As general consultants to Florida’s <strong>Turnpike</strong> Enterprise, and in accordance with Section 5.13 of the Bond<br />

Resolution, ATKINS and HNTB are pleased to submit to you the FY 2012 Florida’s <strong>Turnpike</strong> Enterprise<br />

System <strong>Annual</strong> <strong>Inspection</strong> <strong>Report</strong>.<br />

The results of this year’s inspection are indicative of the <strong>Turnpike</strong>’s ongoing efforts to maintain aggressive<br />

and comprehensive maintenance and renewal and replacement programs. The overall condition of the<br />

<strong>Turnpike</strong> System is excellent. Based on the Florida Department of Transportation (FDOT) maintenance<br />

rating program, the overall condition of the <strong>Turnpike</strong>’s roadways is rated at 91, which is consistent with<br />

previous year’s scores.<br />

The FY 2012 <strong>Annual</strong> <strong>Inspection</strong> does reveal that some facilities are in less than fair condition. These<br />

conditions do not pose any immediate risks, and <strong>Turnpike</strong> Maintenance continues to do an excellent job of<br />

ensuring these facilities are routinely repaired. The <strong>Turnpike</strong> has currently programmed over $64 million as<br />

part of the renewal and replacement program for FY 2012 and over $34 million as part of the routine<br />

maintenance program. The <strong>Turnpike</strong> continues to demonstrate the value of strategically identifying periodic<br />

and routine maintenance, using proven asset management techniques, and focusing efforts on identifying and<br />

committing the funding required to preserve the <strong>Turnpike</strong> System. If you have any questions, please contact<br />

Executive Summary<br />

FLORIDA’S TURNPIKE ENTERPRISE SYSTEM<br />

As General Consultants to the Florida Department of Transportation (FDOT), Florida’s<br />

<strong>Turnpike</strong> Enterprise and in accordance with Section 5.13 of the <strong>Turnpike</strong> Enterprise<br />

Bond Resolution, ATKINS and HNTB are pleased to submit the Florida’s <strong>Turnpike</strong><br />

System <strong>Annual</strong> <strong>Inspection</strong> <strong>Report</strong> for the Fiscal Year ended June 30, 2012. The<br />

findings contained in this report are based upon the assessment of inspection data<br />

compiled for the roadway, buildings, and structures components; coordination with the<br />

<strong>Turnpike</strong> Maintenance and Finance Offices; and ATKINS / HNTB’s general knowledge<br />

of the condition of <strong>Turnpike</strong> System facilities.<br />

The results of this year’s inspection confirm the success of the <strong>Turnpike</strong> Enterprise’s<br />

ongoing efforts to maintain aggressive and comprehensive Maintenance and Renewal<br />

and Replacement programs. The overall condition of the <strong>Turnpike</strong> System is very<br />

good. The system’s primary feature, its 456 miles of roadway, reported no roadway<br />

items were rated over 20% deficient.<br />

The FY 2012 annual inspection did reveal that a number of facilities (buildings) have<br />

minor deficiencies, but are in good condition overall. The majorities of the deficiencies<br />

found are cosmetic in nature and pose no structural concerns. Structures composed of<br />

bridges; large non qualifying culverts ( LNQCs ); high mast light towers (HMLT); and<br />

overhead, over lane, and cantilever signs, are inspected on a biennial basis. Bridges,<br />

inspected FY 2012, are reported in good condition and are included in this report. The<br />

LNQCs, HMLTs, and overhead, overlane, and cantilever signs inspected in FY 2012<br />

and are also included in this report.<br />

The <strong>Turnpike</strong> Enterprise has programmed over $53 million for periodic and routine<br />

maintenance in FY 2012. These funds are being used for maintenance of all highway<br />

and structure assets, building routine maintenance, roof replacement/restoration,<br />

building renovation, toll plaza tunnel sealing, drainage improvements, and other safety<br />

related upgrades. The <strong>Turnpike</strong> has also programmed over $64 million in FY 2012 for<br />

roadway resurfacing; roadway, bridge, and facility construction; toll equipment<br />

enhancement; and bridge repair work, all these as part of its Renewal and<br />

Replacement Program.<br />

In addition to the analysis of inspection results, this report presents the current status<br />

of the <strong>Turnpike</strong> System with respect to the FDOT’s Maintenance Rating Program and<br />

includes programmed maintenance funding level commitments through 2016 Also,<br />

based on the prioritization of specific deficiencies identified by the <strong>Turnpike</strong><br />

Maintenance Office and coordination of funding related issues with the <strong>Turnpike</strong><br />

Finance Office, recommendations are made for the initiation of conceptual studies and<br />

funding for several high-priority improvement projects.<br />

The <strong>Turnpike</strong>’s commitment to system improvement and preservation is obvious based<br />

on the emphasis placed on its Maintenance and Renewal and Replacement programs.<br />

By continually monitoring system conditions and ensuring that its facilities are<br />

maintained in top condition, the <strong>Turnpike</strong> Enterprise is better able to provide for the<br />

safety and convenience of its patrons while maintaining a safe investment for<br />

bondholders.<br />

1. Introduction<br />

FLORIDA’S TURNPIKE ENTERPRISE SYSTEM<br />

1.1 General Description and Procedure of <strong>Inspection</strong><br />

The <strong>Turnpike</strong> Enterprise’s annual inspection is conducted based on three major<br />

categories of system facilities: roadways, structures, and buildings, some of which<br />

are accomplished through the services of independent consultants. The roadway<br />

inspection is divided into five general categories of roadway elements: roadway,<br />

roadside, traffic services, drainage, and vegetation/aesthetics. The building<br />

inspection is divided into four main categories: buildings, tollbooths, and mechanical<br />

and electrical components. ATKINS and HNTB, the <strong>Turnpike</strong> Enterprise’s General<br />

Engineering Consultants inspected all roadway and facilities. This report reflects the<br />

findings of the roadways and buildings inspections that were accomplished in 2012.<br />

The structures inspection is conducted on a biennial basis by two independent<br />

consultants (TranSystem Consultants for the southern contract and Infrastructure<br />

Engineers Consultants for the northern contract), which were brought under contract<br />

with the <strong>Turnpike</strong> Enterprise in mid August 2011 for the North and the South. The<br />

structures inspection includes bridges, overhead/cantilever signs, Large Non<br />

Qualifying Culverts (LNQCs), and High Mast Light Towers (HMLTs), and is typically<br />

conducted in phases, beginning with bridges and ending with the HMLTs. This report<br />

reflects the findings of the bridge structures inspections, the overhead/cantilever sign<br />

inspection, LNQCs inspections, and the HMLTs inspections.<br />

The <strong>Turnpike</strong> Enterprise and ATKINS developed a roadway rating procedure (RRP)<br />

based on Florida Department of Transportation’s (FDOT’s) Maintenance Rating<br />

Program (MRP) to assess the <strong>Turnpike</strong> Enterprise’s assets. The MRP uses a<br />

statistical sample of the system to determine an overall system rating based on a<br />

100-point scale. The RRP includes all 46 of the original roadway elements required<br />

by the MRP; however, the entire system, including ramps, are inspected and the<br />

rating is based on a ten-point scale rather than the “meets or fails to meet” standard<br />

used in the MRP.<br />

The MRP rating, which generally supports the findings of the annual inspection,<br />

allows a comparison of Florida’s <strong>Turnpike</strong> Enterprise System roadway conditions to<br />

the statewide standard. The ratings assigned by the <strong>Turnpike</strong> Enterprise can be<br />

used to make general recommendations on system components needing<br />

improvement. A summary of the MRP is described in more detail and the scores are<br />

included in the Roadway section of this report. The rating system utilized by Florida’s<br />

<strong>Turnpike</strong> Enterprise System is defined in detail in Section 2, FY 2012 Maintenance<br />

<strong>Inspection</strong> Results, Subsection 2.2, Roadways.<br />

All inspections are conducted in accordance with standard procedures developed by<br />

the Federal Highway Administration and/or FDOT and involve an extensive visual<br />

examination of all elements relative to the category of inspection. A detailed<br />

tabulation of the conditions observed on the date of the field inspection is prepared<br />

in the form of inspection worksheets. The worksheets are spot-checked in the field to<br />

verify accuracy and consistency and the results are reviewed and summarized for<br />

presentation in this report.<br />

Due to the time duration between field inspection activities and publication of this<br />

report, many of the deficiencies identified in this report may have already been<br />

corrected through ongoing maintenance and construction activities. These<br />

improvements are typically funded through the <strong>Turnpike</strong> Enterprise’s Maintenance<br />

Program, in periodic or routine maintenance contracts, or through the <strong>Turnpike</strong>’s<br />

Renewal and Replacement Program. Serious conditions, demanding immediate<br />

attention, are reported to the appropriate office the same day they are found.<br />

1.2 Description of Florida’s <strong>Turnpike</strong> Enterprise System and <strong>Inspection</strong> Zones<br />

For FY 2012, Florida’s <strong>Turnpike</strong> Enterprise System was comprised of ten main<br />

components, all of which are multi-lane, limited access toll facilities. Contributing 456<br />

miles to Florida’s Intrastate Highway System, these ten components include 701<br />

bridges, 158 toll plazas, 475 buildings, and 8 service plazas. The system’s mainline<br />

roadway segments are summarized in Table 1 below.<br />

The <strong>Turnpike</strong> Enterprise’s annual inspection is conducted based on the location of<br />

system components within geographic zones. The roadway and structures<br />

inspection is based on four zones and the buildings inspection is based on eight<br />

zones. These zones were established to describe the main system components<br />

relative to the southern, central, and western regions of the state. The system<br />

components, or portions thereof, included in each of the inspection zones are<br />

described in Table 2 and illustrated in Appendix A.<br />

2. FY 2012 Maintenance <strong>Inspection</strong> Results<br />

2.1 Introduction<br />

The findings included in this report are based on an extensive evaluation of the<br />

roadway, structures, and building inspection worksheets prepared by the inspection<br />

consultants. This report summarizes the data included in the worksheets, which<br />

reflect the condition of the features at the time of inspection.<br />

Complete listings of the elements typically inspected in each of the three major<br />

categories of facilities are included in Appendix B.<br />

2.2 Roadways<br />

The roadway inspection is divided into five general categories of roadway elements:<br />

roadway, roadside, traffic services, drainage, and vegetation/aesthetics. The total<br />

quantities of the major elements with respect to each of the four maintenance zones<br />

are shown in Tables 4 through 8. The quantities shown include all major categories<br />

of <strong>Turnpike</strong> Enterprise roadway facilities: mainline roadways, ramps and<br />

interchanges, and service plazas.<br />

The condition of the roadway elements for each of the maintenance zones is also<br />

summarized in Tables 4 through 8. A sketch identifying the major elements of a<br />

typical roadway is included as Figure 1. Each table contains only the elements listed<br />

in Appendix B that are present and inventoried in the particular zone. A rating of 4 or<br />

below on the field inspection worksheets indicates that the portion of the element is<br />

in less than fair condition and is reported as deficient.<br />

The <strong>Turnpike</strong> Enterprise and ATKINS developed an RRP based on FDOT’s MRP<br />

using the original 46 roadway elements. The ratings and descriptions of the<br />

numerical grading system are shown in Table 3. Ratings for each of the roadway<br />

components are assigned based on visual inspection of each component. The<br />

ratings, deficiencies, and recommendations are entered directly into a database, via<br />

laptop computers carried into the field, at the time the inspections are conducted.<br />

The database is maintained throughout the duration of the inspection process and<br />

provides for easy report generation for each roadway. <strong>Inspection</strong> results are<br />

separated by roadway/ramp segment and lane direction.<br />

The FDOT MRP uses a different rating scale. The Roadway and Roadside<br />

Procedure states that “each district is to achieve and maintain an annual<br />

maintenance rating of 80, all elements (roadway, roadside, traffic, drainage, and<br />

vegetation/aesthetics) shall have a rating of 75 or above, and each characteristic<br />

shall meet the desired conditions 70 percent of the time.” When applicable, element<br />

deficiencies of 20 percent or more are emphasized in the tables to draw attention to<br />

elements that may affect the desired MRP rating of 80 for each RRP category. Each<br />

of these “deficient” elements is discussed in the Summary of Findings. It should be<br />

noted that the annual inspection results reported in these tables and the MRP<br />

Ratings detailed in table 29 are derived from different inspection and reporting<br />

methods and are, therefore, not interchangeable. However, the results of each<br />

should be comparable.<br />

2.3 Structures<br />

FLORIDA’S TURNPIKE ENTERPRISE SYSTEM<br />

The biennial structures inspection is based on four categories of major structures:<br />

bridges, overhead/cantilever signs, LNQCs, and HMLTs. The system includes over<br />

2,200 individual structures. The total quantities of all structures with respect to each<br />

of the four maintenance zones are shown in Table 9.<br />

The bridge components and subcomponents noted as being in less than fair<br />

condition are shown by zone and bridge number in Table 10. It should also be noted<br />

that none of the noted deficiencies pose an unsafe condition to users of Florida’s<br />

<strong>Turnpike</strong> Enterprise System, however, 47 bridges are rated functionally obsolete as<br />

of the latest inspection in FY 2012. The general reason given for this rating is the<br />

bridge not having the correct width, or no distress lanes. A complete listing of the 3<br />

components, 93 elements, and 117 sub-elements included in the bridge inspection,<br />

along with the corresponding rating procedure, is included in Appendix B.<br />

FLORIDA’S TURNPIKE ENTERPRISE SYSTEM<br />

No overhead/cantilever sign deficiencies were noted in this inspection period. The<br />

biennial inspection of the <strong>Turnpike</strong> Enterprise’s 806 overhead/cantilever signs is<br />

based on the visual inspection of three individual sign elements. These elements,<br />

along with the sign rating scale, are listed in Appendix B. The FY 2012 condition of<br />

the overhead/cantilever signs for each maintenance inspection zone showed no<br />

2.4 Buildings<br />

FLORIDA’S TURNPIKE ENTERPRISE SYSTEM<br />

The annual maintenance inspection of the <strong>Turnpike</strong> Enterprise’s building facilities is<br />

based on four general categories of inspection: buildings, tollbooths, mechanical,<br />

and electrical. As part of the inspection process, all relevant structural components<br />

and associated mechanical and electrical systems for all buildings are visually<br />

inspected and ratings are assigned based on the conditions observed. A complete<br />

list of all the building, tollbooth, mechanical, and electrical subcomponents is<br />

included in Appendix B, along with the <strong>Turnpike</strong> Enterprise’s Buildings <strong>Inspection</strong><br />

Rating Scale.<br />

2.4.1 Buildings<br />

The building facilities inspection is based on five general building types: toll plaza<br />

administration buildings and canopies, administration and miscellaneous buildings,<br />

communication tower buildings, water/wastewater treatment plants, and service<br />

plaza restaurants and service stations. A total of 475 buildings are located within the<br />

eight maintenance inspection zones. The major characteristics of each building type<br />

are described below. Building quantities are listed in Table 14.<br />

2.4.1.1 Toll Plaza Administrative Buildings and Canopies<br />

The toll plaza administration buildings and canopies are located either as part of a<br />

mainline toll plaza or off-line ramp toll plaza facility. The canopies typically extend<br />

from the administration buildings outward, over the tollbooths or toll collection<br />

equipment located between the travel lanes. The administration buildings may also<br />

be connected to the toll collection booths/equipment by means of an underground<br />

tunnel, which facilitates the transport of personnel, toll collection data, and supplies.<br />

Some Toll Plaza Buildings have been replaced with All Electronic Toll Plazas ( AET )<br />

and consist of toll equipment buildings, generators, and fuel tanks. These are mainly<br />

on the HEFT section, but also appear at “ Sunpass Only “ lanes along the mainline<br />

sections of the <strong>Turnpike</strong>.<br />

2.4.1.2 Administration and Miscellaneous Buildings<br />

The <strong>Turnpike</strong> Enterprise’s 34 administrative buildings are used by a variety of FDOT<br />

functional areas as well as other Florida agencies, including: the Florida Highway<br />

Patrol, Troop K, Troop L, MCCO; the <strong>Turnpike</strong> Enterprise’s Office of Toll Operations;<br />

FDOT Districts 4 and 6; and the <strong>Turnpike</strong> Enterprise’s Operations and Concession<br />

Management and Marketing Offices.<br />

2.4.1.3 Communication Tower Buildings<br />

The communication tower buildings are typically constructed of concrete and block<br />

and are usually small, relative to the size of the buildings included in the other four<br />

categories. These structures house the electronic circuitry and equipment that<br />

support the microwave radio communications system, which is heavily relied upon<br />

by the Florida Highway Patrol, Troop K and the <strong>Turnpike</strong> Enterprise Operations<br />

2.4.1.4 Water/Wastewater Treatment Plants<br />

FLORIDA’S TURNPIKE ENTERPRISE SYSTEM<br />

The water/wastewater treatment plants furnish water to and receive wastewater from<br />

the service plaza restaurants, common areas, and service stations. There is<br />

currently one plant located at the Fort Drum Service plaza, which is currently being<br />

removed and replaced with a new treatment plant and effluent pond under the Areas<br />

USA, Inc. contract. The Canoe Creek Wastewater Treatment (WWT) Plant has<br />

been disconnected and replaced with a municipal connection.<br />

2.4.1.5 Service Plaza Restaurants and Service Stations<br />

The <strong>Turnpike</strong> Enterprise’s eight service plaza restaurant buildings, like the one<br />

shown in Figure 5, are leased to Areas USA, Inc., who are renovating, operating and<br />

maintaining these facilities. Renovation work continues at six of the service plazas:<br />

Turkey Lake, Canoe Creek, Fort Drum, West Palm Beach, Pompano and Snapper<br />

Creek. Renovation of the Okahumpka Plaza will begin February 2013, and the Fort<br />

Pierce service plaza will begin in October 2012.<br />

The Snapper Creek Service Plaza has two facilities that are maintained by the<br />

<strong>Turnpike</strong> Enterprise, and are currently being used for FDOT/FTE administrative<br />

construction / maintenance office spaces, FHP Troop K offices, and for the Sunpass<br />

Customer Service Center.<br />

The leased facilities also include eight service stations that are leased to Areas USA,<br />

Inc., and operated by Florida <strong>Turnpike</strong> Services ( FTS ). The Snapper Creek Service<br />

Station renovations by Areas USA, Inc. for the new 1500 SF Restroom facility is<br />

complete. FTS is currently funding and adding a new Dunkin Donuts addition on the<br />

north side of the Shell Gas station. The addition is not part of the Areas USA Inc.<br />

work. The Dunkin Donuts is expected to be open in October 2012.<br />

2.4.2 Tollbooths, Mechanical, and Electrical<br />

The tollbooth, mechanical, and electrical categories of inspection includes a total of<br />

24 subcomponents. The condition of the elements and the corresponding<br />

deficiencies for each of these categories is also summarized in Tables 15 through<br />

22, with a system-wide summary shown in Table 23. These deficiencies are<br />

discussed in the Summary of Findings.<br />

2.4.3 <strong>Inspection</strong> Rating Procedures for Building Categories and Components<br />

An in-depth evaluation of the condition of the 22 elements of the buildings category<br />

was performed in the field and ratings were assigned based on the scale shown in<br />

Appendix B. A summary of the results for each of the maintenance zones is<br />

contained in Tables 15 through 22, and a system-wide summary is shown in Table<br />

3. Summary of Findings<br />

3.1 Introduction<br />

FLORIDA’S TURNPIKE ENTERPRISE SYSTEM<br />

The findings of the FY 2012 <strong>Annual</strong> <strong>Inspection</strong> of Florida’s <strong>Turnpike</strong> Enterprise<br />

System roadways, structures, and building facilities are outlined in the following<br />

paragraphs. The FDOT MRP ratings assigned to the various roadway elements are<br />

presented, along with a general description of the condition of the system’s<br />

structures and building facilities.<br />

The major deficiencies found in each of the three categories of inspection are<br />

identified, calling attention to those elements that were rated as being at least 20<br />

percent in “less than fair” condition. The inspection did not exclude deficient<br />

elements which may have had planned improvements underway. It should be noted<br />

that none of the deficiencies observed pose a safety concern to users of Florida’s<br />

<strong>Turnpike</strong> Enterprise System. The number of construction and maintenance contracts<br />

for each category that were either in effect or advertised during the fiscal year are<br />

summarized in some of the following tables in order to give some indication of work<br />

effort already in place. It should be noted that many of the contracts would likely<br />

extend over several fiscal years.<br />

Also, the inspection does not take into account the criticality of the elements in<br />

relationship to each other. When reviewing deficiencies, one should remember that<br />

the desired level of service is influenced by a number of considerations. These<br />

include safety, protection of private and public investment, comfort, economics,<br />

environmental impact, aesthetics, and money constraints. A deficient pavement void,<br />

for example, would receive priority over a deficiency in litter removal because it may<br />

have an immediate impact on the safety of the patron. The standard procedures for<br />

rating system facilities are explained in Appendix B.<br />

3.2 Roadways<br />

The <strong>Turnpike</strong> Enterprise and ATKINS developed an RRP based on the FDOT’s<br />

MRP using the original 46 roadway elements from FDOT. The ratings and<br />

descriptions of the numerical grading system are based on a ten-point system and<br />

are an expanded version of the FDOT’s MRP. RRP inspections of roadways are<br />

accomplished in one mile increments in which each component is visually inspected<br />

and assigned a rating based on this ten-point scale. This information is entered<br />

directly into a database located on laptop computers in the field for later compilation<br />

and reporting for each roadway. <strong>Inspection</strong> results are separated by roadway/ramp<br />

segment and lane direction. The results of these inspections are compared to the<br />

results of the FDOT’s inspection and corresponding MRP rankings.<br />

FLORIDA’S TURNPIKE ENTERPRISE SYSTEM<br />

The FDOT’s MRP system is a computer-based system that randomly selects<br />

specific points along the roadway mainlines, called samples that are 528 feet in<br />

length. A total of 270 sample areas are generated for Florida’s <strong>Turnpike</strong> Enterprise<br />

System. The inspections are based on five major categories, comprised of 36<br />

individual elements and are detailed in Appendix B. After the inspection of a sample<br />

area is completed, the raw data is entered into the DOTNET computer system. A<br />

numerical score is generated for each group, each feature, and the element as a<br />

whole. According to state guidelines, “each district is to achieve and maintain an<br />

annual maintenance rating of 80, all elements (roadway, roadside, traffic, drainage,<br />

and vegetation/aesthetics) shall have a rating of 75 or above, and each<br />

characteristic shall meet the desired conditions 70 percent of the time.” A perfect<br />

score is 100. It should be noted that the MRP samples are located on the mainline<br />

roadway only, and no ramp roadways are included, while the RRP includes all<br />

mainline and ramp roadways.<br />

The results of this year’s annual inspection indicate that the <strong>Turnpike</strong> Enterprise’s<br />

roadway facilities are being maintained in an overall excellent condition. According<br />

to the MRP, the roadway components received an overall rating of 91, which is well<br />

over the state’s goal of 80. These results indicate that the <strong>Turnpike</strong> Enterprise’s<br />

aggressive and comprehensive Maintenance and Renewal and Replacement<br />

programs continue to be effective in exceeding established guidelines and<br />

procedures.<br />

No major roadway deficiencies were identified by the <strong>Turnpike</strong> Enterprise’s annual<br />

inspection. Many of the minor deficiencies identified have already been addressed<br />

through the execution of several periodic or routine maintenance contracts or as part<br />

of renewal and replacement efforts. The MRP ratings and minor deficiencies for<br />

each of the five general categories of roadway elements are discussed in the<br />

following.<br />

3.2.1 Roadway<br />

FLORIDA’S TURNPIKE ENTERPRISE SYSTEM<br />

The roadway category has achieved an overall MRP rating of 98, which is 23 points<br />

above the satisfaction grade of 75 set by the FDOT Maintenance Office. There were<br />

no characteristics that rated lower than 70. The lowest, flexible paved shoulder, was<br />

rated at 91 in the MRP. By contrast, flexible paved shoulder was rated 99.4 in the<br />

RRP. There were no major deficiencies in any of the maintenance zones reported by<br />

the annual inspection. These positive ratings are indicative of the <strong>Turnpike</strong><br />

Enterprise’s ongoing resurfacing efforts along several portions of the system, as well<br />

as an active preventive maintenance program. Table 24 represents construction<br />

and maintenance contracts let during FY 2012.<br />

3.2.2 Roadside<br />

The determination of an MRP rating for roadside features is generally based upon<br />

the consideration of all grading, shoulder, slopes, and other elements located<br />

outside of the paved travel way (Figure 1). The roadside category has achieved an<br />

overall MRP rating of 88, a decrease of two points from FY 2011. There were no<br />

characteristics, which rated lower than 70. The lowest was soil shoulder rated at 86<br />

in the MRP. By contrast, soil shoulder was rated 96.8 in the RRP. The annual<br />

inspection identified soil shoulders with a deficiency rate of 3.20.<br />

3.2.3 Traffic Services<br />

The Traffic Services category is rated based on the condition of all features that<br />

guide, protect, and assist the patron while traveling the <strong>Turnpike</strong> Enterprise’s<br />

roadways, interchanges, and service areas. An MRP rating of 89 was achieved in<br />

this category, which was the same in 2011. There were no characteristics, which<br />

rated lower than 70. The lowest was Guardrail rated at 78. By contrast, Guardrail<br />

was rated 99.5 in the RRP. The annual inspection indicates a well-maintained<br />

program with no characteristics being more than 4 percent deficient or less overall.<br />

3.2.4 Drainage<br />

FLORIDA’S TURNPIKE ENTERPRISE SYSTEM<br />

The ratings for this category of roadway elements is based on the overall condition<br />

of all structures that collect, treat, and convey storm water run-off. Reflecting the<br />

overall excellent condition of these facilities, an MRP rating of 94 was achieved in<br />

this category, which is a 1-point decrease in the MRP rating from 2011. No major<br />

deficiencies were noted in this category and there were no characteristics that rated<br />

lower than 70. The lowest, miscellaneous drains, was rated at 86. Supporting this<br />

rating, miscellaneous drains was rated 98.3 in the RRP. The annual inspection found<br />

that seven of the eight elements inspected were found to be less than 2 percent<br />

defective.<br />

3.2.5 Vegetation/Aesthetics<br />

The MRP rating for the Vegetation/Aesthetics category is based on the overall<br />

condition of turf, landscape, trees, and their general appearance. According to its<br />

comprehensive Turf Management Plan, the <strong>Turnpike</strong> Enterprise continually monitors<br />

the condition of vegetation and the need for mowing, trimming, re-landscaping, and<br />

litter removal. An MRP rating of 87 was reported in this category in FY 2012<br />

inspection. The lowest rated item was litter and was rated at 64 in the MRP. In<br />

contrast, litter was rated 97.7 in the RRP in this category. The highest deficiency<br />

rating overall was Turf condition, which was rated at 3.63% deficient.<br />

3.3 Structures<br />

FLORIDA’S TURNPIKE ENTERPRISE SYSTEM<br />

The biennial structures inspection consisted of bridges, overhead/cantilever signs,<br />

LNQCs, and HMLTs. The major deficiencies in each of the categories are<br />

summarized in the following section. It should be noted that none of the deficiencies<br />

observed pose a safety concern to users of Florida’s <strong>Turnpike</strong> Enterprise System.<br />

The structures categories do not receive the standard MRP ratings as shown for the<br />

roadway categories but rather use modified standards as reflected in Appendix B,<br />

Section B.<br />

3.3.1 Bridges<br />

During FY 2012, one construction project is underway or advertised for bridge<br />

renovation, replacement, or repair. Two consultant bridge inspection contracts and<br />

one routine maintenance contract were also in effect or advertised, as indicated in<br />

Table 25.<br />

As a result of the 2012 biennial structures inspection, it was determined that 57<br />

structural type deficiencies were coded at 56 bridges, some of which have been<br />

corrected since the last inspection. These deficiencies are summarized in Table 26.<br />

Additionally, <strong>Turnpike</strong> Enterprise Maintenance directed a portion of its periodic and<br />

routine maintenance funding in FY 2012 to rehabilitation and repair projects.<br />

3.3.2 Overhead/Cantilever Signs<br />

Overhead and cantilever signs, are inspected separately from those signs in the<br />

roadway category due to the fact that they are suspended above the travel way by<br />

large support structures, such as the one pictured in Figure 9. These signs provide<br />

critical directional information, guiding the patron throughout Florida’s <strong>Turnpike</strong><br />

Enterprise System. No components or subcomponents were noted as being in less<br />

than fair condition for overhead / cantilever signs during the 2012 inspection period.<br />

Overhead / cantilever signs are shown by location in Table 11.<br />

3.3.3 High Mast Light Towers (HMLTs)<br />

Similiar to overhead/cantilever signs, HMLTs are included in the structures<br />

inspection. These structures provide illumination for improved nighttime visibility at<br />

various locations along the <strong>Turnpike</strong> Enterprise, such as interchanges, service<br />

plazas, and toll facilities. No deficiencies were noted during the FY 2012 inspection<br />

3.3.4 Large Non Qualifying Culverts ( LNQCs )<br />

A LNQCs is a structure that does not meet the statutory definition of a bridge.<br />

LNQCs is defined as a circular, elliptical arch, or box type of culvert with a height<br />

greater than four ( 4 ) feet, or clear span of 10 feet or greater, but less than 20 feet.<br />

Similar to the others Structures, Bridges, Signs, and High Mast Light Towers,<br />

LNQCs are included in the structures inspection. The LNQCs are inspected once<br />

every six years. Each cycle is a 2 year period with 1/3 of the total LNQCs inspected<br />

during the cycle. It takes 3 cycles for the entire LNQC inventory to be inspected.<br />

The LNQCs are in good condition with Minor repairs on-going as part of the routine<br />

maintenance contracts. There have been no deficiencies noted by the structures<br />

inspections that pose a safety or structural concern.<br />

As a result of the 2012 ( LNQCs ) structures inspection, it was determined that 19<br />

structural (LNQCs ) deficiencies were coded at 18 culverts ( LNQCs ), some of<br />

which have been corrected since the last inspection. These deficiencies are<br />

summarized in Table 27. Additionally, <strong>Turnpike</strong> Enterprise Maintenance directed a<br />

portion of its periodic and routine maintenance funding in FY 2012 to rehabilitation<br />

and repair projects.<br />

3.4 Buildings<br />

The annual inspection of the <strong>Turnpike</strong> Enterprise’s facilities is based on a visual<br />

inspection and rating of the condition of 475 buildings. Overall 38,983 comments<br />

were made of building asset items inspected, of which, 2,982 were rated as being<br />

less than fair condition, for a deficiency rate of 7.65 percent. However, it should be<br />

pointed out that, in many cases, these deficiencies represented an aesthetics<br />

problem and not structural or safety issues.<br />

Further, the <strong>Turnpike</strong> Enterprise’s facilities are more susceptible to deterioration due<br />

to time, weather, and other elements than are its roadways. A majority of the<br />

deficiencies were reported in the buildings and tollbooth inspections, as indicated in<br />

Table 23.<br />

During FY 2012, five building construction projects were underway or completed on<br />

two different types of work, including toll building renovation and plaza renovation.<br />

Also, there were 36 facility routine maintenance contracts in effect or advertised, as<br />

indicated in Table 28.<br />

The <strong>Turnpike</strong> Enterprise’s toll plaza administration buildings, canopies, and adjacent<br />

areas, which include parking and drainage areas, are generally in good condition.<br />

Other administrative buildings, canopies, and communication tower buildings were<br />

also found to be in relatively good condition.<br />

System-wide, of the twenty-two elements inspected in the building category, no<br />

elements were reported to be more than 20% deficient. The Central Mainline<br />

facilities had one element, Tunnel at 20.0 %. The Northern Mainline and Southern<br />

Connector Extension had no elements greater than 19%. The annual assessment of<br />

the Seminole Expressway had four elements: Parking Area at 33.33%, Site grounds<br />

at 30.77%, Fire Extinguishers & Cabinets at 20.93%, and Bath Accessories at 28.57<br />

% . The Polk Parkway had one element; Fire Extinguishers & Cabinets at 26.85%.<br />

The Suncoast Parkway had one element: Site grounds at 25%.<br />

3.4.2 Tollbooths<br />

Overall, in the tollbooth category, no elements were reported to be more than 20%<br />

deficient. The Seminole Expressway had one deficiency, Interior Booth at 25.64%<br />

and the Veterans had two elements, Toll Doors at 23.08%, and Toll area lights at<br />

20% . The Suncoast had one element: The Underside of Roof at 23.08 % deficient.<br />

Overall, no items were rated over 20 percent deficient. Plumbing fixtures received<br />

the most comments and had an overall deficiency of only 7.57 percent. With the<br />

exception of the Sewer and Septic Lines, few other deficiencies were reported of the<br />

mechanical elements inspected, indicating an optimal operational and maintenance<br />

level.<br />

3.4.4 Electrical<br />

Overall, of the three elements in the electrical category, building electrical fixtures<br />

had the highest number of deficiencies reported in this year’s annual inspection. This<br />

element overall was rated 11.92 percent deficient, the majority of elements found<br />

deficient were GFI type receptacles not working and interior lights out or missing.<br />

4. Program Status, Commitments, and Recommendations<br />

4.1 Maintenance Rating Program Status<br />

Based on FDOT’s MRP, the overall condition of Florida’s <strong>Turnpike</strong> Enterprise<br />

System roadway facilities is consistently rated above the statewide goals. The<br />

roadway MRP ratings recorded over the past five years are shown in Table 29.<br />

Overall, the average MRP rating of 91 for FY 2012 has decreased by one point from<br />

92 in 2011. The overall condition of the roadside category of 88 for 2012 has<br />

decreased by 2.0 points. The Drainage decreased by one point, roadway increased<br />

by one point, traffic services remained the same and vegetation and aesthetics had<br />

a five point drop from 92 in 2011 to 87 for 2012. Variation should be expected from<br />

year to year, as MRP ratings, by procedure, are considered accurate only within 3<br />

percent.<br />

4.2 Programmed Commitments<br />

The condition of the <strong>Turnpike</strong> Enterprise System is maintained at an optimal level<br />

due to the effective management of the <strong>Turnpike</strong> Enterprise’s Renewal and<br />

Replacement, Periodic, and Routine Maintenance programs. The funds committed<br />

to these programs are shown in Table 30. It should be noted that the figures shown<br />

represent amounts programmed for physical improvements only. For instance,<br />

Periodic and Routine Maintenance funds specifically exclude administrative costs for<br />

inspections. In addition, the Renewal and Replacement figures represent<br />

construction contract dollars only, excluding administrative costs such as design and<br />

construction engineering management.<br />

The total programmed commitments for FY 2012 represent a continued commitment<br />

to Renewal and Replacement, and Periodic Maintenance funds and an average<br />

commitment for Routine Maintenance funds over the 5-year period of $39,548 per<br />

year. Programmed commitments between FY 2012 and FY 2016 range from 10.82<br />

percent to 19.28 percent of gross revenue, with the upper limit of this range<br />

occurring in FY 2012.<br />

New construction and improvement projects included in the $64.27 million for<br />

renewal and replacement work in FY 2012 are roadway resurfacing; bridge, roadway<br />

and facility construction; toll equipment enhancement, and bridge repair.<br />

The $53 million programmed for periodic and routine maintenance work in FY 2012<br />

includes maintenance of all highway assets, building maintenance, building<br />

renovation, building demolition, roof replacement, toll plaza tunnel sealing, drainage<br />

improvements, and safety upgrades.<br />

4.3 Recommendations<br />

FLORIDA’S TURNPIKE ENTERPRISE SYSTEM<br />

While Florida’s <strong>Turnpike</strong> Enterprise System has been rated as being in an overall<br />

excellent condition, the deficiencies noted in this report must be addressed to extend<br />

this rating to be inclusive of all system components. The deficiencies, which were<br />

confirmed by the FY 2012 annual inspection, were assigned a priority level of 1, 2, or<br />

3, with 1 indicating that the need for improvement was a high priority, and 3 a low<br />

priority. Based on the coordination-of-funding-related issues with the <strong>Turnpike</strong><br />

Enterprise’s maintenance, finance, and production offices, recommendations are<br />

made for addressing the specific deficiencies with assigned priority levels of 1 and 2.<br />

The recommended high priority improvements, the respective funding source (P/R:<br />

Periodic and Routine Maintenance, R&R: Renewal and Replacement – PKYR), and<br />

status and recommendations for the roadways, structures, and buildings categories<br />

of system facilities are presented in Table 31. Several of the improvements listed in<br />

table 31 below are being addressed and the funding status is based on the current<br />

availability of funds from the respective source. Refer to the notes that accompany<br />

While it is recommended that funds are appropriated for the high priority improvements<br />

identified in Table 31, the requirements for other projects funded through the Renewal<br />

and Replacement Program should be evaluated with particular emphasis on the need to<br />

resurface the system mainline and ramp facilities. In addition to pavement resurfacing,<br />

the Renewal and Replacement Program includes other <strong>Turnpike</strong> Enterprise System<br />

assets like bridges, buildings and communications facilities; toll equipment; and utilities.<br />

Given the magnitude to which these assets affect overall <strong>Turnpike</strong> Enterprise System<br />

operations, a significant level of emphasis should continue to be placed on the <strong>Turnpike</strong><br />

Enterprise’s Renewal and Replacement Program and related funding levels.


FLORIDA’S TURNPIKE ENTERPRISE SYSTEM<br />

The <strong>Turnpike</strong> Enterprise Asset Management System (TEAMS) was used to assist in<br />

evaluating and identifying renewal and replacement needs for this fiscal year. The<br />

functional component of this system is a comprehensive inventory of the <strong>Turnpike</strong><br />

Enterprise’s assets; the condition of the assets that are based on the annual inspection<br />

condition ratings as reported in this document; and forecasting these condition values<br />

and identifying their respective replacement values which are programmed as renewal<br />

and replacement monies.<br />

The system allows the <strong>Turnpike</strong> Enterprise to evaluate each asset based on life<br />

expectancy and replacement value. With this information available, more accurate<br />

renewal and replacement forecasts are generated and the actual maintenance monies<br />

programmed are based on the annual condition assessment. When combined with<br />

routine inspections, a total asset management system is created, which has provided the<br />

<strong>Turnpike</strong> Enterprise with the tools necessary to minimize expenses while maximizing<br />

service to the <strong>Turnpike</strong> Enterprise patron, thus maximizing their overall bond rating.<br />

A. ROADWAY RATING PROCEDURES<br />

Maintenance Rating Program<br />

FLORIDA’S TURNPIKE ENTERPRISE SYSTEM<br />

The Maintenance Rating Program (MRP) was developed by FDOT. The computer-based<br />

system randomly selects specific points along the roadway mainlines, called samples, that<br />

are 528 (1/10 th mile) feet in length. A total of 180 samples areas are generated for the<br />

<strong>Turnpike</strong> system. The inspection is based on five major categories, comprised of 36<br />

individual elements as per Table A-1 below:<br />

After the inspection of a sample area is completed, the raw data is entered into the DOTNET<br />

computer system. A numerical score is generated for each group, each feature, and the<br />

element as a whole. According to state guidelines, a score of 75 is considered satisfactory<br />

for each of the 5 elements, while each characteristic shall have a score of 70 or above. A<br />

perfect score is 100.<br />

The <strong>Turnpike</strong> Enterprise and ATKINS developed a Roadway Rating Procedure based on the<br />

original FDOT MRP using the original 46 elements. The ratings and descriptions of the<br />

numerical grading system are shown in Table A-2. This information is entered directly into a<br />

database located on laptop computers in the field for later compilation and reporting for each<br />

roadway. <strong>Inspection</strong> results are separated by roadway / ramp segment and lane direction.<br />

The structures inspection is performed on a biennial basis and is subdivided into three major<br />

categories: bridges, overhead/cantilever signs, and weathering steel high mast light towers.<br />

The standard procedures utilized in rating the condition of each element included in each of<br />

the three categories are described below:<br />

Bridge Rating Procedure:<br />

The Bridge <strong>Inspection</strong> <strong>Report</strong>s were reviewed, and the results are summarized and included<br />

in the <strong>Annual</strong> <strong>Inspection</strong> <strong>Report</strong>. The biennial inspection is based on three main<br />

components, comprised of a total of 93 elements, and 117 sub elements, for fixed bridges<br />

only. A numerical score is generated for each component based on the rating scale shown<br />

in Table B-2. The bridge components and major elements are listed in Table B-1 below:<br />

FLORIDA’S TURNPIKE ENTERPRISE SYSTEM<br />

The <strong>Annual</strong> Building <strong>Inspection</strong> is based on four general categories of inspection: buildings,<br />

toll booths, mechanical, and electrical. A total of 45 subcomponents are included in the<br />

buildings category of inspection. The building type dictates the specific report form that is<br />

used in the field inspection. The four general categories and their respective<br />

subcomponents are listed in Table C-1 below. The standard Building <strong>Inspection</strong> Rating<br />
