- ensures that all textbooks are covered at all times. (TEC 12.65b)<br />

- conducts periodic textbook inspections as required by the principal.<br />

- notify the parent when first becoming aware of a textbook that is lost, destroyed or damaged. An<br />

unclear slip should be turned in to the textbook custodian on each lost book.<br />

- return all surplus textbooks to the Textbook Custodian. Surplus textbooks are defined as any extra<br />

textbooks in the classroom.<br />

- return all textbooks to the Textbook Custodian at the end of the year or the end of the course, for<br />

purposes of inventory.<br />

- check the textbook accession number and condition of the textbooks as they are returned by the<br />

students.<br />

B. Student/Parent or Guardian - General Responsibilities<br />

- keep textbooks covered at all times. (TEC 12.65b)<br />

- ensure proper use and care for all textbooks<br />

- return textbooks at the close of school or the end of the course or at the time the pupil<br />

withdraws. (TEC 12.65b)<br />

- reimburse the school for any lost, destroyed or damaged textbooks issued to that student<br />

- enter his/her name inside the front cover of the textbook.<br />

C. Textbook Fines<br />

All textbooks issued to a school district by the state of Texas are the property of the state as provided<br />

by TEC 31.102 – Title and Custody. The board of trustees of a school district is the legal custodian<br />

of textbooks purchased by this chapter. Each textbook must be covered by the student under the<br />

direction of the teacher. A student must return all textbooks to the teacher at the end of the school<br />

year or when the student withdraws from school. Each student, or the student’s parent or guardian, is<br />

responsible for each textbook not returned by the student. A student who fails to return all textbooks<br />

forfeits the right to free textbooks until each textbook previously issued but not returned is paid for<br />

by the student, parent, or guardian. The district shall allow the student to use textbooks at school<br />

during each school day. (TEC 31.104 – Distribution and Handling).<br />

Fines: The collection of fines for damaged textbooks is strictly local policy. Money collected for<br />

abused books in the form of fines is retained by the school. Assistant Principals in charge of<br />

textbooks should use the following recommended fine schedule:<br />

Damages % of Cost of Book<br />

1. Torn pages 25%<br />

2. Ink of pencil marks: Minor $1.00/page<br />

Major 25%<br />

3. Loose bindings (due to misuse) 50%<br />

4. Missing pages 100%<br />

5. Obscenities (drawn or written) 100%<br />

6. Damages that prevent re-issuing<br />

book<br />

100%<br />

If a student pays for a book in full (100%), he/she is entitled to keep that book. The campus textbook<br />

custodian must write on the inside cover:<br />

V. SCHOOL FUNDS<br />

In order to make any purchase involving school funds you must have a requisition or a purchase order.<br />
