student presents a written request to the school principal that the student not be promoted to the<br />

next grade level.<br />

TEC Sec. 28.201 Student Achievement<br />

(a) A student may be promoted only on the basis of academic achievement or demonstrated<br />

proficiency of the subject matter of the course or grade level.<br />

(b) In measuring the academic achievement or proficiency of a student who is dyslexic, the<br />

student’s potential for achievement of proficiency in the area must be considered. (Optional<br />

Extended Year Program).<br />

5. Eighth grade students must pass the reading and math STAAR tests as prescribed by state law in<br />

addition to meeting regular promotional standards in order to be eligible for promotion to the<br />

ninth grade.<br />

An eighth grade student who does not demonstrate proficiency in reading and math by meeting<br />

all STAAR standards may only advance to ninth grade by a unanimous decision made by the<br />

Grade Placement Committee and by successfully completing accelerated instruction as<br />

prescribed by state law.<br />

The Grade Placement Committee (GPC) may decide in favor of promotion only if the GPC<br />

concludes, upon review of all facts and circumstances and in accordance with standards adopted<br />

by the local school board, that the student is likely to perform on grade level given additional<br />

accelerated instruction during the next school year. A student may be promoted only if the<br />

GPC’s decision is unanimous. The review and final decision of the GPC must be appropriately<br />

documented as meeting the standards adopted by the local school board. These standards may<br />

include but are not limited to the following:<br />

a. Component 1: evidence of satisfactory student performance, including grades; portfolios;<br />

work samples; local assessments; and individual reading and mathematics diagnostic tests<br />

or inventories;<br />

The following information may be used to determine evidence of satisfactory student<br />

performance:<br />

Writing Folders<br />

Satisfactory scores on writing assignments<br />

Benchmark Assessment Scores<br />

Passing grades of at least 85 or above on reading and math tests<br />

Report Card Grades<br />

8 th grade students must pass each core class (reading, English, math, science, and<br />

social studies) in order to be promoted to 9 th grade.<br />

Checkpoint Tests<br />

Average of 85 or higher on checkpoint tests in reading and math<br />

c. Component 3: extenuating circumstances that have adversely affected the student’s<br />

participation in either the required assessments or accelerated instruction<br />
