instruction during the next school year. A student may be promoted only if the GPC’s<br />

decision is unanimous. The review and final decision of the GPC must be appropriately<br />

documented as meeting the standards adopted by the local school board. These standards<br />

may include but are not limited to the following:<br />

i. Component 1: evidence of satisfactory student performance, including grades;<br />

portfolios; work samples; local assessments; and individual reading and mathematics<br />

diagnostic tests or inventories<br />

The following information will be used to determine evidence of satisfactory student<br />

performance:<br />

Writing Folders<br />

Satisfactory scores on writing assignments<br />

Benchmark Assessment Scores<br />

Passing grades of at least 85 or above on reading and math tests<br />

Report Card Grades<br />

Students must pass each core class (reading, English, math, science, and social<br />

studies) in order to be promoted.<br />

Norm-Referenced Tests<br />

Texas English Language Proficiency Assessment System Results<br />

TELPAS Reading (ADVANCED)<br />

Checkpoint Tests<br />

Average of 85 or higher on checkpoint tests in reading and math<br />

<strong>Teacher</strong> Observation<br />

Inclusion information through the ARD<br />

ii. Component 2: the recommendation of the student’s teacher(s)<br />

iii. Component 3: extenuating circumstances that have adversely affected the student’s<br />

participation in either the required assessments or accelerated instruction<br />

iv. Component 4: The following information will be considered as appropriate:<br />

Enrollment data: mobility and attendance<br />

Previous records of retention and student’s age<br />

Universal Screening Data<br />

Record of previous intervention, Individual Intervention Plan<br />

Previous referrals for special education<br />

Documentation of the Early Intervention Team<br />

Schedules and notes from parent conferences<br />

Parent contacts<br />

Any other appropriate information from the student’s cumulative folder<br />

f. Elementary students whose report card grades in any subject area are less than 70 may not<br />

participate in any extra curricular activity during the succeeding three-week period. At the<br />

end of the next three-week reporting period, if the student’s grade is 70 or above, he/she<br />

may be reinstated in the extra curricular activity.
