Mayor Codilla said that the city<br />

<strong>hospital</strong> <strong>will</strong> have 10 private rooms<br />

and 16 wards with 3 operating<br />

rooms. He added that it <strong>will</strong><br />

have centralized air-conditioning<br />

system, an elevator and granite<br />

flooring and <strong>will</strong> <strong>be</strong> a 3-storey<br />

structure.<br />

SALNs of Congressmen<br />

Corona was charged for refusing to make<br />

public his SALN, as required by the Constitution<br />

and the Code of Conduct for Public Officials.<br />

This is actually the indictment in Article II of<br />

the Articles of Impeachment.<br />

The Philippine Center for Investigative<br />

Journalism (PCIJ) recently published a story<br />

showing how many <strong>gov</strong>ernment offices have<br />

consistently rebuffed requests for copies of the<br />

SALNs of senior <strong>gov</strong>ernment officials. The<br />

House of Representatives was cited as one of<br />

these offices, after House officials repeatedly<br />

turned down PCIJ requests for SALNs by<br />

describing the requests as “manipis” or flimsy.<br />

But the House Secretary General has <strong>be</strong>en<br />

quoted as saying that the SALNs of the mem<strong>be</strong>rs<br />

of Congress are actually open for scrutiny to the<br />

public. Atty. Ricardo Bering, chief of the House<br />

Records Bureau, also clarified that as custodians<br />

of the SALN records, “we just follow the law and<br />

the rules and procedures on the matter.”<br />

Bering said that a request for a certified true<br />

copy (CTC) is accomplished by the requesting<br />

person stating the specific purpose for the request<br />

to avoid such records <strong>be</strong>ing used for purposes<br />

other than what the law intends.<br />

“For practicality, we also discourage<br />

the wholesale request of copies of the 285<br />

mem<strong>be</strong>rs of the House to avoid the situation<br />

that there could <strong>be</strong> more than one repository of<br />

the SALN records, and to maintain order and<br />

ensure the integrity of the records…”<br />

I am amazed that the SALNs of the<br />

Congressmen cannot <strong>be</strong> made to public upon<br />

a simple request. More amazing is that of<br />

the 188 mem<strong>be</strong>rs who signed and allegedly<br />

verified the complaint for impeachment, only<br />

two (2) have made their SALNs public.<br />

These congressmen refused to accept the<br />

Chief Justice’s explanation that he declares his<br />

SALN without fail. They also refused to accept<br />

his reasoning that due to a Supreme Court<br />

resolution in May 1989, and consistent with a<br />

provision in Republic Act(RA) No. 6713(Code<br />

of Conduct and Ethical Standards for Public<br />

Officials and Employees), the Supreme Court<br />

only releases the SALNs of the Chief Justice and<br />

Justices “provided there is a legitimate reason for<br />

the request” since this may “endanger, diminish,<br />

or destroy their independence and objectivity or<br />

expose them to revenge, kidnapping, extortion,<br />

blackmail, or other dire fates.”<br />

This is funny <strong>be</strong>cause Congressmen tried<br />

to hide <strong>be</strong>hind their rules and regulations on the<br />

release of their SALNs while they damaged the<br />

reputation and integrity of Corona for his alleged<br />

non-disclosure. “Tumingin ka man sa iba,<br />

dapat ka rin tumingin sa sarili.” They caused<br />

the Chief Justice to <strong>be</strong> embarrassed while they<br />

themselves should <strong>be</strong> in the same footing with<br />

DTI warns <strong>Ormoc</strong> hardwares<br />

The Department of Trade and<br />

Industry (DTI)-Leyte Director<br />

Desiderio P. Belas called hardware<br />

store owners to a seminar last<br />

January 10 at the conference room<br />

of the city mayor’s office.<br />

The seminar was called in<br />

response to the notice placing Leyte<br />

and <strong>Ormoc</strong> in the DTI watch list for<br />

the sale of sub-standard steel bars.<br />

Dir. Belas received information from<br />

Undersecretary Zenaida Maglaya that<br />

an informant had called a national<br />

radio station to report the alleged<br />

sale of sub-standard steel bars. The<br />

informant has a store but had no<br />

business name, while the reporter has<br />

no evidence, Belas however narrated.<br />

The director reminded those<br />

present that the DTI has an<br />

administrative order penalizing<br />

the retailer and manufacturer who<br />

sell substandard materials. He<br />

advised them to give the names of<br />

their suppliers so as to allow DTI<br />

to find the manufacturers.<br />

He also encouraged the<br />

hardware owners to review the<br />

monitoring points such as the<br />

logo embossed on the steel bar<br />

and its weight in order to ensure<br />

compliance with standards. He<br />

urged them to return substandard<br />

materials to the suppliers. Belas<br />

said that the DTI presented the<br />

a permit it has to include facilities for<br />

waste disposal. He continued that<br />

this facility was incorporated already<br />

in the design that was sent to and<br />

approved last year by the DOH.<br />

The Mayor also pointed out<br />

that the <strong>hospital</strong> construction has<br />

<strong>be</strong>en approved in principle by the<br />

DOH. But he explained further<br />

that the project has to undergo the<br />

processes at the DOH which was<br />

why the bidding and construction<br />

took a little while to start. However,<br />

Mayor Codilla assured that <strong>be</strong>fore<br />

the construction starts he <strong>will</strong> show<br />

to the public the approved permit<br />

from the DOH <strong>be</strong>cause the plans<br />

and design that were returned were<br />

as good as approved.<br />

I think they too must release their<br />

SALNs and not wait for any<br />

request the same thing as what<br />

they want with Corona’s SALN.<br />

Congressmen are accountable<br />

to the people and must <strong>be</strong><br />

transparent. The <strong>be</strong>tter thing for<br />

them to do is not only to submit<br />

the public that there <strong>will</strong> <strong>be</strong> no<br />

discrimination, as patients from<br />

Aparri to Jolo <strong>will</strong> <strong>be</strong> admitted<br />

to the city <strong>hospital</strong>. He said that<br />

Councilor Rafael Omega, the<br />

chairman of the Committee on<br />

Health of the city council, has<br />

already started the formulation of the<br />

guidelines so that indigent patients<br />

from the district -- provided they<br />

have PhilHealth -- are to <strong>be</strong> given<br />

free service at the city <strong>hospital</strong>. But<br />

granting that the indigent patient<br />

does not have any PhilHealth cards<br />

they still could avail of discounts<br />

from the city <strong>hospital</strong>.<br />

but also disclose their SALNs to<br />

avoid the perception that there are<br />

hidden treasures in Congress.<br />

Congressmen must not only<br />

appear clean but must come<br />

out with clean conscience and<br />

authority. They cannot simply<br />

accuse others of having done wrong.<br />

The <strong>City</strong> Government, led<br />

by Mayor Eric “Beboy” Codilla,<br />

visited Brgy. Margen last week.<br />

Hon. Edith Mantos, the<br />

Barangay Captain, together with<br />

her council warmly welcomed the<br />

city officials, thanking them for<br />

bringing the different <strong>gov</strong>ernment<br />

services right at the “doorstep”<br />

of their constituents. The city’s<br />

barangay visits are in accordance<br />

with the provisions of Republic<br />

Act 7160 or the Local Government<br />

Code of 1991, where local officials<br />

are mandated to visit the barangays<br />

if possible twice a year.<br />

On this score, Mayor Codilla<br />

explained that even as he want<br />

to have more frequent visitation<br />

programs, the num<strong>be</strong>r of barangays<br />

in <strong>Ormoc</strong> could only allow a single<br />

visit each. He did assure barangay<br />

folks that despite this limitation,<br />

he prioritizes these visits. At the<br />

same time, the chief executive<br />

promised not to give in to the<br />

numerous problems raised during<br />

such barangay visits, saying “…dili<br />

gyud nato atrasan ang problema sa<br />

barangay, dili gud diha diha dayun<br />

pero atong paningkamutan nga<br />

ubay ubay gyud ang maadress”.<br />

the 12th LGU visits Barangay Margen<br />

Sangguniang Panlungsod.<br />

Among those present were Hons.<br />

Maglasang, Chuchi Pepito, Demy<br />

Tugonon, and Payling Omega. Also<br />

present was Dr. Dennis Capuyan,<br />

the city administrator. In his<br />

opening message, Hon. Alfaro said<br />

that the city movement is sincere in<br />

bringing <strong>gov</strong>ernment closer to the<br />

people. “Kini nga programa gihimo<br />

aron pagdala sa pangobyerno<br />

ngadto sa katawhan aron pag<br />

hisgot hisgot ug mga maayung<br />

tinguha sa kabarangayan, busa<br />

angayan pahimuslan kini ninyong<br />

As if to confirm that they are<br />

indeed working for their puroks<br />

and committees, the barangay<br />

officials took turns in reporting their<br />

accomplishments and requests.<br />

Some of their requests include<br />

infrastructure projects like farm<br />

to market roads, drainage, road<br />

concreting and surfacing, solar<br />

drier, street lights and transformer<br />

Koreans teach <strong>Ormoc</strong> children<br />

Prospective Korean teachers from<br />

Sookmyung Women’s University<br />

came to <strong>Ormoc</strong> <strong>City</strong> to teach<br />

elementary children early this month.<br />

There were 15 Korean studentteachers<br />

taught 70 pupils of the<br />

1 st , 2 nd , 4 th and 5 th grade of Mabini<br />

Elementary School in a remote<br />

village in the city. The Koreans were<br />

grouped into four to teach music,<br />

acting, painting, <strong>ph</strong>ysical education<br />

and other Korean cultures.<br />

Social Services Division, Professor<br />

of Department of Physical<br />

Education of Sookmyung Women’s<br />

University in South Korea said that<br />

the activity is part of their school’s<br />

curriculum. It is called Global<br />

Volunteer Program and they have<br />

<strong>be</strong>en doing this twice a year to other<br />

parts of the world like Vietnam and<br />

Cambodia including the United<br />

States. He hoped that this program<br />

<strong>will</strong> create good relationship with<br />

<strong>Ormoc</strong> and their university.<br />

It is the vision of Sookmyung<br />

University to nurture global citizens<br />

who <strong>will</strong> create the future with the<br />

pride of the Korean people, and<br />

attain the goal of educating creative<br />

leaders with outstanding intellects.<br />

Women’s University.<br />

Myo Jin Kim, a student-teacher,<br />

said that it was a very nice experience<br />

teaching children in <strong>Ormoc</strong>. She<br />

said that they were very lucky when<br />

they were choosen to come.<br />

tears during the parting time. It<br />

showed a good relationship was<br />

orientation given on opening day of<br />

the semester.<br />

For the first semester of calendar<br />

year 2012, 105 students are enrolled<br />

in six different skills. Classes<br />

officially started last January 17,<br />

with the orientation facilitated by<br />

Engr. Gene Managbanag, the Center<br />

Head, and John Jay Omega.<br />

The <strong>Ormoc</strong> Manpower<br />

Center offers six short-term<br />

courses: Electrical Installation<br />

and Maintenance; Dressmaking;<br />

Automotive Servicing;<br />

Refrigeration and Air Condition<br />

Servicing; Consumer Electronic<br />

Servicing; and Shielded Metal<br />

Arc Welding.<br />

Omega reminded the<br />

students that their enrollment<br />

established <strong>be</strong>tween the children<br />

and the Korean teachers.<br />

Dr. Cho expressed his thanks to<br />

Mayor Eric “Beboy” C. Codilla for<br />

the support of the city extended to<br />

the volunteers. He hoped to continue<br />

the new initiated relationship.<br />

In return, Mayor Eric C. Codilla<br />

appreciated the university’s program<br />

and welcomed the possibility of<br />

sisterhood with Seoul.<br />

Registrar’s Office holds symposium, quiz contest<br />

NOCNHS win 1 st , 2 nd places<br />

<strong>Ormoc</strong> <strong>City</strong> National High School<br />

(NOCNHS) bagged the 1 st and<br />

2 nd places of the LGU-sponsored<br />

quiz bowl last January 19 in <strong>City</strong><br />

Hall’s multi-purpose hall. The<br />

contest was conducted through<br />

the <strong>City</strong> Civil Registrar’s Office<br />

in partnership with the National<br />

Statistics Office – Leyte.<br />

Winners were NOCNHS students<br />

Adelfa Rose Guinadal and Margil<br />

M. Angcajas for 1 st and 2 nd place,<br />

respectively. They were followed<br />

by Francisco V. Felicilda Jr. of Ipil<br />

National High School. Each was<br />

given tro<strong>ph</strong>y, bag, cash and certificate<br />

of appreciation for the school.<br />

Registrar Officer Archilles Silva<br />

said the contest was aimed<br />

at acquainting youngsters,<br />

specifically year high school<br />

seniors, on matters pertaining to<br />

civil registration. He explained<br />

how important civil registration<br />

is to the lives of all people,<br />

pointing out that it is the first<br />

step in the process of requiring<br />

Hundreds elementary, highschool<br />

and college athletes, parents<br />

and fans filled the Superdome last<br />

Friday for the opening ceremonies<br />

of the second conference of <strong>Ormoc</strong><br />

<strong>City</strong> Schools Sports Organization’s<br />

5 th season.<br />

The second conference marks the<br />

addition of new events like soccer<br />

and women’s basketball along with<br />

new schools participating in the<br />

other regular events like basketball,<br />

volleyball, chess and badminton.<br />

In her message, STI Director<br />

Maricel Reyes-Ngo, representing<br />

the Management Committee of<br />

OCSSO, congratulated all the<br />

players, describing them as the<br />

next generation of athletes in the<br />

Philippines. She expressed the hope<br />

that <strong>Ormoc</strong>’s athletes <strong>will</strong> one day<br />

represent the country in international<br />

events and pointed out that they<br />

should give credit to the people who<br />

have worked hard to give them the<br />

opportunity to improve their skills.<br />

Ms. Ngo also congratulated the<br />

athletes for bringing honor to their<br />

schools.<br />

Ngo did not miss the opportunity<br />

to thank and give credit to the<br />

athletes’ parents for allowing their<br />

children to participate in the games.<br />

She added that the parents’ support<br />

would not <strong>be</strong> wasted, as the <strong>be</strong>nefits<br />

their children derive from playing<br />

-- like confidence, the development<br />

of leadership skills, the appreciation<br />

for the value of teamwork -- <strong>will</strong> <strong>be</strong> a<br />

boost for their future.<br />

and Matica-a. Capahi singled out his<br />

staff at the <strong>City</strong> Sports Office under<br />

as his work horses at the OCSSO<br />

Capahi also disclosed that the<br />

second conference <strong>will</strong> include<br />

two new events: soccer and girls’<br />

The National Basketball Training<br />

Center (NBTC) -- a nationwide<br />

program for high-school basketball<br />

players -- is expanding.<br />

Commissioner Al Solis, NBTC<br />

overseer for Visayas and Mindanao,<br />

said that the NBTC has grown from<br />

just 29 teams four years ago to more<br />

than 120 this year. Solis added that<br />

among the reasons for the huge<br />

increase is the inclusion of public high<br />

schools into the NBTC. Previously,<br />

the NBTC allowed only private high<br />

schools to participate.<br />

Solis said there are 12 teams<br />

in Cebu <strong>City</strong> that are still vying<br />

for the lone seat in the Visayas<br />

Championship. In Leyte, 6 teams<br />

from <strong>Ormoc</strong> <strong>City</strong> and another 6 teams<br />

from Tacloban <strong>City</strong> competed for the<br />

right to represent Eastern Visayas.<br />

Region 8 in the only region of the<br />

NBTC which has a regional qualifier,<br />

according to Solis.<br />

The regional championship was<br />

played Last Friday at the Superdome,<br />

with <strong>Ormoc</strong>’s Se San School Dragons<br />

soundly <strong>be</strong>ating Tacloban <strong>City</strong>’s<br />

St. Therese Foundation School of<br />

Tacloban Inc. or STEFTI.<br />

<strong>Ormoc</strong> <strong>City</strong> Commissioner Jestll<br />

Martinez explained that there were<br />

only 6 teams in the local NBTC<br />

tourney <strong>be</strong>cause only few coaches<br />

attended the national convention in<br />

Manila late last year. The coaches’<br />

convention was a pre-requisite for<br />

the school’s participation in the<br />

tournament. Martinez said that it was<br />

the first time the NBTC imposed this<br />

requirement, although the convention<br />

itself was very informative and<br />

helpful to coaches.<br />

He said that this was a reminder<br />

for coaches that if they want to join<br />

the NBTC they should participate in<br />

the convention wherever it is held.<br />

Commissioner Claude Tiamson<br />

of Tacloban <strong>City</strong> for his part said that<br />

more than 200 registered coaches<br />

all over the country attended the<br />

coaches’ convention. He said there<br />

were even “walk-ins”, or coaches<br />

who just joined the convention to<br />

enhance their coaching knowledge.<br />

Tiamson also said that the<br />

trainer-coaches did not only teach<br />

about their coaching skills but also<br />

put em<strong>ph</strong>asis on the NBTC’s dictum<br />

which is Developing Skills, Building<br />

Character, and Raising Leaders.<br />

Solis highlighted the support of<br />

the <strong>Ormoc</strong> <strong>City</strong> Government to the<br />

NBTC. Commissioner Martinez<br />

said that he enjoys the full backing of<br />

Mayor Eric C. Codilla and Councilor<br />

Ru<strong>be</strong>n Capahi. He added that<br />

Capahi, in particular, always supports<br />

him in the activities of the NBTC,<br />

even helping out in coordinating with<br />

media and providing the free use of<br />

the Superdome. This is not the case<br />

in Tacloban <strong>City</strong>, said Commissioner<br />

Tiamson, who pointed out that<br />

they even preferred the regional<br />

championships to <strong>be</strong> played here<br />

<strong>be</strong>cause of the support of the LGU.<br />

Tiamson also said that their<br />

choice of <strong>Ormoc</strong> <strong>City</strong> as host for<br />

still increasing, which is why there is<br />

a need to improve the level of games<br />

in the city.<br />

Capahi added that this was his<br />

reason for inviting the Philippine<br />

Collegiate Championship League<br />

(PCCL) and the National Basketball<br />

years ago. Solis attributes this to the<br />

year-round tournament sponsored<br />

by the city through the <strong>City</strong> Sports<br />

Council.<br />

Solis continued that <strong>be</strong>cause<br />

of the level of games <strong>be</strong>ing played<br />

in the city, local basketball players<br />

were able to match the intensity<br />

and skills level of their counterparts<br />

on the visiting teams. He added<br />

that with the support of the LGU<br />

to the NBTC he expects that one<br />

day the city <strong>will</strong> hold the national<br />

championships here. He noted that<br />

the regional championships played<br />

last Friday <strong>will</strong> further improve the<br />

playing skills of <strong>Ormoc</strong> basketeers.<br />

today is so much higher when<br />

compared to his heyday.<br />

Training Center (NBTC) <strong>be</strong>tween<br />

the <strong>Ormoc</strong> Se San School Dragons<br />

in order to improve players’ skills<br />

reason why the actual performance<br />

of present-day players is obviously<br />

<strong>be</strong>tter than those of his time.<br />

Solis said that in Cebu almost<br />

all the players from the Philippine<br />

Basketball Association who retired<br />

have their own basketball camps.<br />

Solis added that there were no<br />

scientific methods used to teach<br />

basketball in the past. He pointed<br />

out that he used to imagine one play<br />

after their game and would practice<br />

it so he could familiarize it and<br />

apply at the next game.<br />

Solis continued that today,<br />

one can watch daily NBA games<br />

live on television. This is a far cry<br />

from <strong>be</strong>fore, when NBA games<br />

could only <strong>be</strong> seen once a week<br />

on TV or in rented video tapes. It<br />

is no different from the Olympic<br />

games, which young athletes now<br />

have the ability to watch live at<br />

any time of the day or night, unlike<br />

<strong>be</strong>fore when it took at least a week<br />

to see the Olympics games.<br />

At present, Solis works full<br />

time with a sports ministry called<br />

Athletes for Christ in Excellence<br />

Service (ACES). He said that<br />

he is now playing basketball not<br />

coach of the University of the<br />

Visayas Green Lancers.<br />

lived in Can-Adieng for about three<br />

years when he was a teen-ager. He<br />

shared how he played commercial<br />

basketball for the Ceramics Team at<br />

the outdoor courts near the seashore.<br />

He also noted how vastly improved<br />

<strong>Ormoc</strong> now is, especially in terms<br />

of sports and sports facilities.<br />

“I am a product of <strong>Ormoc</strong><br />

basketball… that’s why I call myself a<br />

son of <strong>Ormoc</strong> basketball.” Solis added.<br />

Solis also said that it was<br />

here in <strong>Ormoc</strong> that he grew to<br />

love the game of basketball.<br />

He said today’s generation is<br />

truly blessed and invited athletes to<br />

take advantage of such opportunity.<br />

He also noted that <strong>Ormoc</strong> sports now<br />

is at par with the nation’s <strong>be</strong>st with<br />

the latest accolades coming from the<br />

Philippine Collegiate Champions<br />

League. <strong>City</strong> Sports Council Ru<strong>be</strong>n<br />

R. Capahi <strong>will</strong> represent the city to<br />

receive the PCCL Host of the Year<br />

Award on the 27 th at Metro Manila.<br />

Al Solis was part of the inaugural<br />

roster of Purefoods in the 1988-<br />

89 season. In 1992 and 1993 while<br />

playing for Swift Mighty Meaties,<br />

Solis was part of the PBA Mythical<br />

Five Selection, aside from also <strong>be</strong>ing<br />

recognized as Mr. Clutch in 1993.<br />

He also played for the Mobiline<br />

Cellulars in 1996 and 1997 and was<br />

a mem<strong>be</strong>r of the Mobiline Team that<br />

won the PBA Centennial Cup in<br />

1998. He then moved to coaching,<br />

handling champions Tribu Sugbo in<br />

the National Basketball Conference<br />

in 2004 and the powerhouse<br />

University of the Visayas Green<br />

Lancers in the CESAFI in Cebu <strong>City</strong>.<br />

To date, Solis is third all-time <strong>be</strong>st<br />

With reigning OCSSO MVP<br />

Ro<strong>be</strong>rt Bolick Jr. continuing<br />

his breakout performance, the<br />

Dragons exploited their advantage<br />

in offense to contain their<br />

counterparts. After succumbing in<br />

Game 1, 77-53, the Baby Mustangs<br />

quickly opened Game 2 with an<br />

8-0 run, prompting the Dragons<br />

<strong>be</strong>nch to call time. The Dragons<br />

then implemented a slick defense<br />

to contain WLC wingman Kelvin<br />

Ongue and Mark Radin while<br />

allowing their Big 3 of Bolick,<br />

Surima and Seneca to carry the<br />

offensive load and close the first<br />

canto at 17-15 for the Dragons.<br />

The second quarter was not<br />

much different, with Bolick<br />

continuing to tear through the WLC<br />

defense. The Dragons’ defense<br />

also held up, stifling the Baby<br />

Mustangs’ offense and allowing<br />
