Social Services, responded to
the query of why nobody in the
barangay was a beneficiary of
the Pantawid Pamilyang Pilipino
Councilor Villar explained
that the 4Ps is a national
The proposed city hospital that
the administration of city Mayor
Eric C. Codilla has the amenities
of a modern hospital.
In an interview Saturday,
Mayor Codilla said that the city
hospital will have 10 private rooms
and 16 wards with 3 operating
rooms. He added that it will
have centralized air-conditioning
system, an elevator and granite
flooring and will be a 3-storey
Of Ormoc’s 110 barangays,
there were only 39 villages
SALNs of Congressmen
Corona was charged for refusing to make
public his SALN, as required by the Constitution
and the Code of Conduct for Public Officials.
This is actually the indictment in Article II of
the Articles of Impeachment.
The Philippine Center for Investigative
Journalism (PCIJ) recently published a story
showing how many government offices have
consistently rebuffed requests for copies of the
SALNs of senior government officials. The
House of Representatives was cited as one of
these offices, after House officials repeatedly
turned down PCIJ requests for SALNs by
describing the requests as “manipis” or flimsy.
But the House Secretary General has been
quoted as saying that the SALNs of the members
of Congress are actually open for scrutiny to the
public. Atty. Ricardo Bering, chief of the House
Records Bureau, also clarified that as custodians
of the SALN records, “we just follow the law and
the rules and procedures on the matter.”
Bering said that a request for a certified true
copy (CTC) is accomplished by the requesting
person stating the specific purpose for the request
to avoid such records being used for purposes
other than what the law intends.
“For practicality, we also discourage
the wholesale request of copies of the 285
members of the House to avoid the situation
that there could be more than one repository of
the SALN records, and to maintain order and
ensure the integrity of the records…”
I am amazed that the SALNs of the
Congressmen cannot be made to public upon
a simple request. More amazing is that of
pagpangayo pag-usab nga
ang umaabot nga bag-ong
tuig nga magbungahon.
Kung duna may kaayohang mahatag
Si Juan Dela Cruz nangutana:
Maayo kaha nga undangon ang pista?
Nahinumdom ako nga pipila ka dekada
ang milabay si Senador Raul Manglapus
nga usa sa mga popular kaayo nga
senador sa nasud kaniadto miproponer
ug usa ka bala-odnon nga hunongon
ang pagsa-ulog sa pista. Gisugat kini
sa hini-usang pagsupak sa katauhan ug
gani sa pag dagan niya pag-usab(reelection)
These congressmen refused to accept the
Chief Justice’s explanation that he declares his
resolution in May 1989, and consistent with a
provision in Republic Act(RA) No. 6713(Code
of Conduct and Ethical Standards for Public
only releases the SALNs of the Chief Justice and
Justices “provided there is a legitimate reason for
the request” since this may “endanger, diminish,
or destroy their independence and objectivity or
expose them to revenge, kidnapping, extortion,
blackmail, or other dire fates.”
This is funny because Congressmen tried
to hide behind their rules and regulations on the
release of their SALNs while they damaged the
reputation and integrity of Corona for his alleged
non-disclosure. “Tumingin ka man sa iba,
DTI warns Ormoc hardwares
By: Ronnie C. Roa
The Department of Trade and
Industry (DTI)-Leyte Director
Desiderio P. Belas called hardware
store owners to a seminar last
January 10 at the conference room
of the city mayor’s office.
The seminar was called in
response to the notice placing Leyte
and Ormoc in the DTI watch list for
the sale of sub-standard steel bars.
Dir. Belas received information from
Undersecretary Zenaida Maglaya that
an informant had called a national
radio station to report the alleged
sale of sub-standard steel bars. The
informant has a store but had no
business name, while the reporter has
no evidence, Belas however narrated.
The director reminded those
present that the DTI has an
administrative order penalizing
the retailer and manufacturer who
sell substandard materials. He
advised them to give the names of
their suppliers so as to allow DTI
to find the manufacturers.
He also encouraged the
hardware owners to review the
monitoring points such as the
logo embossed on the steel bar
and its weight in order to ensure
compliance with standards. He
urged them to return substandard
materials to the suppliers. Belas
said that the DTI presented the
“Consumer Protection through
City hospital... from p.1
The basement of the city hospital
will also include the morgue, a
parking area, and the laundry
section while the mezzanine will
be the emergency and the receiving
rooms for patients. The first floor
Mayor Codilla said will have the
rooms and wards which will also
include the laboratory and other
facilities including the x-ray unit.
Mayor Codilla explained the
need for an elevator at the hospital,
pointing out that this is necessary
to ensure easy access by patients.
But he said there will also be a
ramp to be utilized for other needs,
including bringing up or down of
ignorantia... from p.2
what Corona has suffered.
They make it appear that
accused Corona amassed ill
gotten wealth because they say
there are properties he acquired
that were not declared in his
SALN. And this was even before
they saw Corona’s SALN.
The hardware store owners listen attentively during the seminar.
Standardization & Conformity
Assessment” seminar not to
penalize but rather to avoid penalty.
On the other hand, Mayor
Eric “Beboy” C. Codilla cited the
responsibilities of the manufacturer.
The mayor cited an example
a 1/4inch diameter steel bar being
equal to 6mm. Manufacturers
however produce 5mm or 5.6 mm
which is considered substandard.
Mayor Codilla asked those in
attendance to consider the DTI not
a threat but as an adviser, a friend
and a business partner.
stretchers when without patients.
Mayor Codilla added that they were
advised to put up elevators because
most of the major facilities of the
city hospital are on the ground floor.
The lot where the city hospital
will be constructed totals more than
a hectare, with a portion of it being
occupied by the Lingap Center, the
city’s 3-in-1 building and the Agri-
Tech Building of the City Agriculture
Office. This lot is where the present
offices of the DAR are located
Mayor Codilla disclosed that in
order for the city hospital to be given
a permit it has to include facilities for
waste disposal. He continued that
What about their own
properties? Have these been
declared in their SALNs? Why
can’t they be transparent and
voluntarily release copies of
their SALNs? If the congressmen
who signed the impeachment
complaint are truthful and honest,
Mayor Eric "Beboy" C. Codilla seriously discussing with Dir. Desiderio P. Belas the
watch list issue of DTi Leyte.
this facility was incorporated already
in the design that was sent to and
approved last year by the DOH.
The Mayor also pointed out
that the hospital construction has
been approved in principle by the
DOH. But he explained further
that the project has to undergo the
processes at the DOH which was
why the bidding and construction
took a little while to start. However,
Mayor Codilla assured that before
the construction starts he will show
to the public the approved permit
from the DOH because the plans
and design that were returned were
as good as approved.
I think they too must release their
SALNs and not wait for any
request the same thing as what
they want with Corona’s SALN.
Congressmen are accountable
to the people and must be
transparent. The better thing for
them to do is not only to submit
Mayor Codilla also assured
the public that there will be no
discrimination, as patients from
Aparri to Jolo will be admitted
to the city hospital. He said that
Councilor Rafael Omega, the
chairman of the Committee on
Health of the city council, has
already started the formulation of the
guidelines so that indigent patients
from the district -- provided they
have PhilHealth -- are to be given
free service at the city hospital. But
granting that the indigent patient
does not have any PhilHealth cards
they still could avail of discounts
from the city hospital.
but also disclose their SALNs to
avoid the perception that there are
hidden treasures in Congress.
Congressmen must not only
appear clean but must come
out with clean conscience and
authority. They cannot simply
accuse others of having done wrong.
The City Government, led
by Mayor Eric “Beboy” Codilla,
visited Brgy. Margen last week.
Hon. Edith Mantos, the
Barangay Captain, together with
her council warmly welcomed the
city officials, thanking them for
bringing the different government
services right at the “doorstep”
of their constituents. The city’s
barangay visits are in accordance
with the provisions of Republic
Act 7160 or the Local Government
Code of 1991, where local officials
are mandated to visit the barangays
if possible twice a year.
On this score, Mayor Codilla
explained that even as he want
to have more frequent visitation
programs, the number of barangays
in Ormoc could only allow a single
visit each. He did assure barangay
folks that despite this limitation,
he prioritizes these visits. At the
same time, the chief executive
promised not to give in to the
numerous problems raised during
such barangay visits, saying “…dili
Girls’ basketball, soccer new events in OCSSO
By: Robert C. Dejon
Hundreds elementary, highschool
and college athletes, parents
and fans filled the Superdome last
Friday for the opening ceremonies
of the second conference of Ormoc
City Schools Sports Organization’s
5 th season.
The second conference marks the
addition of new events like soccer
and women’s basketball along with
new schools participating in the
other regular events like basketball,
volleyball, chess and badminton.
In her message, STI Director
Maricel Reyes-Ngo, representing
the Management Committee of
OCSSO, congratulated all the
players, describing them as the
next generation of athletes in the
Philippines. She expressed the hope
that Ormoc’s athletes will one day
represent the country in international
events and pointed out that they
should give credit to the people who
have worked hard to give them the
opportunity to improve their skills.
Ms. Ngo also congratulated the
athletes for bringing honor to their
schools.
Ngo did not miss the opportunity
to thank and give credit to the
athletes’ parents for allowing their
children to participate in the games.
She added that the parents’ support
would not be wasted, as the benefits
their children derive from playing
-- like confidence, the development
of leadership skills, the appreciation
for the value of teamwork -- will be a
boost for their future.
City Councilor and Sports
Council Chairman Ruben “Bingo”
Capahi on the other hand expressed
satisfaction at the increased number
of events under OCSSO. He also
lauded the increase in the number of
participating schools, noting the reentry
of Kinderland and the public
schools of Brgys. San Jose, Valencia
and Matica-a. Capahi singled out his
staff at the City Sports Office under
Alberto Aberca, whom he described
as his work horses at the OCSSO
games.
Capahi also disclosed that the
second conference will include
two new events: soccer and girls’
basketball.
Soccer players from the different
schools here in Ormoc took part
in the opening parade and were
welcomed with loud cheers. Ormoc
Soccer Aficionados President Babba
Herrera has often attributed the
continued improvement of soccer in
the city to the support extended by
the City Sports Council and the Local
Government Unit.
The basketbolistas were not to be
outdone, as they too, were welcomed
by loud cheers when Capahi
introduced them to the crowd. Capahi
pointed out that the high-school Girls’
Basketball Team, coached by Lyn
Orellano, was the champion of the
Eastern Visayas Regional Athletic
Association (EVRAA) games in
Calbayog City in 2011 and is the team
to beat in the coming EVRAA 2012
in Maasin.
NBTC is expanding
By: Robert C. Dejon
The National Basketball Training
Center (NBTC) -- a nationwide
program for high-school basketball
players -- is expanding.
Commissioner Al Solis, NBTC
overseer for Visayas and Mindanao,
said that the NBTC has grown from
just 29 teams four years ago to more
than 120 this year. Solis added that
among the reasons for the huge
increase is the inclusion of public high
schools into the NBTC. Previously,
the NBTC allowed only private high
schools to participate.
Solis said there are 12 teams
in Cebu City that are still vying
for the lone seat in the Visayas
Championship. In Leyte, 6 teams
from Ormoc City and another 6 teams
from Tacloban City competed for the
right to represent Eastern Visayas.
Region 8 in the only region of the
NBTC which has a regional qualifier,
according to Solis.
The regional championship was
played Last Friday at the Superdome,
with Ormoc’s Se San School Dragons
soundly beating Tacloban City’s
St. Therese Foundation School of
Tacloban Inc. or STEFTI.
Ormoc City Commissioner Jestll
Martinez explained that there were
only 6 teams in the local NBTC
tourney because only few coaches
attended the national convention in
Manila late last year. The coaches’
convention was a pre-requisite for
the school’s participation in the
tournament. Martinez said that it was
the first time the NBTC imposed this
requirement, although the convention
itself was very informative and
helpful to coaches.
He said that this was a reminder
for coaches that if they want to join
the NBTC they should participate in
the convention wherever it is held.
Commissioner Claude Tiamson
of Tacloban City for his part said that
more than 200 registered coaches
all over the country attended the
coaches’ convention. He said there
were even “walk-ins”, or coaches
who just joined the convention to
enhance their coaching knowledge.
Ms. Maricel Reyes-Ngo, STi College Ormoc School Administrator
Respected bench tacticians conducted
the convention, like Purefoods coach
Tim Cone and Talk n’ Text head coach
Chot Reyes.
Tiamson also said that the
trainer-coaches did not only teach
about their coaching skills but also
put emphasis on the NBTC’s dictum
which is Developing Skills, Building
Character, and Raising Leaders.
Solis highlighted the support of
the Ormoc City Government to the
NBTC. Commissioner Martinez
said that he enjoys the full backing of
Mayor Eric C. Codilla and Councilor
Ruben Capahi. He added that
Capahi, in particular, always supports
him in the activities of the NBTC,
even helping out in coordinating with
media and providing the free use of
the Superdome. This is not the case
in Tacloban City, said Commissioner
Tiamson, who pointed out that
they even preferred the regional
championships to be played here
because of the support of the LGU.
Tiamson also said that their
choice of Ormoc City as host for
still increasing, which is why there is
a need to improve the level of games
in the city.
Capahi added that this was his
reason for inviting the Philippine
Collegiate Championship League
(PCCL) and the National Basketball
Training Center (NBTC) for us to see
elite teams from Cebu, Manila and
elsewhere. With the support given
to the recent PCCL games here, the
city will receive the Host of the Year
Award on January 27.
the NBTC championships would
be a catalyst for Tacloban and other
cities, knowing that Ormoc is to be
awarded by the Philippine Collegiate
Championship League (PCCL) as
the Host of the Year.
Ormoc Teams more competitive
than two years ago
Solis took the time to rate the
local basketball teams playing for the
NBTC and concluded that they are
more competitive now as compared
to the teams he saw and trained two
years ago. Solis attributes this to the
year-round tournament sponsored
by the city through the City Sports
Council.
Solis continued that because
of the level of games being played
in the city, local basketball players
were able to match the intensity
and skills level of their counterparts
on the visiting teams. He added
that with the support of the LGU
to the NBTC he expects that one
day the city will hold the national
championships here. He noted that
the regional championships played
last Friday will further improve the
playing skills of Ormoc basketeers.
Level of basketball today is much higher
-Al Solis with a lot of modules to go through
By: Robert C. Dejon
Former Philippine Basketball
Association (PBA) star Al Solis
said that based on his personal
experience, the level of basketball
today is so much higher when
compared to his heyday.
Solis, for many years feared by
opponents for his deadly outside
shooting, was in Ormoc for the
finals of the National Basketball
Training Center (NBTC) between
the Ormoc Se San School Dragons
and the St. Therese Foundation
School of Tacloban Inc. or STEFTI
of Tacloban City last Friday.
At the press conference held
at the Superdome manager’s office,
Solis said he never saw basketball
clinics and structured trainings
during his time. All they had, he
said, were the games on television
and those he watched during local
leagues. Right now, he said,
basketball has become high-tech
in order to improve players’ skills
and character. This is the main
reason why the actual performance
of present-day players is obviously
better than those of his time.
Solis said that in Cebu almost
all the players from the Philippine
Basketball Association who retired
have their own basketball camps.
“Anywhere bisan sa mga kanto naay
magconduct og basketball clinics.”
Solis added that there were no
scientific methods used to teach
basketball in the past. He pointed
out that he used to imagine one play
after their game and would practice
it so he could familiarize it and
apply at the next game.
Solis continued that today,
one can watch daily NBA games
live on television. This is a far cry
from before, when NBA games
could only be seen once a week
on TV or in rented video tapes. It
is no different from the Olympic
games, which young athletes now
have the ability to watch live at
any time of the day or night, unlike
before when it took at least a week
to see the Olympics games.
“Lahi na gyud karon kay
advance na kaayo og high tech
pa gyud,” Solis pointed out.
At present, Solis works full
time with a sports ministry called
Athletes for Christ in Excellence
Service (ACES). He said that
he is now playing basketball not
for himself but for God. Solis
recently resigned as the head
coach of the University of the
Visayas Green Lancers.
“I am a son of Ormoc basketball” -Al Solis says he is
impressed by level of Ormoc’s sports, Superdome
introduced him to the world of
balls and baskets. Upon his return,
he was pleasantly surprised at the
advancements of the city especially
Coordinator for the Visayas and
NBTC Commissioner for Cebu,
Solis recalled playing high-school
hoops here in Ormoc.
In his message before the game,
he told the Superdome crowd that he
lived in Can-Adieng for about three
years when he was a teen-ager. He
shared how he played commercial
basketball for the Ceramics Team at
the outdoor courts near the seashore.
He also noted how vastly improved
Ormoc now is, especially in terms
of sports and sports facilities.
“I am a product of Ormoc
basketball… that’s why I call myself a
son of Ormoc basketball.” Solis added.
Solis also said that it was
here in Ormoc that he grew to
love the game of basketball.
He said today’s generation is
truly blessed and invited athletes to
take advantage of such opportunity.
He also noted that Ormoc sports now
is at par with the nation’s best with
the latest accolades coming from the
Philippine Collegiate Champions
League. City Sports Council Ruben
R. Capahi will represent the city to
receive the PCCL Host of the Year
Award on the 27 th at Metro Manila.
Al Solis was part of the inaugural
roster of Purefoods in the 1988-
89 season. In 1992 and 1993 while
playing for Swift Mighty Meaties,
Solis was part of the PBA Mythical
Five Selection, aside from also being
recognized as Mr. Clutch in 1993.
He also played for the Mobiline
Cellulars in 1996 and 1997 and was
a member of the Mobiline Team that
won the PBA Centennial Cup in
1998. He then moved to coaching,
handling champions Tribu Sugbo in
the National Basketball Conference
in 2004 and the powerhouse
University of the Visayas Green
Lancers in the CESAFI in Cebu City.
To date, Solis is third all-time best
in PBA players career three-point
scoring with 1000 threes, behind the
“Triggerman” Allan Caidic (1242)
and Ronnie Magsanoc (1171) and
ahead of current stars Jimmy Alapag
(819) and Dondon Hontiveros (793).
Dragons burn Baby Mustangs for
NBTC Ormoc crown
By: Joey Vincent Motel
The OCSSO V 1 st conference
kings Ormoc Se San School Dragons
burned the Western Leyte College
Baby Mustangs en route to a sweep
of the best-of-three championships
of the National Basketball Training
Center (NBTC) Ormoc leg.
With reigning OCSSO MVP
Robert Bolick Jr. continuing
his breakout performance, the
Dragons exploited their advantage
in offense to contain their
counterparts. After succumbing in
Game 1, 77-53, the Baby Mustangs
quickly opened Game 2 with an
8-0 run, prompting the Dragons
bench to call time. The Dragons
then implemented a slick defense
to contain WLC wingman Kelvin
Ongue and Mark Radin while
allowing their Big 3 of Bolick,
Surima and Seneca to carry the
offensive load and close the first
canto at 17-15 for the Dragons.
The second quarter was not
much different, with Bolick
continuing to tear through the WLC
defense. The Dragons’ defense
also held up, stifling the Baby
Mustangs’ offense and allowing
only three of them to score.
Entering the third canto on
top 32-23, the Dragons continued
to stamp their class with Bolick
leading the charge with 11 points.
Only Ongue was effective for
WLC’s defense blocking at least
five shots in the game. The
defending OCSSO secondary
champs fielded their reserves at
garbage time, en route to winning
the NBTC trophy via 76-52 victory.
Bolick was awarded NBTC
Most Outstanding Player Award
as he finished with 31 points, 12
boards and 8 assists to complement
his 28 points, 10 rebound, 7 assist-
performance in Game 1. Surima
chipped in 16 while Seneca added
10. Mark Radin led the Baby
Mustangs charge with 16 markers,
Piolo Viloria added 12 while Kelvin
Ongue chipped in 11. WLC’s lone
highlight of the series came from
wingman Kelvin Ongue, who outdid
himself on defense to average 4.5
blocks a game. In Game 2, he
swatted away shots from Bolick,
Seneca, Surima, Son and Batucan.
