Specific release measures The purpose of specific release measures is to reduce the risk of an inmate reoffending and to facilitate rehabilitation into society. There are four kinds of specific release measures: Permission parole means that an inmate is permitted to be outside the prison during the daytime to perform work, receive education or training or take part in specially organised activities. Residential care means that an inmate stays in a family home or residential care home and takes part in treatment. Halfway house means that an inmate stays, under his or her own responsibility, in an environment that is more open than a low-security prison. The inmate also receives support and assistance that can be offered by the Prison and Probation Service and other authorities. There are three halfway houses in Sweden. One of them (in Malmö) is run by the Prison and Probation Service and the other two (in Stockholm and Göteborg) are privately run. Extended parole means that the inmate serves the remainder of the sentence at home under controlled conditions (including intensive supervision with electronic tagging). The inmate shall perform work, receive education or training, receive treatment or take part in specially organised activities. 17

INTENSIVE SUPERVISION what does intensive supervision involve? Intensive supervision means that a person who has been sentenced to up to six months’ imprisonment may serve the sentence at home, fitted with an electronic tag. The convicted person him or herself must apply to serve the sentence in this way. It is a condition of intensive supervision that there is some form of employment. This may consist of work, education or treatment and the convicted person is entitled to leave home for this in accordance with a schedule agreed with the probation service. The person must remain drug-free during the period of the sentence. The probation service is entitled to visit the person’s home at any time to check this with the aid of a breath and/or urine test. A breach of the conditions normally means that the remainder of the sentence must be served in prison. how many clients are tagged? Approximately 2,300 clients commenced intensive supervision in 2011. 232 of these had intensive supervision discontinued and served the remainder of their sentence in prison. As well as being an alternative to imprisonment, electronic tagging can be used on release from prison (halfway house and extended parole) and for monitoring low-security prisons. 16
