eceive their ESL endorsement by the end of their first year of employment with <strong>Aldine</strong> ISD shall receive a<br />
non-renewal of contract for the following school year.<br />
All new instructional personnel who do not hold a valid ESL certification shall attend an ESL training<br />
academy.<br />
Current instructional personnel are highly encouraged to obtain a grade appropriate ESL endorsement.<br />
A. Request and Notification for Cancellation or Suspension of a Certificate<br />
The Superintendent shall notify the Commissioner of Education whenever a certified employee,<br />
including a paraprofessional, is terminated by action of the Board of Trustees and the termination is<br />
related to the individual's commission of an act, which involves:<br />
1. Any form of sexual or physical abuse of a minor child, or any other illegal conduct with a<br />
minor child;<br />
2. Possession, transfer, sale or distribution of a controlled substance or illegal drug;<br />
3. Illegal transfer, appropriation, or expenditure of school property or funds;<br />
4. An attempt by fraudulent or unauthorized means to obtain or alter any certificate or permit<br />
which would entitle the individual to a professional position or to receive additional<br />
compensation associated with a position; or<br />
5. Commission of a crime occurring in whole or part on school property or at a school<br />
sponsored event.<br />
The Superintendent shall notify the Commissioner of Education when a certified employee resigns<br />
and reasonable evidence exists, which would support a recommendation by the Superintendent to<br />
terminate the employee for one of the circumstances specified above. Before an employee's<br />
resignation which requires notice under this subsection is accepted, the superintendent shall inform<br />
the individual in writing that a report will be made to the Commissioner of Education which may<br />
result in sanctions against that employee's certificate. The Superintendent shall notify the Board of<br />
Trustees prior to filing the report with the Commissioner of Education.<br />
The Superintendent shall notify the Commissioner of Education when made aware of a certified<br />
employee's conviction of any felony, or conviction of a misdemeanor for an act or acts directly<br />
related to the categories cited above and will complete the investigation of an educator who engaged<br />
in sexual misconduct with a student even if the educator resigns before the completion of the<br />
investigation.<br />
V. CRITICAL NEEDS SUPPLEMENT<br />
On February 20, 2001, the Board of Trustees of the <strong>Aldine</strong> <strong>Independent</strong> <strong>School</strong> district approved an increase<br />
of $500 in the critical need supplement for certified teachers teaching in critical need areas identified by the<br />
district as critical need. Below are the areas that have been identified as critical need.<br />
Math teachers for 7 th – 12 th grades<br />
Science teachers for 7 th – 12 th grades<br />
Bilingual teachers for all levels<br />
Special Education teachers for PPCD – 12 th grades<br />
(GAP, SLC, Autism, Deaf Ed, Visually Impaired,<br />
Mobility and Orientation) Inclusion and Resource are<br />
excluded from receiving the critical need supplement.<br />
Skills Specialists are not eligible for the critical need supplement.<br />
To be eligible for the supplement:<br />
1. <strong>Teacher</strong>s must be certified in the critical need area.<br />
2. <strong>Teacher</strong>s who teach in a critical need area on their conference period or zero period would not be<br />
eligible for the critical need supplement for that assignment. The critical need supplement will only<br />
apply to the primary teaching field.<br />
3. Bilingual teachers need to serve bilingual students at least 50% of the day.<br />
