strong>to</strong> seeing you at our many activities.<br />

Following <strong>the</strong> Keynotes, you will witness <strong>the</strong> announcement and presentation<br />

<strong>of</strong> <strong>the</strong> prestigious Environmental & Water Resources Institute Lifetime<br />

Achievement Award. Established in 2001, <strong>the</strong> annual Lifetime Achievement<br />

Award goes <strong>to</strong> members who are judged <strong>to</strong> have advanced <strong>the</strong> pr<strong>of</strong>ession,<br />

exhibited technical competence, and significantly contributed <strong>to</strong> public service,<br />

research, or practice in <strong>the</strong> environmental and water resources pr<strong>of</strong>ession.<br />

John Moran, a University <strong>of</strong> Florida journalism graduate,<br />

spent 23 years with The Gainesville Sun, but now<br />

devotes full time <strong>to</strong> documenting Florida’s natural habitats.<br />

Traveling <strong>the</strong> Sunshine State with his cameras, Moran<br />

seeks his vision <strong>of</strong> natural Florida as it must have appeared<br />

<strong>to</strong> Ponce de Leon. Moran’s work celebrates <strong>the</strong> magic <strong>of</strong><br />

a unique landscape blessed by beauty and born <strong>of</strong> water<br />

from <strong>the</strong> Gulf <strong>to</strong> <strong>the</strong> Atlantic, with emphasis on rivers,<br />

lakes, coasts, swamps, and springs, and <strong>the</strong> creatures that inhabit <strong>the</strong>m. His pho<strong>to</strong>graphy<br />

has appeared in National Geographic, Life, Time, Newsweek, Smithsonian, Outside, Sierra,<br />

and The New York Times Magazine, and on <strong>the</strong> cover <strong>of</strong> <strong>the</strong> National Audubon <strong>Society</strong> Field<br />

Guide <strong>to</strong> Florida. He was recognized by <strong>the</strong> National Press Pho<strong>to</strong>graphers Association, and has<br />

received numerous awards. His pho<strong>to</strong>graph <strong>of</strong> alliga<strong>to</strong>rs at dusk at Paynes Prairie Preserve<br />

State Park was selected as <strong>the</strong> <strong>to</strong>p <strong>American</strong> pho<strong>to</strong>graph at <strong>the</strong> United Nations Earth Summit.<br />

His Journal <strong>of</strong> Light: The Visual Diary <strong>of</strong> a Florida Nature Pho<strong>to</strong>grapher, a 20-year<br />

collection <strong>of</strong> pho<strong>to</strong>s and essays, was published by University Press <strong>of</strong> Florida in 2004.<br />

Dr. Susan Elizabeth Smith holds a Bachelor <strong>of</strong> Nursing and a Doc<strong>to</strong>rate in Community<br />

Health and Development from <strong>the</strong> University <strong>of</strong> Calgary, a Masters <strong>of</strong> Public Health degree,<br />

and a Nurse Practitioner diploma. Her Caminamos Jun<strong>to</strong>s para Salud y Desarrollo is a nongovernmental<br />

organization working since 1997 in community health and development in<br />

Tlamacazapa, an Indigenous village <strong>of</strong> 6,400 people in <strong>the</strong> State <strong>of</strong> Guerrero, Mexico. This<br />

organization and its water and sanitation, health and healing, and income generation programs<br />

exemplify <strong>the</strong> complexity <strong>of</strong> intersec<strong>to</strong>ral work in a rural context <strong>of</strong> oppression and<br />

poverty, with interdisciplinary, participa<strong>to</strong>ry research on environmental contaminants<br />

affecting a malnourished population, and <strong>the</strong> subsequent <strong>to</strong>xic synergistic effects on health.<br />

Dr. Smith has written numerous articles and reports on social participation, women’s health,<br />

reproductive health, community health, and participa<strong>to</strong>ry action research. Formerly, as Senior<br />

Consultant / Health Advisor <strong>to</strong> <strong>the</strong> Canadian International Development Agency (CIDA), she<br />

worked on short-term assignments in Pakistan (2005-2006), Nigeria (2000-2004), Indonesia<br />

(2002, 2000), Malawi, Bolivia, Peru, Chile, Honduras, Bangladesh, and China, and in o<strong>the</strong>r<br />

challenging postings around <strong>the</strong> world. These include work as Medical Direc<strong>to</strong>r <strong>of</strong> a refugee<br />

camp <strong>of</strong> 100,000 on <strong>the</strong> Sudan/Ethiopian border. She is currently Adjunct Associate Pr<strong>of</strong>essor<br />

on <strong>the</strong> Faculty <strong>of</strong> Nursing, University <strong>of</strong> Calgary and in <strong>the</strong> School <strong>of</strong> Nursing Faculty <strong>of</strong><br />

Medicine, McGill University.<br />

Valuing <strong>the</strong> Environment thru Biosolids<br />

Management – Scientists and engineers dealing<br />

with centralized municipal wastewater treatment<br />

are <strong>of</strong>ten confronted with <strong>the</strong> challenges associated<br />

with <strong>the</strong> disposal <strong>of</strong> <strong>the</strong> solid by-product,<br />

biosolids. Traditional means <strong>of</strong> biosolids’ disposal<br />

include land application under controlled conditions,<br />

as well as o<strong>the</strong>r methods. Increasing public<br />

pressure is leading regula<strong>to</strong>ry agencies <strong>to</strong> impose<br />

tighter restrictions, thus creating fur<strong>the</strong>r limitations<br />

relative <strong>to</strong> biosolids disposal options. This<br />

technical seminar aims <strong>to</strong> present participants<br />

with information relevant <strong>to</strong> <strong>the</strong> benefits <strong>of</strong> effective<br />

biosolids’ management in addition <strong>to</strong> “what<br />

tighter restrictions bode for <strong>the</strong> future <strong>of</strong> biosolids<br />

Scientists and engineers dealing with water resources are <strong>of</strong>ten<br />

confronted with uncertainty caused by incomplete knowledge<br />

and/or natural randomness. Traditional deterministic modeling<br />

<strong>of</strong> uncertainty in water resource models may involve <strong>the</strong> use <strong>of</strong><br />

best-guess or worst-case assumptions about model inputs <strong>to</strong><br />

quantify <strong>the</strong>ir impacts on model predictions. Alternatively,<br />

a set <strong>of</strong> optimistic and pessimistic values is sometimes utilized<br />

<strong>to</strong> provide upside and downside forecasts around a reference<br />

scenario.<br />

Recently, <strong>the</strong>re has been greater interest in <strong>the</strong> use <strong>of</strong> probabilistic<br />

uncertainty analysis methods, which allow a better definition<br />

<strong>of</strong> <strong>the</strong> range <strong>of</strong> likely outcomes and <strong>the</strong> likelihood <strong>of</strong> each<br />

outcome. This workshop will provide an introduction <strong>to</strong> several<br />

such methodologies including Monte Carlo simulation, analytical<br />

error propagation techniques, and probability/logic tree<br />

analysis method.<br />

The Curve Number Method is widely used in applied hydrology<br />

and environmental impact analysis. Because <strong>of</strong> its authority,<br />

unique technological niche, and transparency, it is <strong>the</strong> premier<br />

technique for converting event rainfall in<strong>to</strong> direct run<strong>of</strong>f. It<br />

finds wide application in rainfall response for ungaged watersheds,<br />

and as a process component in continuous models. It<br />

is, however, incompletely unders<strong>to</strong>od, <strong>of</strong>ten misused, or misapplied,<br />

and realizations for applications and developments<br />

beyond <strong>the</strong> original handbook are not generally appreciated.<br />

This short course will provide an open factual background on<br />

<strong>the</strong> Curve Number Method: origins and assumption, limits <strong>of</strong><br />

applications, and recent findings, leading <strong>to</strong> more informed<br />

pr<strong>of</strong>essional application <strong>of</strong> <strong>the</strong> method. Its role in understanding<br />

general rainfall-run<strong>of</strong>f hydrology will be explored and<br />

discussed. The workshop includes active, open discussion with<br />

To be eligible <strong>to</strong> register for this course, you must be<br />

The National Pollutant Discharge Elimination System<br />

(NPDES) program mandates local s<strong>to</strong>rm water management<br />

programs for thousands <strong>of</strong> municipalities throughout<br />

<strong>the</strong> United States. It also requires that contrac<strong>to</strong>rs<br />

moni<strong>to</strong>r and control s<strong>to</strong>rm ater run<strong>of</strong>f for many projects.<br />

Because <strong>of</strong> <strong>the</strong>se requirements, <strong>the</strong> need for certified<br />

pr<strong>of</strong>essionals in erosion and sediment control continues<br />

<strong>to</strong> grow rapidly. A Certified Pr<strong>of</strong>essional in Erosion and<br />

Sediment Control (CPESC) is a recognized specialist in<br />

soil erosion and sediment control. The CPESC designation<br />

recognizes and certifies pr<strong>of</strong>essionals who can be utilized<br />

<strong>to</strong> design and evaluate erosion and sediment control and/<br />

or s<strong>to</strong>rm water control plans, influence public policy and<br />

land-use planning decisions, and educate o<strong>the</strong>rs in sound<br />

approaches for preventing <strong>of</strong>f-site impacts from development<br />

activities.<br />

This Monday short course will provide study material<br />

for <strong>the</strong> CPESC exam, leading <strong>to</strong> a five-hour test on<br />

Wednesday. Upon successful completion <strong>of</strong> <strong>the</strong> application<br />

process and <strong>the</strong> course, and attainment <strong>of</strong> a passing<br />

grade on <strong>the</strong> exam, pr<strong>of</strong>essionals will be eligible for <strong>the</strong><br />

This Scour Workshop is for pr<strong>of</strong>essionals who have a working<br />

knowledge <strong>of</strong> scour in rivers. It will cover <strong>the</strong> use <strong>of</strong> a<br />

powerful scour spreadsheet, with an on-hands example<br />

problem that utilizes all <strong>of</strong> <strong>the</strong> options <strong>of</strong> <strong>the</strong> spreadsheet,<br />

which was developed by PBS&J and will be distributed <strong>to</strong><br />

participants. The scour options in <strong>the</strong> spreadsheet take out<br />

all <strong>of</strong> <strong>the</strong> tedium <strong>of</strong> hand computations and assure accuracy.<br />

The user inputs <strong>the</strong> appropriate parameters once, depending<br />

on <strong>the</strong> computational options that are <strong>of</strong> interest. The<br />

spreadsheet options are:<br />

awaited Sedimentation Engineering: Theory, Measurements,<br />

Modeling, and Practice (Manual 110). To celebrate <strong>the</strong><br />

release <strong>of</strong> this important work, EWRI will <strong>of</strong>fer this workshop<br />

with Edi<strong>to</strong>r Marcelo Garcia and several <strong>of</strong> <strong>the</strong> authors<br />

<strong>of</strong> individual chapters. They will present <strong>the</strong>ir work, discuss<br />

The new Manual 110 will include 23 chapters with multiple<br />

appendices, and will cover important advances in sedimentation<br />

The phosphate industry is Florida’s<br />

third largest industry, after <strong>to</strong>urism<br />

and agriculture. About 4,000 men and<br />

women are employed by <strong>the</strong> industry<br />

in Central Florida at a <strong>to</strong>tal annual<br />

payroll estimated at $400 million,<br />

with some 20,000 more support jobs.<br />

Central Florida’s “Bone Valley” produces<br />

75% <strong>of</strong> <strong>the</strong> phosphate required<br />

by U.S. farmers and 25% <strong>of</strong> <strong>the</strong> world’s<br />

supply. Reclamation after phosphate<br />

mining provides many opportunities<br />

for ecological res<strong>to</strong>ration. The Mosaic<br />

Company has successfully reclaimed<br />

mining land for use as wetlands, lakes,<br />

uplands, wildlife habitats, housing<br />

developments, agriculture, industrial<br />

sites, power plants, pasture lands, parks,<br />

golf courses, and tree farms. Some <strong>of</strong><br />

<strong>to</strong>day’s most popular recreational areas<br />

Travel with us <strong>to</strong> <strong>the</strong> Fred and Ida Schultz<br />

Preserve where SWFWMD biologists will<br />

give an overview and and show <strong>of</strong>f shoreline<br />

res<strong>to</strong>ration efforts on Tampa Bay. Also visit<br />

<strong>the</strong> Richard T. Paul Environmental Center<br />

and Bird Sanctuary, constructed and underwritten<br />

by The Mosaic Company. The center<br />

is a beautiful building right on Tampa Bay<br />

In 2000, <strong>the</strong> SWFWMD entered in<strong>to</strong> an<br />

agreement with Hillsborough County <strong>to</strong><br />

undertake a 204-acre ecosystem res<strong>to</strong>ration<br />

project on three sites collectively known as<br />

<strong>the</strong> “Kitchen” – <strong>the</strong> Davis, Port Redwing, and<br />

Dug Creek tracts. The product <strong>of</strong> dredge and<br />

fill activities in 1960-1970, Port Redwing was<br />

destined <strong>to</strong> become a shipping facility. When<br />

development plans failed, its nor<strong>the</strong>rn half<br />

was purchased in 1995 and renamed<br />

<strong>the</strong> “Fred and Ida Schultz Preserve” <strong>to</strong><br />

honor two very hard-working, very courageous<br />

folks who had a strong commitment<br />

<strong>to</strong> protecting important environmental<br />

resources in this area for <strong>the</strong> future. The<br />

120-acre Schultz Preserve project boasts<br />

a range <strong>of</strong> res<strong>to</strong>red habitats and provides<br />

s<strong>to</strong>rm water treatment for portions <strong>of</strong> <strong>the</strong><br />

area watershed and some <strong>of</strong> <strong>the</strong> best birdwatching<br />

in <strong>the</strong> area.<br />

Facility Tour<br />

The treatment plant is a state-<strong>of</strong>-<strong>the</strong>-art<br />

facility that treats all wastewater discharged<br />

<strong>to</strong> <strong>the</strong> City <strong>of</strong> Tampa system from<br />

more than 98,000 cus<strong>to</strong>mers. The plant<br />

has a design capacity <strong>of</strong> 96 million gallons<br />

per day, average daily flow. The final<br />

product, or effluent water, is discharged<br />

<strong>to</strong> Hillsborough Bay or used as reclaimed<br />

water for cooling and irrigation. This high<br />

quality water meets all state and federal<br />

requirements.<br />

Whe<strong>the</strong>r you walk, stroll, saunter, power<br />

walk, or run, Clearwater Beach has a threemile<br />

stretch <strong>of</strong> award winning, white sandy<br />

beaches on which <strong>to</strong> do it. The beach is<br />

lined with tropical palm trees. Shops along<br />

<strong>the</strong> beach <strong>of</strong>fer clothing, crafts, cold drinks,<br />

food, and ice cream. It’s beachy! Be sure <strong>to</strong><br />

bring and use plenty <strong>of</strong> sunscreen, a sun<br />

Tour Tampa Bay Water’s (TBW) Surface Water Treatment<br />

Plant, C.W. Bill Young Regional Reservoir, and <strong>the</strong> Tampa<br />

Bay Seawater Desalination Plant. TBW supplies more<br />

than 112 MGD <strong>of</strong> water <strong>to</strong> more than 2 million residents<br />

in Hillsborough, Pasco, and Pinellas counties, and <strong>the</strong><br />

cities <strong>of</strong> Tampa, St. Petersburg, and New Port Richey.<br />

A TBW staff member will serve as <strong>to</strong>ur guide on <strong>the</strong> bus,<br />

Western everglades Tour: Corkscrew swamp sanctuary<br />

and lake Trafford airboat Tour<br />

Here’s your opportunity <strong>to</strong> learn about Western Everglades Res<strong>to</strong>ration<br />

Projects first-hand. Visit <strong>the</strong> Corkscrew Swamp Sanctuary, 3-hours<br />

south <strong>of</strong> Tampa <strong>to</strong> hear a briefing from SFWMD staff on Everglades<br />

projects in <strong>the</strong> area. Box lunches will be <strong>of</strong>fered during this briefing,<br />

with time <strong>to</strong> explore <strong>the</strong> Sanctuary’s boardwalk. Travel a short distance<br />

<strong>to</strong> <strong>the</strong> Lake Trafford Marina, for an update on <strong>the</strong> Lake Trafford<br />

Res<strong>to</strong>ration Project. Climb aboard Florida’s unique back-water transportation<br />

mode – an airboat – <strong>to</strong> go in<strong>to</strong> o<strong>the</strong>rwise inaccessible areas<br />

where birds and alliga<strong>to</strong>rs flourish once again. The abundant vegetation<br />

here makes it a birder’s heaven and a pho<strong>to</strong>grapher’s paradise.<br />

Lake Trafford, <strong>the</strong> largest lake south <strong>of</strong> Lake Okeechobee, was <strong>the</strong><br />

victim <strong>of</strong> nutrient run<strong>of</strong>f from agriculture and urban development,<br />

resulting in a shift from native aquatic vegetation <strong>to</strong> dense mats <strong>of</strong><br />

exotic hydrilla. Controlled by herbicides, dead hydrilla accumulated on<br />

<strong>the</strong> bot<strong>to</strong>m, releasing nutrients that impacted local fish populations.<br />

Res<strong>to</strong>ration projects removed 3.5 million cubic yards <strong>of</strong> muck and <strong>the</strong><br />

local fish populations rebounded. Phase II – lit<strong>to</strong>ral/shoreline dredging –<br />

is currently underway. The reestablishment <strong>of</strong> native aquatic vegetation<br />

and o<strong>the</strong>r measures will follow. The overall project cost is estimated<br />

at $15.4 million.<br />

nationally recognized units <strong>of</strong> record –<br />

by attending technical sessions.<br />

Please note that <strong>the</strong>re are differences from<br />

state <strong>to</strong> state in continuing education requirements<br />

for pr<strong>of</strong>essional engineering licensure.<br />

Each state registration board has <strong>the</strong> final<br />

authority <strong>to</strong> approve courses, credits, pr<strong>of</strong>essional<br />

development hours for courses, and<br />

o<strong>the</strong>r methods <strong>of</strong> earning credit in that state.<br />

ASCE strongly recommends that individuals<br />

check with <strong>the</strong>ir state registration boards<br />

regularly for specific continuing education<br />

requirements in <strong>the</strong>ir jurisdictions that affect<br />

pr<strong>of</strong>essional engineering licensure and <strong>the</strong><br />

ability <strong>to</strong> renew licensure.<br />
