Naší vizí je evropská společnost vědomá si hodnot a<br />
civilizační identity, na kterých stojí. Usilujeme o evropské<br />
politické společenství, které z těchto hodnot čerpá, dokáže<br />
je chránit a rozvíjet.<br />
Hlásíme se k hodnotám, které považujeme za základ<br />
civilizačního rozvoje Západu. Trváme na osobní<br />
svobodě a zodpovědnosti, lidské důstojnosti, solidaritě,<br />
aktivní občanské společnosti, tržním hospodářství a<br />
demokratickém právním státě.<br />
Zachování evropského způsobu života, který je na těchto<br />
hodnotách založený, není dnes zdaleka samozřejmostí.<br />
Evropa se snadno může stát pouze pasivním objektem<br />
globálního vývoje a ztratit tak možnost určovat svůj vlastní<br />
osud.<br />
Naším posláním je formulovat a prosazovat řešení, díky<br />
nimž bude Evropa svobodnější, bezpečnější, silnější a<br />
bude více prosperovat. Proto se věnujeme výzkumné<br />
a vzdělávací činnosti, oslovujeme politiky, odborníky a<br />
širokou veřejnost.<br />

1. Mission Statement<br />
Our vision is of a European society aware of the values and<br />
identity it is based on. We stand up for a European political<br />
community that draws from these values and is able to<br />
protect and promote them.<br />
We endorse the values we consider to be the very<br />
foundation of the development of Western civilization.<br />
We insist on personal freedom and responsibility, human<br />
dignity, solidarity, active civil society, the market economy,<br />
democracy, and the rule of law.<br />
Preservation of the European way of life based on these<br />
values is far from certain today. Europe may easily turn into<br />
a passive object of global developments, and thus lose any<br />
chance to determine its own destiny.<br />
Our mission is to formulate and promote solutions to<br />
enhance Europe’s freedom, safety, strength and prosperity.<br />
Hence we conduct research and educational activities,<br />
address politicians, experts, and the wider public.<br />

2. Úvodní slovo předsedy<br />
Vážení přátelé, příznivci a zájemci o <strong>Evropské</strong> <strong>hodnoty</strong>,<br />
bezpochyby nejdůležitější událostí uplynulého roku<br />
bylo vyjednání a podepsání Lisabonské smlouvy, která<br />
po ratifi kaci otevře cestu k efektivnější, demokratičtější a<br />
akceschopnější unii. Jako jednu z nejdůležitějších změn<br />
vnímáme posílení role <strong>Evropské</strong>ho parlamentu, a to jak v<br />
rozhodovacím a rozpočtovém procesu, tak i v explicitním<br />
požadavku na zohlednění výsledku evropských voleb<br />
při jmenování předsedy <strong>Evropské</strong> komise. Otevírá se<br />
tak možnost jednoznačnější a přímější vazby <strong>Evropské</strong><br />
komise na Evropský parlament. Tento posun vnímáme jako<br />
příslib další politizace EU, kterou považujeme za recept na<br />
byrokratickou ztuhlost institucí i slabé zapojení občanů.<br />
Prvního dne loňského roku bylo dokončeno rozšíření unie<br />
o země střední a východní Evropy. Přestože Rumunsko a<br />
Bulharsko rozhodně nebyly ještě plně připraveny na vstup,<br />
lze jejich přistoupení přivítat. Co se týče dalšího rozšiřování<br />
měla by EU jednoznačně nabídnout plné členství Srbsku.<br />
Naopak nad případným členstvím Turecka, ale také<br />
Ukrajiny, se vznášejí stále větší otazníky. Rozšíření podle<br />
nás rozhodně není vždy tím nejvhodnějším nástrojem pro<br />
nastavení co nejužších a vzájemně výhodných partnerských<br />
vztahů, o které jde hned po soudržnosti unie především.<br />
Z hlediska diskuse o budoucnosti EU pokládáme za velmi<br />
důležité ustanovení „rady moudrých“. Jsme přesvědčeni, že<br />
i přesto, že otázka budoucích hranic EU byla z mandátu rady<br />
vyškrtnuta, nebude ji možné opomenout. Diskusi o obsahu<br />
evropských politik, budoucnosti vnitřního uspořádání unie a<br />
našich vztahů se sousedy nelze izolovat od debaty o vnějším<br />
rámci a hranicích, v nichž bude evropská integrace pokračovat.<br />
V oblasti vnějších vztahů jsme pozorně sledovali zostřující<br />
se agresivní rétoriku Ruska, jakož i upevňování autokratické<br />
<strong>Výroční</strong> <strong>zpráva</strong> <strong>2007</strong> 7
moci Vladimíra Putina na úkor demokratické opozice.<br />
Evropská unie nebyla schopna se jednoznačně a jednotně<br />
Rusku postavit a čelit mu zejména v oblasti energetické<br />
bezpečnosti. To je chyba, kterou EU a zejména velké členské<br />
státy musí napravit.<br />
V České republice byla ruská útočná rétorika patrná<br />
zvlášť v souvislosti s plány na vybudování amerického<br />
protiraketového deštníku. Už kvůli reakcím Ruska by měla<br />
ČR trvat na své příslušnosti k západnímu společenství a<br />
udržovat pevné spojenectví se Spojenými státy. Zároveň<br />
je nutné, aby česká vláda otevřeně, včas a čitelně<br />
komunikovala s partnery v EU a NATO, ať už jde o výstavbu<br />
radaru v Brdech či otázku víz do USA.<br />
Rozšíření Schengenu bylo událostí celoevropského rozměru<br />
- symbolicky se dokončilo přičlenění nových členských<br />
států i ve smyslu svobodného pohybu osob. K plnému<br />
začlenění do EU však chybí většině středoevropských států<br />
ještě jeden důležitý prvek - přijetí společné unijní měny<br />
euro. Odložení vstupu do eurozóny na neurčito ze strany<br />

české vlády vnímáme jednoznačně negativně. Oddalování<br />
přijetí eura blokuje potenciál proexportně orientované<br />
české ekonomiky a je tak nepříznivé pro mnohé české<br />
podnikatele. Z politického hlediska se tím ČR odsouvá na<br />
okraj integračního procesu, což pro nás do budoucna bude<br />
mít dalekosáhlé negativní důsledky.<br />
Není pro nás frází, když vytrvale opakujeme, že Evropská<br />
unie je nyní především odpovědí na ekonomické, politické<br />
a bezpečnostní výzvy globalizace. Dnešní unie má řadu<br />
chyb a mnohé její politiky si zaslouží důkladné reformy.<br />
Nicméně zejména pro země jako je Česká republika není<br />
jiné alternativy, než se jednoznačně a rozhodně přihlásit<br />
k ideji evropské integrace a z pozice zodpovědného,<br />
konstruktivního a srozumitelného hráče se ve svém vlastním<br />
zájmu aktivně podílet na jejím pozitivním směřování. I v<br />
roce 2008 budou <strong>Evropské</strong> <strong>hodnoty</strong> usilovat o takovýto<br />
přístup ze strany politických představitelů České republiky.<br />

2. Chairman’s introductory remarks<br />
Dear friends and supporters of European Values,<br />
The conclusion and signing of the Lisbon Treaty was without<br />
doubt the most important event of the last year. Following<br />
its ratifi cation, the treaty will open the door to a more<br />
eff ective, democratic, and operational European Union. We<br />
consider the strengthening of the European Parliament to<br />
be one of the most signifi cant innovations, not only as far as<br />
the decision-making and budget negotiation processes are<br />
concerned, but also in the explicit requirement to respect<br />
the result of the European election in the appointment of<br />
the President of the European Commission. It opens up<br />
the possibility of a more distinct and direct link between<br />
the European Commission and the European Parliament.<br />
Such movement can be seen as a promise for the<br />
further politicisation of the EU that we consider a cure<br />
for the bureaucratic stiff ness of its institutions and weak<br />
involvement of citizens.<br />
On the fi rst day of the last year, EU enlargement to Central<br />
and Eastern Europe was fi nally completed. Romania and<br />
Bulgaria are welcomed despite the fact that they were<br />
not fully prepared for the accession. Concerning further<br />
expansion, the EU should defi nitely off er full membership<br />
to Serbia. On the contrary, the accession of Turkey and<br />
Ukraine is questionable. In our view, enlargement is not<br />
always the best approach for setting up the most eff ective<br />
and mutually benefi cial partnerships, which should be the<br />
priority just next to the internal cohesion of the Union.<br />
We consider the establishment of the “group of wise men”<br />
to be very important when discussing the future of the EU.<br />
We are convinced that the topic of the future of EU borders<br />
will not be ignored, in spite of its withdrawal from the<br />
group’s mandate. It is not possible to isolate the discussions<br />
on European policies, the Union’s internal confi guration,<br />
and relationships with neighbouring countries, from the<br />
debate about the external framework and borders, within<br />
which European integration will continue.<br />
In the area of external relations, we have closely followed the<br />
intensifying and aggressive Russian rhetoric, as well as the<br />
strengthening of the autocratic power of Vladimir Putin<br />
at the expense of a democratic opposition. The European<br />
Union has not been able to face up to and oppose Russia<br />
on the basis of unity, especially in the domain of energy<br />
security. This is a mistake that the EU and, above all, the<br />
bigger member states have to correct.<br />
Aggressive Russian rhetoric has been manifested in the<br />
Czech Republic, especially when it comes to American<br />
missile defence plans. The Russian reaction alone should be<br />
a strong enough impulse for the Czech Republic to adhere<br />
to the Western community and to its fi rm partnership with<br />
the United States. At the same time, it is important for the<br />
Czech government to communicate openly, timely, and<br />
legibly with its partners in the EU and NATO, not only with<br />
regard to the construction of the radar in Brdy, but also with<br />
regard to the Visa Waiver Programme.<br />
The enlargement of the Schengen area was an all-<br />
European event - in a symbolic way, it has completed the<br />
accession of the new member countries by confi rming the<br />
free movement of persons. Still, most Central European<br />
countries lack one important component of their full<br />
integration into the EU - the adoption of the Euro, the<br />
Union’s common currency. We perceive as distinctly<br />
negative the indefi nite postponement of the adoption<br />
of the Euro, as declared by the Czech government. Such<br />
postponement blocks the potential of the export-oriented<br />

Czech economy and thus is unfavourable for a great number<br />
of Czech businesses. From a political point of view, such an<br />
approach pushes the Czech Republic to the periphery of<br />
the integration process, which will cause long-term negative<br />
consequences for us in the future.<br />
It is not a cliché for us when we keep on repeating that<br />
the European Union is above all the most appropriate<br />
response to the economic, political and security challenges<br />
in the age of globalisation. The current Union has many<br />
shortcomings, and a number of its policies require extensive<br />
reforms. Nevertheless, for countries such as the Czech<br />
Republic, there is no other alternative than to explicitly<br />
and resolutely sign up to the idea of European integration,<br />
and in its own interest actively participate in the Union‘s<br />
positive development as a responsible, constructive, and<br />
comprehensible player. European Values will strive to<br />
encourage such an approach from political representatives<br />
in the Czech Republic in 2008.<br />

3. O nás<br />
<strong>Evropské</strong> <strong>hodnoty</strong> jsou nevládní neziskovou pro-evropskou<br />
výzkumnou a vzdělávací organizací - think and action tank<br />
- přispívající k rozvoji svobody, osobní zodpovědnosti a<br />
aktivní občanské společnosti.<br />
Hlavními programy Evropských hodnot na národní úrovni<br />
jsou pravidelné veřejné debaty Evropský klub, výroční<br />
mezinárodní konference a letní školy pro univerzitní<br />
studenty. Na evropské úrovni pořádají <strong>Evropské</strong> <strong>hodnoty</strong><br />
mezinárodní program European Values Network.<br />
Počátky Evropských hodnot spadají do začátku roku 2005,<br />
kdy byla organizace pod jménem Asociace pro evropské<br />
<strong>hodnoty</strong> založena. Pilotním projektem nově založeného<br />
občanského sdružení byl Evropský klub, veřejné debaty<br />
vytvářející prostor pro setkávání veřejnosti s politiky, experty,<br />
akademiky, novináři a podnikateli. Na Evropských klubech<br />
mimo jiné vystoupili poslanci <strong>Evropské</strong>ho parlamentu Jana<br />
Hybášková, Libor Rouček, Jan Zahradil a Josef Zieleniec,<br />
bývalí ministr zahraničí Jiří Dienstbier či prezident České<br />
křesťanské akademie Tomáš Halík. Asociace pro evropské<br />
<strong>hodnoty</strong> se také stala jedním z hlavních iniciátorů a<br />
organizátorů celoevropské občanské iniciativy Hlas pro<br />
Evropu (Voice for Europe), jejíž součástí byl i sběr podpisů<br />
pod petici odmítající zahájení přístupových jednání EU s<br />
Tureckem.<br />
V roce 2006 se rozšířil počet pravidelně pořádaných<br />
programů asociace. Vedle Evropských klubů, na kterých<br />
vystoupili např. Tomáš Klvaňa, Alexandr Vondra, Jiří Pehe,<br />
Adam Černý, Petr Ježek nebo francouzský fi losof André<br />
Glucksmann, se uskutečnila první letní škola pod názvem<br />
„Od identity k evropské integraci“. Tento vzdělávací program<br />
poskytl účastníkům z řad českých univerzitních studentů<br />
možnost prozkoumat, co to je evropská identita, kam<br />
směřuje evropská integrace a jaký je mezi těmito dvěma<br />
fenomény vztah. A to jak během společných workshopů<br />
(např. simulace jednání <strong>Evropské</strong> rady), tak při přednáškách<br />
a diskusích s europoslancem Josefem Zieleniecem,<br />
zástupcem generálního ředitele pro vnější vztahy <strong>Evropské</strong><br />
komise Karlem Kovandou, velvyslancem při EU Janem<br />
Kohoutem, velvyslancem v Izraeli Michaelem Žantovským,<br />
sociologem Radimem Maradou a politologem Rudolfem<br />
Kučerou, který byl akademickým garantem programu.<br />
V květnu 2006 se také uskutečnila první výroční konference<br />
„<strong>Evropské</strong> <strong>hodnoty</strong> a identita pro 21. století“. Konference,<br />
která vznikla ve spolupráci s Mezinárodním politologickým<br />
ústavem Masarykovy univerzity (IIPS) v Brně, se konala<br />
pod záštitou předsedy zahraničního výboru <strong>Evropské</strong>ho<br />
parlamentu Elmara Broka a hejtmana Jihomoravského kraje<br />
Stanislava Juránka. Jejím hlavním cílem bylo pojmenovat<br />
evropské <strong>hodnoty</strong> a identitu a naznačit, jak se promítají<br />
do praktické politiky uvnitř EU. Konference se mimo<br />
jiné zúčastnili redaktor FAZ Nikolas Busse, ředitel ÚMV<br />
Petr Drulák, ředitel IIPS Břetislav Dančák bývalý rakouský<br />
velvyslanec při NATO Erich Hochleitner či politolog Alexandr<br />
Tomský.<br />
V roce <strong>2007</strong> dochází k změně názvu organizace na <strong>Evropské</strong><br />
<strong>hodnoty</strong> o.s a k rozšíření jejích aktivit na celoevropskou<br />
úroveň. <strong>Evropské</strong> <strong>hodnoty</strong> se stávají zakládající organizací<br />
European Values Network.<br />
<strong>Evropské</strong> <strong>hodnoty</strong> se za tři roky své existence zařadily v<br />
rámci českého občanského sektoru mezi významné aktéry<br />
přispívají k veřejné diskusi o stavu a směřování Evropy a<br />
České republiky jako její součásti. Od svého vzniku asociace<br />
soustavně přispívá k prosazování evropských hodnot v<br />
prostoru mezi občanskou, politickou a odbornou sférou.<br />

3. About us<br />
European Values is a non-governmental, not-for-profi t, pro-<br />
European think-and-action tank that works to promote<br />
freedom, personal responsibility, and active civil society.<br />
Our main national programmes are: regular public debates<br />
in the “European Club”, annual international conferences,<br />
and summer school programs for university students. The<br />
international programme “European Values Network” is<br />
organized on the European level.<br />
The beginning of European Values goes back to the year<br />
2005 when the Association for European Values was founded.<br />
The fi rst project of the new organization was the European<br />
Club – an open platform for the exchange of opinions<br />
between the public, politicians, scholars, journalists, and<br />
businessmen. European Club hosted many signifi cant<br />
speakers, such as Members of European Parliament Jana<br />
Hybášková, Libor Rouček, Jan Zahradil, and Josef Zieleniec.<br />
Among other participants were Jiří Dienstbier, Ex-Minister<br />
of Foreign Aff airs, and Tomáš Halík, President of Czech<br />
Christian Academy. The Association for European Values<br />
was also one of the main organizers of the Europe-wide<br />
citizens’ initiative “Voice for Europe,” part of which involved<br />
collecting signatures for a petition against the opening of<br />
accession negotiations between Turkey and the EU.<br />
In 2006 the Association expanded its programmes. After<br />
the European Club, where among the speakers were<br />
Tomáš Klvaňa, Alexandr Vondra, Jiří Pehe, Adam Černý, Petr<br />
Ježek, and the French philosopher André Glucksmann, we<br />
began the fi rst Summer School for university students,<br />
entitled “From Identity Towards Integration.” The purpose<br />
of this educational programme was to create conditions<br />
for analyzing the mutual relationships between the<br />
phenomenon of European identity and the process of<br />
European integration. The participants, mainly Czech<br />
university students, attended various workshops (e.g.<br />

simulation of the European Council) and lectures, and<br />
participated in discussions with politicians. Among the<br />
lecturers were Josef Zieleniec MEP, Karel Kovanda, Deputy<br />
Director General for External Relations of the European<br />
Commission, Jan Kohout, Ambassador to the EU, Michael<br />
Žantovský, Ambassador to Israel, Radim Marada, Professor of<br />
sociology, and Rudolf Kučera, Professor of political science,<br />
who was the academic guarantor of the programme<br />
In May 2006 we organized our fi rst annual international<br />
conference, “European Values and Identity for the 21st<br />
Century”. The conference was organized together with<br />
the International Institute of Political Science (IIPS) in Brno<br />
and was held under the patronage of Elmar Brok, the<br />
Chairman of the Foreign Aff airs Committee of the European<br />
Parliament, and Stanislav Juránek, the Governor of the<br />
South Moravian Region. The main task of the conference<br />
was to defi ne European values and identity, and to show<br />
how they determine the inner policy process within the<br />
EU. Among the participants were Nikolas Busse, a journalist<br />
from the Frankfurt newspaper Allgemeine Zeitung, Petr<br />
Drulák, Director of the Institute of International Relations<br />
Prague, Břetislav Dančák, Director of IIPS, the former<br />
Austrian Ambassador to NATO, Erich Hochleitner, and<br />
political scientist Alexandr Tomský.<br />
In <strong>2007</strong>, the organization changed its name to “European<br />
Values,” and expanded its activities to the European level<br />
with the European Values Network programme.<br />
In three years European Values has become one of the<br />
leading organizations in the Czech civil sector, contributing<br />
to the public debate about the state and development of<br />
Europe and the Czech Republic within it. Since the very<br />
beginning the association has sought to systematically<br />
contribute to supporting and introducing European values<br />
in civil, political, and expert spheres.
4. Přehled našich programů v roce <strong>2007</strong><br />
4.1 European Values Network <strong>2007</strong><br />
European Values Network (EVN) je platforma pro ty, kteří<br />
věří, že Evropská unie bude schopna čelit globálním výzvám,<br />
pouze pokud se stane skutečným politickým společenstvím<br />
založeným na sdílených hodnotách a tradicích.<br />
Cílem EVN je vytvořit network aktivních evropských občanů,<br />
kteří se chtějí zapojit do hledání a formulování řešení, která<br />
povedou k svobodnější, silnější, bezpečnější a více prosperující<br />
Evropě. V rámci programu EVN vytvářejí účastníci<br />
v pracovních skupinách policy papery na aktuální témata.<br />
Skupiny se scházejí na workshopech v Bruselu a v Praze, kde<br />
mají možnost konzultovat svoji práci s předními evropskými<br />
politiky a akademiky. V období mezi workshopy skupiny<br />
komunikují pomocí speciálně vyvinutého nástroje přes internet.<br />
Výstup programu v podobě publikace policy paperů<br />
je představen na závěrečné konferenci v Praze a následně<br />
distribuován po institucích a organizacích v <strong>Evropské</strong> unii.<br />
První ročník European Values Network se konal pod záštitou<br />
poslance EP Elmara Broka a s podporou poslance EP Josefa<br />
Zieleniece. Zúčastnilo se jej 43 mladých lidí ze 17 zemí<br />
<strong>Evropské</strong> unie, převážně z řad vysokoškolských studentů<br />
zejména magisterských studijních oborů evropských univerzit,<br />
např. Universiteit van Amsterdam, Rheinischen Friedrich-Wilhelms-Universität<br />
Bonn – Zentrum für Europäische<br />
Integrationsforschung, Sciences Po Paris, College of Europe<br />
in Brugge či University of Maastricht. V rámci EVN <strong>2007</strong><br />
navštívili účastníci Evropskou komisi, Evropský parlament,<br />
Stálé zastoupení České republiky při EU a vypracovali 5<br />
policy paperů na následující témata:<br />
Jakým způsobem by měly být reformovány instituce EU,<br />
aby unie fungovala efektivněji a zároveň se docílilo většího<br />
zapojení jejích občanů?<br />
Kde by měly být hranice EU a jak bychom měli jednat s<br />
našimi sousedy?<br />
Jak by měla Evropa řešit výzvu imigrace?<br />
Jak bychom měli řešit ekonomické a environmentální výzvy,<br />
abychom dostáli zodpovědnosti vůči budoucím generacím?<br />
Co by měla EU dělat, aby dokázala prosazovat své zájmy ve<br />
světě?<br />

4. Th e list of activities in the year <strong>2007</strong><br />
4.1 European Values Network<br />
The European Values Network (EVN) is a platform open to<br />
all who believe that in order to successfully address global<br />
challenges, the European Union should become a real<br />
political community consciously rooted in its values and<br />
cultural heritage. The aim of the EVN is to create a lively<br />
network of active European citizens who want to engage in<br />
searching for and formulating alternative solutions to make<br />
Europe freer, safer, stronger, and more prosperous. The EVN<br />
operates through working groups on the most urgent policy<br />
issues, workshop meetings in Brussels, e-communication, and<br />
conferences. These evenets take palce in Brussels and Prague<br />
where the participants discusse with experts, academics<br />
and represenstatives of the European Parliament and the<br />
Commission. The outcome of the EVN is a publication of<br />
policy-papers which is than widely distributed among<br />
institutions and organizations in the EU.<br />
The fi rst European Values Network took place under the<br />
auspices of MEP Elmar Brok and with the support of MEP<br />
Josef Zieleniec. Among the 43 participants from 17 EU<br />
countries were many students of Masters programmes<br />
from leading European Universities (Universities van<br />
Amsterdam, Rheinischen Friedrich-Wilhelms-Universität<br />
Bonn – Zentrum für Europäische Integrationsforschung,<br />
Sciences Po Paris, College of Europe in Brugge, and the<br />
University of Maastricht). The framework of the programme<br />
allowed participants to visit the European Commission,<br />
European Parliament, and the Permanent Representation of<br />
the Czech Republic to the EU. The participants also wrote<br />
fi ve policy papers on the following issues:<br />
How should EU institutions be reformed in order to improve<br />
effi ciency and motivate citizens to engage with it more?<br />
Where should the borders of the EU be drawn, and how<br />

shall we deal with our diverse neighbourhood?<br />
How shall the challenge of immigration to Europe be<br />
addressed?<br />
How can we comply with responsibility to future<br />
generations as far as the economy and the environment are<br />
concerned?<br />
What should the EU do in order to reinforce the promotion<br />
of its interests in the world?<br />

4.2 Evropský klub<br />
Cyklus debatního setkávání Evropský klub, jehož hlavním<br />
cílem je otevírat témata, která považujeme vzhledem k<br />
vývoji naší společnosti a evropského kontinentu za zásadně<br />
důležitá. Prostřednictvím tohoto programu <strong>Evropské</strong><br />
<strong>hodnoty</strong> zprostředkovávají hlubší diskusi o zásadních<br />
evropských tématech a vytvářejí prostor pro konfrontaci a<br />
vzájemné obohacování názorů. Při pravidelných klubech<br />
se odborníci a osobnosti veřejného a politického života<br />
setkávají se širokou veřejností.<br />

4.2 European Club<br />
Regular public debates in the “European Club” have one<br />
main aim – to address issues of great importance to<br />
our society and the European continent. Thanks to the<br />
European Club, European Values created space for deep<br />
discussion about current as well as timeless issues related<br />
to European integration. Politicians, scholars, and experts<br />
from various fi elds met publicly and exchanged their views<br />
and standpoints on various issues of public interest.<br />

4.3 <strong>Výroční</strong> mezinárodní konference „Hranice,<br />
rozšiřování a sousedství EU“<br />
<strong>Výroční</strong> mezinárodní konference je každoročně nejdůležitější<br />
domácí akcí Evropských hodnot, na které přední evropští<br />
experti diskutují a analyzují nejvýznamnější výzvy, kterým<br />
Evropa čelí.<br />
Rok <strong>2007</strong> začal pro Evropskou unii již šestým rozšířením<br />
o další dva nové členské státy, Bulharsko a Rumunsko, a<br />
současně s tím byla vedena stále více napjatá diskuse<br />
ohledně perspektiv dalšího rozšiřování. Druhá výroční<br />
konference Evropských hodnot, jejímž tématem byly právě<br />
„Hranice, rozšiřování a sousedství EU“, dala prostor pro<br />
realistickou a vyváženou debatu o stanovení hranic EU a<br />
nalezení nejlepšího modelu spolupráce s našimi sousedy.<br />
Právě debata o hranicích EU totiž patří k nejzásadnějším<br />
tématům pro celou Evropu, protože je úzce spojena s<br />
budoucí orientací <strong>Evropské</strong>ho společenství a novou<br />
architekturou evropského kontinentu. Zejména v České<br />
republice, zemi, jež v první polovině roku 2009 povede<br />
další směřování EU, bylo otevření konstruktivní diskuse o<br />
budoucím vymezení <strong>Evropské</strong> unie zcela nezbytné.<br />
Konference, která proběhla v pražské Novoměstské radnici<br />
9. listopadu <strong>2007</strong>, se konala pod záštitou Markéty Reedové,<br />
náměstkyně primátora hl. m. Prahy a pod akademickou<br />
záštitou Sciences-Po v Paříži a jejího evropského programu<br />
v Dijonu. Byla rozdělena do tří hlavních panelů, přičemž<br />
na prvních dvou vystoupili odborníci a na třetím političtí<br />
představitelé.<br />
Hlavními otázkami, na které konference nabízela odpovědi,<br />
byly:<br />
Jaká kritéria pro hranice politického společenství?<br />
Limity rozšiřitelnosti ve vztahu k partnerům – jaké<br />
uspořádání ve vztahů EU se sousedy?<br />
Hranice a rozšiřování: Jakou cestu pro silnou Evropu?<br />
Na konferenci vystoupili mimo jiné Michel Foucher,<br />
francouzský velvyslanec se zvláštním pověřením pro<br />
záležitosti EU, John Palmer, bývalý politický ředitel a člen<br />
správní rady European Policy Centre v Bruselu, Franz Fischler,<br />
bývalý Evropský komisař, Sylvie Goulard, předsedkyně<br />
<strong>Evropské</strong>ho hnutí ve Francii, Lukáš Macek, ředitel<br />
<strong>Evropské</strong>ho programu v Dijonu, Sciences-Po Paris, Josef<br />
Zieleniec, poslanec <strong>Evropské</strong>ho parlamentu či Alexandr<br />

4.3 Annual International Conference<br />
“Enlargement, Borders and Neighbourhood of<br />
the EU”<br />
The annual international conference is the most important<br />
domestic activity organized by European Values every year.<br />
Our aim is to create conditions for leading European experts<br />
to discuss and analyze the biggest challenges which the<br />
EU faces today.<br />
The European Union began <strong>2007</strong> with its 6th enlargement<br />
as two more states, Bulgaria and Rumania, became<br />
members. This recent enlargement accelerated an already<br />
tense discussion about further enlargement policy in the<br />
EU. The second annual conference “Enlargement, Borders<br />
and Neighbourhood of the EU” created a platform for a<br />
realistic and well balanced debate on border policy and<br />
the possibilities of further enlargement of the European<br />
Union. It also proposed answers to questions arising within<br />
the following context: What is the best way of cooperating<br />
with neighbours at the European level? The debate about<br />
EU borders seems to be of the greatest importance for<br />
the whole of Europe because of the direct connection<br />
between outer borders and the inner organization and<br />
orientation of the community. A serious debate on these<br />
strategic questions is all the more important since the<br />
Czech Republic is holding the EU Presidency during the fi rst<br />
half of 2009. The constructive discussion about the future<br />
confi guration of the European Union is clearly necessary.<br />
The conference was held on November 9, <strong>2007</strong>, in the<br />
Prague New City Hall and was headed under the auspices<br />

of Markéta Reedová, the Deputy Mayor of the City of Prague,<br />
and under the academic auspices of Sciences-Po Paris and<br />
its European program in Dijon. The program was divided<br />
into three sections: it began with two panels focusing on<br />
practical aspects, and a third panel analyzing the political<br />
level.<br />
The conference contributed answers to the following<br />
questions:<br />
What are the criteria for the borders of a political<br />
community?<br />
The limits of enlargibility in relation to our partners<br />
– what arrangement of relations between the EU and its<br />
neighbours is most suitable?<br />
Borders and enlargement: What direction for a strong<br />
Europe?<br />
Among the speakers were leading European political experts<br />
and scholars – e.g. Michel Foucher, French Ambassador-at-<br />
Large for EU Aff airs, John Palmer, former Political Director of<br />
the European Policy Centre, Franz Fischler, former European<br />
Commissioner, Sylvie Goulard, President of the European<br />
Movement France, Lukas Macek, Director of the European<br />
Programme in Dijon, Scineces-Po Paris, Josef Zieleniec, MEP<br />
and former Minister of Foreign Aff airs of the Czech Republic,<br />
and Alexandr Vondra, Deputy Prime Minister for European<br />
Aff airs.
4.4 Vzdělávací programy<br />
Letní škola „Cesta k akceschopné <strong>Evropské</strong> unii – Jak čelit<br />
výzvám budoucnosti“<br />
Letní školy patří mezi stálé programy EH, které přispívají k<br />
posílení znalostí vysokoškolských studentů o problematice<br />
<strong>Evropské</strong> unie, a to včetně oblastí, které nebývají běžně<br />
na univerzitách přednášeny. Pozvání účastnit se letních<br />
škol přijímají nejen přední čeští akademici, ale také lidé z<br />
praxe – politici, úředníci a diplomaté. Důraz je kladen na<br />
interaktivní přístup, proto jsou součástí letních škol i různé<br />
formy simulací a kreativních workshopů.<br />
Druhý ročník programu Letní škola se zaměřil na téma „Cesta<br />
k akceschopné <strong>Evropské</strong> unii – Jak čelit výzvám budoucnosti“.<br />
Letní školy se zúčastnilo 24 motivovaných vysokoškolských<br />
studentů, kteří v rámci workshopů defi novali výzvy, kterým<br />
Evropská unie bude čelit a diskutovali s experty na danou<br />
problematiku o způsobech, jak by se na tyto výzvy měla<br />
unie připravit. Letní školu zahájila panelová diskuse, na<br />
které vystoupila Jana Hybášková, poslankyně <strong>Evropské</strong>ho<br />
parlamentu, Ondřej Liška, předseda Výboru pro evropské<br />
záležitosti PS ČR a Marek Mora, náměstek místopředsedy<br />
vlády pro evropské záležitosti.<br />
Letní školu zahájila panelová diskuse, na které vystoupila<br />
Jana Hybášková, poslankyně <strong>Evropské</strong>ho parlamentu,<br />
Ondřej Liška, předseda Výboru pro evropské záležitosti<br />
PS ČR a Marek Mora, náměstek místopředsedy vlády pro<br />
evropské záležitosti.<br />
Na panelovou diskuzi navazovaly přednášky, které se<br />
zaměřily na defi nování problematických oblastí fungování<br />
stávající EU. Přednášky se také věnovaly politikám <strong>Evropské</strong><br />
unie a refl ektovaly možná řešení, to vše ve světle výzev,<br />
jimž Česká republika a Evropa v 21. století čelí.<br />
Hlavními přednášejícími na letní škole byli Markéta Pitrová<br />
z Masarykovy Univerzity v Brně, která se zaměřila na<br />
demokratický defi cit a nezájem občanů o činnost EU, Josef<br />
Zieleniec, poslanec <strong>Evropské</strong>ho Parlamentu, který hovořil o<br />
problematice politizace Evropských institucí, Luděk Urban,<br />
Jean Monnet profesor Univerzity Karlovy, jenž představil<br />
ekonomická úskalí evropské integrace, a Tomáš Karásek<br />
z Univerzity Karlovy, který přednáškovou část letní školy<br />
uzavřel příspěvkem o zahraničněpolitické akceschopnosti<br />
EU.<br />
Na přednášky navazovala interaktivní simulace jednání<br />
<strong>Evropské</strong>ho parlamentu. Studenti se dozvěděli o praktickém<br />
fungování <strong>Evropské</strong>ho parlamentu a následně si při<br />
simulovaném jednání ve frakcích, výborech a i na plénu<br />
<strong>Evropské</strong>ho parlamentu vyzkoušeli, jaká úskalí s sebou<br />
práce europoslance přináší. Výstupem tohoto workshopu<br />
byla rezoluce zodpovídající otázku „Jakým výzvám bude EU<br />
čelit za deset let a jak se na ně připravit již dnes?“, kterou si<br />
účastníci na závěr odhlasovali.<br />

4.4 Educational Programme<br />
Summer School <strong>2007</strong>: Ways towards an eff ective<br />
European Union<br />
The Summer School belongs to the list of permanent<br />
programmes of European Values. The intention is to<br />
enrich and deepen the knowledge and understanding of<br />
university students of the European Union, especially in<br />
fi elds which are not commonly dealt with at universities.<br />
Students have a unique opportunity to attend interactive<br />
workshops and lectures delivered by leading scholars, and<br />
experts with political experience, such as diplomats and<br />
politicians. The programme is interactive and consists of<br />
diverse workshops and simulations.<br />
The second year of the Summer School programme<br />
focused on “Ways towards an eff ective European Union”.<br />
During the workshops twentyfour motivated university<br />
students identifi ed the most urgent challenges which the<br />
EU faces today. The students discussed these issues with<br />
experts in the fi eld and also proposed recommendations<br />
how should these challenges be addressed.<br />
The Summer School <strong>2007</strong> also opened a panel discussion,<br />
and among the speakers were Jana Hybášková, MEP, Ondřej<br />
Liška, the Chairman of the Committee on European Aff airs<br />
of the Parliament of the Czech Republic, and Marek More,<br />
Deputy Vice Prime Minister for European Aff airs. The<br />

panel discussion was followed by lectures focusing on<br />
defi ning problematic fi elds with the EU. Single lectures<br />
also analyzed current EU policies and refl ected possible<br />
solutions and challenges for the Czech Republic and<br />
Europe in the 21st century.<br />
The main speaker and academic guarantor was Vice<br />
Dean Marketa Pitrová (Masaryk University, Brno). Professor<br />
Pitrová analyzed the democratic defi cit and unconcern<br />
of European Citizens in EU functioning. Member of the<br />
European Parliament Josef Zieleniec spoke about the<br />
politicization of European Institutions. Luděk Urban, Jean<br />
Monet Professor at Charles University, introduced the<br />
economical threats of European integration, and Tomáš<br />
Karásek (Charles University) closed the event with a paper<br />
analyzing the eff ectivness of EU external relations policy.<br />
The academic lectures followed interactive workshops,<br />
simulating the procedures of the European Parliament.<br />
Students obtained practical knowledge of the European<br />
Parliament, experienced how collaboration within factions,<br />
committees and plenum works, and received a certain idea<br />
of what it takes to be an MEP. The aim of the workshop was<br />
to answer in a resolution the question: “What challenges<br />
will the EU face in ten years time and how to get ready<br />
now?”
4.4 Vzdělávací programy<br />

Studijní cesty nepatří k pravidelným projektům Evropských<br />
hodnot, ale jsou příležitostně pořádány jako navazující akce<br />
k našim stálým programům, které se zabývají prioritním<br />
tématům pro daný rok.<br />
V roce <strong>2007</strong> se uskutečnila studijní cesta do institucí<br />
EU pod záštitou europoslance Josefa Zieleniece, která<br />
tématicky navazovala na konferenci „Rozšiřování, hranice a<br />
sousedství EU“. Během studijní cesty diskutovali účastníci<br />
z řad studentů i širší veřejnosti o otázkách spojených<br />
s problematikou rozšiřování a sousedské politiky EU s<br />
předními představiteli <strong>Evropské</strong> komise a <strong>Evropské</strong>ho<br />
parlamentu, mimo jiné s Michaelem Leighem, ředitelem<br />
Generálního ředitelství pro rozšiřování <strong>Evropské</strong> komise,<br />
Michaelem Gahlerem, místopředsedou Výboru pro<br />
zahraniční záležitosti <strong>Evropské</strong>ho parlamentu, Rutgerem<br />
Wisselsem, ředitelem sekce pro koordinaci sousedské<br />
politiky EU <strong>Evropské</strong> komise a s předními analytiky European<br />
Policy Centre.<br />
Účastníci se také jako pozorovatelé zúčastnily mimořádného<br />
plenárního zasedání <strong>Evropské</strong>ho parlamentu, na kterém<br />
José Manuel Barroso, předseda <strong>Evropské</strong> komise, a José<br />
Sócrates, předseda <strong>Evropské</strong> rady, informovali o výsledcích<br />
prosincového summitu EU.<br />

4.4 Educational Programme<br />
Study Trip to EU Institutions<br />
Study trips are not regular programmes of the European<br />
Values but are organized occasionally as a good follow up<br />
to our regular programmes.<br />
The study trip in <strong>2007</strong> was organized under the auspices<br />
of Josef Zieleniec, MEP. The trip’s topics followed the<br />
conference “Enlargement, Borders and Neighborhood of<br />
the EU“. The participants (mainly students and interested<br />
public) had an opportunity to discuss questions relating<br />
to the enlargement and neighbourhood policy with<br />
prominent personalities from European Commission<br />
and European Parliament such as Michael Leigh, Director<br />
General for Enlargement, Michael Gahler, MEP and<br />
Vice-chairman of the Committee on Foreign Aff airs,<br />
Rutger Wissels, Director European Neighborhood Policy<br />
Coordination in the External Relations DG, and with<br />
analytics from European Policy Centre.<br />
Students also had the opportunity to observe the European<br />
Parliament’s special plenary session, in which José Manuel<br />
Barroso, the President of the European Commission, and<br />
José Sócrates, the president of European Council, discussed<br />
the results of the December EU summit.<br />
