AFSPRAAK IN <strong>LAKEN</strong><br />
— Willy Thomas, theatermaker, acteur en coördinator van Tok Toc Knock<br />
Op 17 november is het zover. Het eerste Tok Toc<br />
Knock festival gaat van start in de Modelwijk. De<br />
wijk die, als maquette nog, een niet te missen bezienswaardigheid<br />
was op de Expo van ’58. Het was<br />
de maquette van wat later een miniwereld zou<br />
worden. Een wereld op schaal. Of beter een stad<br />
op schaal, want als er iets is dat de wereld de komende<br />
eeuw zal bezighouden dan zal het de stad<br />
zijn. De verstedelijking van de wereld is één van de<br />
belangrijkste evoluties van het ogenblik. De antistedelijkheidscampagnes,<br />
die bij de laatste gemeenteraadsverkiezingen<br />
tot in de kleinste dorpen<br />
opdoken, klonken opvallend luid. En telkens echode<br />
Brussel als grootste boosdoener nog na. Met<br />
Tok Toc Knock dompelen we ons onder in de stad,<br />
we treden haar complexe werkelijkheid tegemoet<br />
als nieuwsgierige en leergierige reizigers met veel<br />
openheid en zin voor nuance, tegen de stroom van<br />
de antistedelijke pletwals in.<br />
De Modelwijk is een sociale woonwijk. Dat is ze<br />
altijd geweest, maar in de tijd waarin ze werd opgetrokken<br />
had die term niet dezelfde betekenis<br />
als vandaag. In die periode was de werkloosheid<br />
verwaarloosbaar. Een sociale woning was voor de<br />
werkende mens met een laag inkomen. Vandaag<br />
is slechts 15% van de bewoners van de wijk actief<br />
op de arbeidsmarkt. De demografische groei en de<br />
steeds groeiende kloof tussen arm en rijk zijn een<br />
lastige cocktail voor de toekomstige stedeling. Zijn<br />
perspectieven op betaalbaar wonen komen steeds<br />
meer onder druk. Vandaag, in Brussel alleen, zijn<br />
er 38.000 wachtenden vóór u. De privésector houdt<br />
zich ver van het debat. Niet dat er niet gebouwd<br />
wordt, integendeel. Genereus dwarrelen overal<br />
commerciële centra neer, en woningen voor een<br />
elite met geld. Maar de mens in dit verhaal devalueert<br />
sneller dan het geld. De mens in dit verhaal kan<br />
nergens nog verhaal halen.<br />
Hoe moet het dan verder en wat kan de architectuur<br />
(de kunst) vandaag in deze wooncrisis betekenen?<br />
Daar gaan we uitgebreid op in bij de opening<br />
van het festival op 17 november, met een stevig<br />
rondetafelgesprek dat in goede banen zal worden<br />
geleid door Eric Corijn (P.08).<br />
Na het gesprek is er de Grote Opening van ALL<br />
PROBLEMS CAN NEVER BE SOLVED van Jozef Wouters<br />
(P.11). In april nam J. Wouters appartement<br />
7E in gebruik in blok 8 van de Modelwijk. Sindsdien<br />
komt hij er ’s ochtends en gaat ’s avonds laat<br />
weer weg. De eerste fase van zijn werk was vooral<br />
studie en onderzoek. Hij tastte af hoe hij zich als<br />
kunstenaar kon verhouden tot de context van deze<br />
complexe plek. “Niemand lijkt op je komst te zitten<br />
wachten, als je al welkom bent.” Jozef besliste<br />
om zich als ‘architect’ in de wijk te vestigen en een<br />
groep architecten rond zich te verzamelen. Half augustus<br />
installeerde hij zijn ‘Bureau des Architectes’<br />
in ‘zijn’ appartement. En op het Hoogplein werd een<br />
groot infobord opgetrokken met daarop de tekening<br />
van het plein zoals het voorzien was door de echte<br />
architect van de wijk, Renaat Braem. De tekening<br />
toont Braems onuitgevoerde plan voor dit 1600<br />
vierkante meter grote plein dat een ontmoetings-<br />
en discussieruimte moest worden, geïnspireerd<br />
op een Arabische soek en de Griekse agora. Vervolgens<br />
bouwde Jozef buiten een bureau met een<br />
grote brievenbus in kalksteen, om alle problemen<br />
van de wijk in op te vangen. De architecten stuurden<br />
de bewoners een brief en kregen archiefladen<br />
vol problemen terug, in 3 schalen: kleine problemen<br />
en privéverzuchtingen, problemen met de wijk en<br />
de stad, en tenslotte de grote wereldproblemen.<br />
Sindsdien lopen architecten af en aan met maquettes,<br />
materiaal en plannen in hun hoofd. Nu er in de<br />
wijk gebouwd wordt, verandert haar gedaante misschien?<br />
Nieuwsgierigheid groeit, passanten houden<br />
halt en stellen vragen of voegen iets toe. De agora<br />
krijgt voorzichtig vorm.<br />
Op 22 september was er feest op het Laagplein<br />
in de Modelwijk. Er stond een tentje waarin Ann<br />
Van de Vyvere en Catherine Evrard wraps, pasta<br />
en verse soep met klavers, pissebloemen en ander<br />
onkruid aan de nieuwsgierigen presenteerden. Pluk<br />
de wijk heette het receptenboekje dat elke proever<br />
meekreeg. In juli deed Ann een eerste workshop<br />
met bewoners. Haar eigen aanwezigheid deed haar<br />
nadenken over de rol van bezoeker en bezochte.<br />
Over reizen en aanverwante vormen van toerisme.<br />
Over bekijken en bekeken worden. Ze bedacht voor<br />
het festival Club Cité, een reisbureau waarbij u de<br />
unieke kans krijgt om te overnachten bij bewoners<br />
van de wijk en een stuk in hun leven mee te<br />
stappen. U kan ook kiezen voor huisruil of andere<br />
formules. Voorts laat ze u kennismaken met de wijk<br />
via drie mogelijke wandelingen. Eén omtrent de<br />
migratie van planten en dieren naar aanleiding van<br />
de aanwezige tuinen van Gilles Clément. Eén over<br />
de geschiedenis van de wijk en één wandeling die<br />
zich volledig in één van de blokken afspeelt (P.17).<br />
Tijdens het feest was ook Mohamed Oauchen een<br />
opgemerkte gast. Met de videocamera in de hand<br />
sprokkelde hij verhalen en portretten (P.23).<br />
Die avond ging de zon onder in de Modelwijk en<br />
wierp daarbij prachtige schaduwen op het Hoogplein<br />
van de levensgrote letters ALL PROBLEMS CAN<br />
NEVER BE SOLVED, die langs één van de gaanderijen<br />
de volledige breedte van het plein betrokken. Aan<br />
de andere kant van het plein was er een tribune<br />
opgesteld en op het podium stonden microfoons<br />
en twee archiefkasten met op elk deurtje een<br />
letter van het alfabet. Het infobord nodigde uit<br />
tot het congres dat daar die avond plaatsvond. Er<br />
werd gesproken over alle problemen. Later werd<br />
het terug stil op het plein. Op het bord was het<br />
utopische plan van Braem intussen vervangen<br />
door voorovergebogen mannen die een maquette<br />
bestudeerden. In hun kamer in appartement 7E,<br />
doen Jozef en zijn ‘Bureau des Architectes’ intussen<br />
hetzelfde. ALL PROBLEMS CAN NEVER BE SOLVED<br />
wordt een verhaal tussen waarheid en verbeelding,<br />
over de zin en onzin van architectuur in de wereld<br />
van de problemen.<br />
Terwijl Ann, Jozef, Mohamed en Ruud Gielens<br />
(P.21) zich onderdompelden in de Modelwijk, werd<br />
in onze thuisbasis, de repetitieruimte van <strong>KVS</strong>, een<br />
werkstuk klaargestoomd dat niet ín maar speciaal<br />
vóór de wijk werd gemaakt. Met een duidelijke<br />
inhoudelijke link ten aanzien van de lokale werkelijkheid:<br />
Skieven is de Brusselse scheldnaam voor<br />
architect en tevens de titel van een vlijmscherpe<br />
komedie van de hand van Thomas Gunzig (auteur<br />
van o.a. Raymond) omtrent de ontmoeting van de<br />
architect en zijn bewoner. Beiden zijn tevreden, buiten<br />
het feit dat de bewoner geen plaats heeft voor<br />
de stofzuiger… Guy Dermul regisseert Nico Sturm<br />
en David Dermez, Kaat De Windt bespeelt het hammondorgel.<br />
Komt dat zien in de oorspronkelijke<br />
theaterzaal van de Modelwijk, het prachtige Cité<br />
Culture (P.15).<br />
Voor mezelf hebben de voorbereidingen voor<br />
deze festivals tot een nieuwe ontmoeting geleid<br />
met de stad waarin ik woon en werk. Het uit-mijnkot-komen<br />
heeft me veel bijgeleerd. Het was een<br />
aangename, bijwijlen adembenemende en soms<br />
ook stinkende ontdekkingsreis. De betekenis van<br />
het hele gebeuren zal zich pas in zijn volledigheid<br />
openbaren na afloop van dit avontuur. En uw komst<br />
en reacties zijn daarbij onontbeerlijk! Tot in de<br />
Modelwijk.<br />
TOK TOC KNOCK?<br />
Met Tok Toc Knock neemt <strong>KVS</strong> een seizoen lang de<br />
tijd om uit te vliegen in de stad waarin zij verankerd<br />
is. We verlaten onze vaste stek en onze gewoontes<br />
om in 3 bijzondere wijken neer te strijken: de Lakense<br />
Modelwijk, Sint-Joost en de Europawijk. 17<br />
artiesten hebben zich daar genesteld en broeden<br />
op een geweldig ei, de vrucht van een intense band<br />
met de lokale omgeving en haar bewoners. We tonen<br />
hun creaties tijdens 3 festivals.<br />

RENDEZ-VOUS À <strong>LAEKEN</strong><br />

Le 17 novembre, c’est le coup d’envoi. Le premier<br />
festival Tok Toc Knock démarre dans la Cité Modèle.<br />
Ce quartier qui, encore au stade de maquette,<br />
était une curiosité à ne pas manquer lors de l’Expo<br />
de ‘58. C’était la maquette de ce qui allait devenir<br />
plus tard un mini-monde, un monde à l’échelle.<br />
Ou, mieux encore, une ville à l’échelle, car s’il est<br />
quelque chose dont le monde se préoccupera au<br />
cours du siècle à venir, ce sera la ville. L’urbanisation<br />
du monde représente l’une des plus fortes évolutions<br />
du moment. Les campagnes antiurbanité,<br />
qui ont pointé jusque dans les plus petits villages<br />
lors des dernières élections communales, résonnaient<br />
avec force. Et chaque fois, Bruxelles apparaissait<br />
comme le grand méchant loup. Avec Tok<br />
Toc Knock, nous plongeons dans la ville, nous allons<br />
à la rencontre de sa réalité complexe, comme<br />
des voyageurs curieux et insatiables, avec beaucoup<br />
d’ouverture et de sens de la nuance, à contrecourant<br />
du laminoir antiurbain.<br />
La Cité Modèle est un quartier résidentiel social.<br />
Et il en a toujours été ainsi mais, lorsqu’elle a été<br />
érigée, ce terme n’avait pas la même signification<br />
qu’aujourd’hui. À l’époque, le chômage était négligeable.<br />
Le logement social se destinait à la population<br />
active ayant un revenu faible. Aujourd’hui, seuls<br />
15 % des habitants du quartier sont actifs sur le<br />
marché du travail. La croissance démographique et<br />
le fossé toujours plus grand entre pauvres et riches<br />
livrent un cocktail détonant au citadin de demain.<br />
Ses perspectives d’un logement à prix abordable<br />
sont de plus en plus mises à mal. Aujourd’hui, rien<br />
qu’à Bruxelles, 38.000 personnes attendent avant<br />
vous. Le secteur privé se tient à bonne distance<br />
du débat. Non pas qu’on ne construit pas, bien au<br />
contraire. Partout, des centres commerciaux sortent<br />
de terre, de même que des logements destinés à une<br />
élite argentée. Mais, dans cette histoire, l’homme<br />
dévalue plus vite que l’argent. Dans cette histoire,<br />
l’homme n’a plus aucun recours.<br />
Quelle voie emprunter et quel sens peut aujourd’hui<br />
prendre l’architecture (l’art) dans cette<br />
crise du logement ? C’est ce que nous allons approfondir<br />
à l’ouverture du festival, le 17 novembre, à<br />
l’occasion d’une table ronde animée avec brio par<br />
Eric Corijn (P.08).<br />
Après la table ronde, place à la Grande Ouverture<br />
de ALL PROBLEMS CAN NEVER BE SOLVED de Jozef<br />
Wouters (P.11). En avril, J. Wouters a investi l’appartement<br />
7E dans le bloc 8 de la Cité Modèle. Depuis<br />
lors, il y arrive le matin et en repart le soir. La première<br />
phase de son travail s’était surtout axée sur l’étude<br />
et la recherche. Tâtonnant pour découvrir comment<br />
lui, artiste, pouvait se rapporter au contexte de ce<br />
lieu complexe. « Personne ne semble attendre ta<br />
venue, si tu es déjà bienvenu. » Jozef a décidé de<br />

s’établir comme « architecte » dans le quartier et de<br />
s’entourer d’un groupe d’architectes. À la mi-août, il<br />
a installé son « Bureau des Architectes » dans ‘son’<br />
appartement. Et sur la place Haute, un grand tableau<br />
d’information a été érigé, affichant le dessin de la<br />
place telle qu’elle avait été imaginée par le véritable<br />
architecte du quartier, Renaat Braem. Le dessin<br />
montre le plan inexécuté de Braem pour cette place<br />
de 1 600 mètres carrés qui devait devenir un espace<br />
de rencontre et de discussion, inspiré du souk arabe<br />
et de l’agora grecque. Ensuite, Jozef a construit<br />
dehors un bureau avec une grande boîte aux lettres<br />
en calcaire, pour recevoir tous les problèmes du<br />
quartier. Les architectes ont envoyé une lettre aux<br />
habitants et ont reçu en retour des tiroirs d’archives<br />
pleins de problèmes, à 3 échelles : les petits problèmes<br />
et lamentations d’ordre privé, les problèmes<br />
liés au quartier et à la ville et, enfin, les grands problèmes<br />
du monde. Depuis lors, les architectes vont<br />
et viennent avec des maquettes, du matériel et des<br />
plans plein la tête. Maintenant qu’on construit dans<br />
le quartier, sa physionomie va-t-elle changer ? La<br />
curiosité s’aiguise, les passants s’arrêtent et posent<br />
des questions ou ajoutent un élément. L’agora prend<br />
prudemment forme.<br />
Le 22 septembre, c’était la fête sur la place Basse<br />
de la Cité Modèle. On y avait planté une tente où Ann<br />
van de Vyvere et Catherine Evrard présentaient aux<br />
curieux des wraps, des pâtes et de la soupe fraîche<br />
à base de trèfles, de pissenlits et autres mauvaises<br />
herbes. Pluk de wijk (littéralement : « Cueillez le quartier<br />
»), ainsi s’intitulait le petit livre de recettes que<br />
recevait chaque goûteur. En juillet, Ann a mis sur pied<br />
un premier atelier avec les habitants. Sa propre présence<br />
l’a fait réfléchir au rôle du visiteur et du visité.<br />
Aux voyages et aux formes connexes de tourisme. Au<br />
fait de regarder et d’être regardé. Elle a imaginé, pour<br />
le festival Club Cité, une agence de voyages qui offre<br />
la chance unique de séjourner chez les habitants du<br />
quartier et de mettre un pied dans leur vie. On peut<br />
également opter pour un échange de maisons ou<br />
d’autres formules. Elle nous emmène ensuite à la<br />
découverte du quartier, proposant trois possibilités<br />
de promenades. L’une articulée autour de la migration<br />
des plantes et des animaux, inspirée par les jardins<br />
de Gilles Clément. L’autre racontant l’histoire du<br />
quartier, et la troisième qui se déroule entièrement<br />
dans l’un des blocs (P.17). Durant la fête, un autre invité<br />
remarqué était Mohamed Ouachen. Caméra à la<br />
main, il recueillait récits et portraits (P.23)<br />
Ce soir-là, le soleil se couchait sur la Cité Modèle,<br />
jetant sur la place Haute les ombres somptueuses<br />
des lettres grandeur nature ALL PROBLEMS CAN NE-<br />
VER BE SOLVED, qui recouvraient, le long d’une des<br />
galeries, toute la largeur de la place. De l’autre côté<br />
de la place, une tribune avait été installée et, sur la<br />
scène, des microphones et deux armoires d’archives<br />
avec, sur chaque porte, une lettre de l’alphabet. Le<br />
tableau d’information invitait au congrès qui allait<br />
se tenir ce soir-là. On a parlé de tous les problèmes.<br />
Plus tard, le silence envahissait à nouveau la place.<br />
Sur le tableau, le plan utopique de Braem avait été<br />
remplacé par des hommes penchés qui étudiaient<br />
une maquette. Dans leur pièce de l’appartement<br />
7E, Jozef et son « Bureau des Architectes » faisaient<br />
entre-temps la même chose. ALL PROBLEMS CAN<br />
NEVER BE SOLVED sera une histoire entre vérité et<br />
imaginaire, sur le sens et le non-sens de l’architecture<br />
dans le monde des problèmes.<br />
Tandis qu’Ann, Jozef, Mohamed et Ruud Gielens<br />
P.21) s’immergeaient dans la Cité Modèle, nous,<br />
dans notre port d’attache, le local de répétition du<br />
<strong>KVS</strong>, mijotions une pièce réalisée non dans mais<br />
spécialement pour le quartier. Avec un lien de fond<br />
clair par rapport à la réalité locale : Skieven est<br />
l’insulte bruxelloise lancée à la tête de l’architecte,<br />
mais aussi le titre d’une comédie grinçante signée<br />
Thomas Gunzig (e.a. auteur de Raymond) sur la rencontre<br />
entre l’architecte et l’habitant. Les deux sont<br />
contents, si ce n’est que l’habitant n’a pas de place<br />
pour son aspirateur… Guy Dermul met en scène<br />
Nico Sturm et David Dermez, et Kaat De Windt<br />
joue sur l’orgue Hammond. À voir dans la salle de<br />
théâtre originale de la Cité Modèle, la splendide<br />
Cité Culture (P.15).<br />
En ce qui me concerne, les préparatifs de ces festivals<br />
m’ont valu une nouvelle rencontre avec la ville<br />
dans laquelle je vis et travaille. Cette sortie de mon<br />
univers m’a beaucoup appris. Un périple agréable,<br />
tantôt époustouflant mais tantôt aussi écœurant. La<br />
signification de tous ces événements ne se révélera<br />
dans sa totalité qu’au terme de l’aventure. Et votre<br />
venue et vos réactions sont indispensables ! À bientôt<br />
dans la Cité Modèle.<br />
TOK TOC KNOCK?<br />
Avec Tok Toc Knock, le <strong>KVS</strong> prend le temps,<br />
pendant toute une saison, de se déployer dans<br />
la ville où il est ancré. Nous quittons donc notre<br />
zone de confort et nos habitudes pour aller<br />
nous poser à 3 quartiers particuliers: la Cité<br />
Modèle à Laeken, Saint-Josse et le Quartier Européen.<br />
17 artistes s’y sont installés, et feront une<br />
formidable récolte; fruit d’un lien intense avec<br />
l’environnement direct et ses habitants. Leurs<br />
créations sont présentées au cours de 3 festivals.<br />

SEE YOU IN <strong>LAEKEN</strong><br />
— Willy Thomas, theatre-maker, actor and coordinator of Tok Toc Knock<br />
On 17 November the first Tok Toc Knock festival will<br />
at last kick off in the Cité Modèle, the estate which,<br />
as an architectural model, was a not-to-be-missed<br />
attraction at Expo 58. It was the model of what would<br />
later become a miniature world. A scale world. Or<br />
better yet a scale city, since if anything will hold the<br />
world’s attention this century, it will be the city. Urbanization<br />
of the planet is one of today’s most pressing<br />
issues. Anti-urban sentiment resonated loudly in<br />
the latest local elections, even in the smallest villages,<br />
and Brussels always emerged as the prime culprit.<br />
Tok Toc Knock allows us to immerse ourselves in<br />
the city and get to grips with its complex reality, like<br />
curious travellers who are eager to learn, and who,<br />
armed with an open mind and a sense of nuance, go<br />
against the current of the anti-urban movement.<br />
The Cité Modèle is a social housing estate. It always<br />
has been, but at the time it was built that term<br />
didn’t have the meaning it has today. Unemployment<br />
was negligible. Social housing was for low-income<br />
workers. Today only 15% of the area’s residents are<br />
active in the labour market. The demographic boom<br />
and growing gap between rich and poor are thorny<br />
issues for future city dwellers. Their prospects as<br />
regards affordable housing are under increasing<br />
pressure. Today, in Brussels alone, 38,000 families<br />
are waiting to be housed. The private sector has kept<br />
its distance. It’s not that new buildings are not being<br />
erected. On the contrary, shopping centres are<br />
popping up all over the place, as are residences for<br />
a moneyed elite. But the individual in this story is<br />
devaluing faster than any currency. The individual in<br />
this story has nowhere to go to find justice.<br />
So what is the way forward? And what can architecture<br />
(art) mean in today’s housing crisis? We<br />
will discuss these issues at length during the opening<br />
of the festival on 17 November, with a thorough<br />
round-table discussion in the capable hands of Eric<br />
Corijn (P.08).<br />
The discussion will be followed by the Grand<br />
Opening of ALL PROBLEMS CAN NEVER BE SOLVED<br />
by Jozef Wouters (P.11). In April of this year J. Wouters<br />
was given the use of apartment 7E in block 8 of<br />
the Cité Modèle. Since then, he is making his way<br />
there early in the morning and leaving late at night.<br />
The first phase of his work focused on study and research.<br />
He explored how, as an artist, he could relate<br />
to the context of this complex place. ‘No one seems<br />
to be waiting for your arrival, if you are at all welcome’.<br />
Jozef decided to establish himself as an ‘architect’<br />
on the estate and to gather a group of architects<br />
around him. In mid August he set up his ‘Bureau<br />
des Architectes’ in ‘his’ apartment, and a large information<br />
board was installed on Place Haute, featuring<br />
the plan of the square as drawn by the area’s real<br />
architect, Renaat Braem. The plan shows Braem’s<br />
unexecuted project for this 1,600 m 2 square that<br />
was intended as a meeting and discussion place,<br />
inspired by the Arabic souk and Greek agora. Jozef<br />
then built an outdoor office in limestone with a large<br />
postbox which could receive all the area’s problems.<br />
The architects sent the residents a letter and received<br />
drawers full of problems in return, on three<br />
scales: minor problems and individual complaints;<br />
problems with the estate and the city; and lastly<br />
global problems. Since then architects have been<br />
coming and going with models, materials and plans<br />
in their heads. Now that building is taking place on<br />
the estate, perhaps its appearance will change? Curiosity<br />
is growing, passers-by stop to ask questions<br />
or contribute something. The agora is taking shape.<br />
A celebration was held on Place Basse in the Cité<br />
Modèle on 22 September. A tent was erected where<br />
Ann Van de Vyvere and Catherine Evrard presented<br />
curious passers-by with wraps, pasta and fresh soup<br />
made from clovers, dandelions and other weeds. The<br />
little book of recipes which each taster received was<br />
titled Pluk de wijk (Pluck the estate). In July Ann conducted<br />
an initial workshop with residents. Her own<br />
presence led her to reflect on the role of the visitor<br />
and the visited. On travelling and related forms of<br />
tourism. On observing and being observed. She set<br />
up Club Cité for the occasion, a travel agency offering<br />
a unique opportunity to spend a night with the<br />
area’s residents and share a moment of their lives.<br />
One can also opt for a house swap or other formulas.<br />
Furthermore, it is possible to discover the area on<br />
three possible walks: the first, inspired by Gilles Clément’s<br />
gardens, centres on the migration of plants<br />
and animals; the second focuses on the estate’s history;<br />
and the third takes place entirely within one of<br />
the blocks. (P.17) Mohamed Ouachen was also a notable<br />
guest during the event. Armed with his video<br />
camera, he collected stories and portraits. (P.23)<br />
As the sun went down in the Cité Modèle on the<br />
evening of 22 September, it cast beautiful shadows<br />
over Place Haute of the life-size letters ALL PROB-<br />
LEMS CAN NEVER BE SOLVED, which filled the entire<br />
length of one of the square’s galleries. A stage was<br />
erected on the other side of the square, with microphones<br />
and two archive cabinets, with a letter of the<br />
alphabet on each of their small drawers. The information<br />
board invited people to attend the forum on the<br />
square that evening, and all the problems were discussed.<br />
Later that night the square grew quiet once<br />
again. In the meantime, the plan of Braem’s utopian<br />
project was replaced on the information board by a<br />
picture of men studying a model. Meanwhile, in their<br />
room in apartment 7E, Jozef and his ‘Bureau des Architectes’<br />
are doing just that. ALL PROBLEMS CAN<br />
NEVER BE SOLVED becomes a story set between the<br />
real and the imaginary, a story about the meaning, or<br />
lack thereof, of architecture in the world of problems.<br />
While Ann, Jozef, Mohamed and Ruud Gielens (P.21)<br />
were immersing themselves in the Cité Modèle, a<br />
project was being prepared in our headquarters, the<br />
<strong>KVS</strong> rehearsal space. This project was created not<br />
within, but specially for the estate, and connected<br />
directly to the local reality: Skieven is a Brussels<br />
insult for architect and also the title of a caustic<br />
comedy by the Brussels author Thomas Gunzig (the<br />
author of Raymond and other writings) about an encounter<br />
between an architect and a resident of the<br />
block he designed. Both are pleased, except that the<br />
resident has no room for his vacuum cleaner… Guy<br />
Dermul directs Nico Sturm and David Dermez, Kaat<br />
De Windt plays the Hammond organ. Come and see it<br />
in the original theatre of the Cité Modèle, the beautiful<br />
Cité Culture (P.15).<br />
As for me, the preparations for these festivals led<br />
me to discover anew the city where I live and work.<br />
The experience of leaving my den taught me a lot.<br />
It was a pleasant, occasionally breathtaking and at<br />
times also stinking journey of discovery. The significance<br />
of the event will only make itself felt in full<br />
once this adventure has come to an end. And for that<br />
your involvement and reactions are indispensable!<br />

N De architecten van de Modelwijk wilden absoluut<br />
dat hun ‘stad’ gebouwd zou zijn voordat de wereldexpo<br />
van ’58 van start ging, opdat de wereld haar eigen toekomst<br />
zou kunnen bewonderen. Toen bleek dat enkel<br />
de fundamenten tijdig klaar zouden zijn, besteedden<br />
de architecten dag en nacht aan het bouwen van een<br />
prachtige maquette. De kartonnen miniatuur maakte<br />
hun verlangen zichtbaar en hun ideeën bespreekbaar.<br />
Beton en glas waren voor later. Hun strategie werkte:<br />
tijdens de expo kwamen er 42 miljoen bezoekers naar<br />
de miniatuurstad van de Modelwijk kijken – iedereen<br />
sprak erover. Niemand die toen wist dat de maquette<br />
nooit helemaal gerealiseerd zou worden.<br />
Met dezelfde strategie trekt kunstenaar Jozef Wouters<br />
60 jaar later naar diezelfde Modelwijk. Als ‘architecte<br />
à peu près’ begeeft hij zich tussen de restanten<br />
van de utopie van Braem en de condition humaine<br />
van de huidige bewoners. Hij stelt er vast dat de één<br />
zijn gebouwd verlangen niet noodzakelijk dat van een<br />
ander is en richt het ‘Bureau des Architectes’ op in<br />
appartement 7E van Gebouw 8. Samen met architecten,<br />
kunstenaars en buurtbewoners start Jozef zijn<br />
onderzoek naar de zin en onzin van onze probleemoplossende<br />
reflex. Geregisseerd door het lijvig archief<br />
gevuld met problemen van de bewoners, de wijk, en<br />
de wereld tout court, wordt het handelsmerk van ‘Bureau<br />
des Architectes’ het vormgeven van verlangens<br />
in schaal 1:1000 tot 1:1. Zonder onderscheid in belang<br />
leggen ze een verzameling maquettes aan van verlangens<br />
die alleen maar nieuwe vragen oproepen: wat is<br />
ons collectieve verlangen? Waaraan bouwen we? Kunnen<br />
we überhaupt problemen oplossen?<br />
Aan het eind, in de tentoonstelling ALL PROBLEMS<br />
CAN NEVER BE SOLVED, toont Jozef ons de arbeid<br />
van de Architect. De eeuwige probleemoplosser tegen<br />
beter weten in. Kan de Architect antwoord geven op<br />
de vraag wat architectuur kan doen in een wijk waar<br />
oneindig veel verschillende noodzaken zijn? Tasten<br />
zijn oplossingen de realiteit aan of vooral het verlangen<br />
dat verborgen zat in het probleem? Kan hij de<br />
mogelijkheden die verloren gingen toen verlangens<br />
versteenden in budgetten, bouwschema’s, masterplannen,<br />
preventie en exploitatierechten, opnieuw<br />
leesbaar en bespreekbaar maken? Kan de Architect<br />
twijfelen en toch blijven bouwen?<br />
F Les architectes de la Cité Modèle tenaient absolument<br />
à ce que leur « ville » soit construite avant<br />
l’inauguration de l’Expo universelle de ‘58, afin que<br />
le monde entier puisse admirer son propre avenir.<br />
Lorsqu’il est apparu que seules les fondations<br />
seraient prêtes à temps, les architectes se sont lancés<br />
jour et nuit dans la réalisation d’une magnifique<br />
maquette. La miniature en carton a rendu leur désir<br />
visible et leurs idées abordables. Pour le béton et le<br />
verre, on verrait plus tard. Et leur stratégie a payé : durant<br />
l’Expo, 42 millions de visiteurs ont défilé devant<br />
la ville miniature de la Cité Modèle. La maquette était<br />
sur toutes les lèvres… À l’époque, personne ne savait<br />
qu’elle ne verrait jamais entièrement le jour.<br />
Suivant la même stratégie, l’artiste Jozef Wouters<br />
s’arrête 60 ans plus tard sur cette même Cité Modèle.<br />
« Architecte à peu près », il s’aventure entre les vestiges<br />
de l’utopie de Braem et la condition humaine des<br />
habitants d’aujourd’hui. Il constate que le désir architectural<br />
de l’un ne fait pas nécessairement le bonheur<br />
de l’autre et il crée le « Bureau des Architectes » dans<br />
l’appartement 7E du Bloc 8. Avec des architectes, des<br />
artistes et des riverains, Jozef se lance dans l’examen<br />

vouloir résoudre les problèmes. Orientée par les volumineuses<br />
archives remplies de problèmes des habitants,<br />
du quartier, et du monde tout court, la marque<br />
de fabrique du « Bureau des Architectes » devient le<br />
façonnement de désirs à l’échelle 1:1000 à 1:1. Sans<br />
distinction en termes d’importance, ils construisent<br />
une collection de maquettes constituées de désirs<br />
qui ne font que soulever de nouvelles questions : quel<br />
est notre désir collectif ? Que bâtissons-nous ? Pouvons-nous<br />
résoudre tous les problèmes tout court ?<br />
À la fin, dans l’exposition ALL PROBLEMS CAN NEVER<br />
BE SOLVED, Jozef nous présente le travail de l’Architecte.<br />
L’éternel solutionneur de problèmes à tort et à<br />
raison. L’Architecte peut-il répondre à la question de<br />
savoir ce que l’architecture peut apporter dans un<br />
quartier où les besoins sont tellement différents ?<br />
Ses solutions touchent-elles la réalité, ou plutôt le<br />
désir dissimulé derrière le problème ? Peut-il à nouveau<br />
matérialiser et exprimer les possibilités qui se<br />
sont perdues lorsque les désirs se sont fossilisés en<br />
budgets, calendriers de construction, master plans,<br />
prévention et droits d’exploitation ? L’Architecte peutil<br />
douter et malgré tout continuer à bâtir ?<br />

E The architects of the Cité Modèle were determined<br />
that their ‘town’ would be built before the 1958<br />
world exhibition started, so that the world could admire<br />
its own future. When it turned out that only the<br />
foundations would be ready on time, the architects<br />
worked day and night on building a superb model.<br />
This cardboard miniature made their wishes visible<br />
and enabled their ideas to be discussed. Concrete<br />
and glass would come later. Their strategy worked:<br />
during the exhibition, 42 million visitors came to look<br />
at the miniature Cité Modèle town – everyone was<br />
talking about it. At the time, no one knew that the<br />
real thing would never be completed.<br />
60 years later, the artist Jozef Wouters went to this<br />
very Cité Modèle with the same strategy in mind. As<br />
‘more or less an architect’, he spent time amidst the<br />
remnants of Braem’s utopia and the living conditions<br />
of its present residents. He observed that the<br />
buildings that represent one man’s desires are not<br />
necessarily the same as another’s, and as a consequence<br />
he set up his ‘Bureau des Architectes’ in flat<br />
7E of Building 8. Together with architects, artists<br />
and local residents, Jozef started his research into<br />
the sense and nonsense of our problem-solving reflex.<br />
Guided by a voluminous archive filled with the<br />
problems of the residents, the district and the world<br />
in general, the ‘Bureau des Architectes’ took it upon<br />
itself to give shape to people’s wishes on a scale of<br />
1:1000 to 1:1. Making no distinctions in degree of<br />
importance, they built up a collection of models of<br />
desires that only raise new questions: what is our<br />
collective desire? What are we building? Can we actually<br />
solve problems at all?<br />
At the end of all this, in the exhibition ALL PROBLEMS<br />
CAN NEVER BE SOLVED, Jozef shows us the work of<br />
the Architect. The eternal problem-solver – against<br />
his own better judgement. Can the Architect give an<br />
answer to the question of what architecture can do<br />
in a district where there is an infinite variety of necessities?<br />
Do his solutions erode the reality or above<br />
all the desire that lay hidden in the problem? Can<br />
he once again open up to view and discussion those<br />
possibilities that were lost when desires fossilised<br />
into budgets, building schedules, master-plans,<br />
prevention and operating rights? Can the Architect<br />
doubt and yet still keep on building?<br />

N In zijn vlammende pamflet Het lelijkste land<br />
ter wereld (1968) schetst architect Renaat Braem<br />
(1910 – 2001) een dag uit het leven van een Vlaams<br />
gezin. Alles loopt verkeerd, omdat de stedenbouwkundige<br />
regels helemaal niet beantwoorden aan de<br />
menselijke noden. Braem, ontwerper van De Modelwijk,<br />
zag de klasseloze maatschappij als einddoel<br />
van een revolutionaire hervorming van de samenleving<br />
die door zijn architectuur vorm zou krijgen. Voor<br />
Skieven schrijft Thomas Gunzig (o.a. Raymond) een<br />
komedie waarin een visionaire architect met trots<br />
zijn meesterwerk bewondert: een sociaal woonblok<br />
waar zich net een hondertal families hebben gevestigd.<br />
Een opgetogen bewoner komt hem vertellen<br />
dat werkelijk alles perfect is aan zijn woning. Op één<br />
schoonheidsfoutje na: zijn vrouw vindt geen plek om<br />
haar stofzuiger op te bergen…<br />
“Wat wil je nog meer als speler dan een goed en uitermate<br />
grappig verhaal, met vlammende goed bekkende<br />
dialogen, vernuftig geconstrueerd, dat over<br />
zoveel meer gaat dan het op het eerste gezicht lijkt.<br />
Thomas Gunzig etaleert zijn kennis niet, de boeken<br />
over Braem en Le Corbusier bleven opgeborgen, en<br />
toch lijkt het alsof hij de geest van die geschriften in<br />

wereld (Le Pays le plus laid du monde) (1968), l’architecte<br />
Renaat Braem (1910 – 2001) esquisse la journée<br />
d’une famille flamande. Tout va à vau-l’eau parce<br />
que les règles urbanistiques ne répondent en rien<br />
aux besoins humains. Braem, concepteur de la Cité<br />
Modèle, voyait la société sans classes comme but<br />
ultime d’une réforme révolutionnaire de la société,<br />
qui allait être formatée par son architecture. Thomas<br />
Gunzig (e.a. Raymond) nous offre, avec Skieven, une<br />
comédie mettant en scène un architecte visionnaire<br />
qui admire avec fierté ce qu’il considère comme un<br />
de ses chefs-d’œuvres : un immeuble social, dans<br />
lequel une centaine de familles viennent de s’installer.<br />
Un des nouveaux habitants vient à sa rencontre.<br />
Il est très heureux de son nouveau logement, à une<br />
imperfection près : son épouse n’a trouvé aucun endroit<br />
où ranger son aspirateur…<br />
« Que demander de plus en tant qu’acteur qu’une<br />
bonne histoire drôlissime, avec des dialogues enflammés<br />
et bien balancés, ingénieusement construite, qui<br />
creuse bien plus loin que ce qu’il n’y paraît au premier<br />
regard. Thomas Gunzig n’étale pas son savoir,<br />
enfermé dans les livres sur Braem et Le Corbusier,<br />
et pourtant, c’est comme s’il s’était imprégné de<br />
l’esprit de ces ouvrages. Étrange, captivant, brillant,<br />

duizenden planten en kruiden. Ze komen,<br />
net als de bewoners van de wijk, vanuit<br />
alle hoeken van de wereld. Maar hoe zijn<br />
ze hier terecht gekomen? Wanneer planten<br />
reizen, botsen ze op dezelfde uitdagingen<br />
als mensen: transport, grenzen,<br />
wetgeving, illegaliteit, overlevingstactieken…<br />
Lieve Galle, herboriste, leidt je rond<br />

N De Cité Modèle moest door zijn monumentaliteit<br />
en rationaliteit een universele<br />
woonwijk worden voor de universele mens:<br />
een waarlijk utopisch-ideologisch project<br />
met buitengewone proporties. Architect<br />
Renaat Braem tekent een wijk uit die<br />
moest gelden als stad van de toekomst,<br />
een wijk die als een fenix uit de stedelijke<br />
chaos zou verrijzen. Braems bedoeling<br />
was om met de Cité Modèle een eiland te<br />
vormen van bewust onderstreepte orde en<br />
klaarheid.<br />
Vandaag leven meer dan 2.000 bewoners<br />
met 44 verschillende nationaliteiten<br />
samen in dezelfde cité. Heeft deze utopische<br />
architectuur ook invloed op de mensen<br />
die erin wonen? In hoeverre maakt de<br />
modelwijk van hen ook modelburgers? Hoe<br />
leven mensen in een wijk die werd aangekondigd<br />
als het model van de toekomst nu<br />
die toekomst op zich al zoveel decennia<br />
achter ons ligt?<br />
We bezoeken dit afgelegen Utopia als een<br />
eiland gelegen in een plooi aan de rafelrand<br />
van de stad, net voorbij het laatste station<br />
op lijn 6 (Koning Boudewijn).<br />
Stefan Moens is docent journalistiek aan<br />
de Erasmushogeschool Brussel en sinds<br />
15 jaar gids bij Brukselbinnenstebuiten. Hij<br />
verzamelt verhalen over de stad.<br />
F Par sa monumentalité et sa rationalité,<br />
la Cité Modèle ambitionnait de devenir un<br />
quartier universel pour l’homme universel.<br />
Ce projet utopique et idéologique, aux<br />
proportions hors du commun, est l’œuvre<br />
de l’architecte Renaat Braem. Sa volonté<br />
était de concevoir un quartier annonçant<br />
ce que serait la ville du futur, un quartier<br />
qui renaît du chaos urbain, tel un phénix.<br />
L’intention de Braem était de faire de la<br />
Cité Modèle une île d’ordre et de clarté<br />
consciemment accentués.<br />
Les habitants sont plus de 2.000 de 44<br />
nationalités différentes à vivre actuellement<br />
dans cette cité. Cette architecture<br />
utopique a-t-elle aussi une influence sur<br />
les occupants ? Dans quelle mesure la Cité<br />
Modèle fait-elle d’eux des citoyens modèles<br />
? Comment les habitants vivent-ils<br />
dans un quartier prophétisé jadis comme<br />
le modèle du futur, maintenant que ce<br />
« futur » appartient au passé depuis des<br />
décennies ?<br />
Nous visitons cette Utopie isolée comme<br />
une île de la périphérie qui s’effiloche, à<br />
proximité immédiate de la dernière station<br />
de métro (Roi Baudouin) de la ligne 6.<br />

guide à Brukselbinnenstebuiten depuis<br />
15 ans. Il collectionne avec passion les<br />

E Through its monumentality and rationality,<br />
the Cité Modèle was meant to become<br />
a universal district for the universal<br />
person: a truly utopian-ideological project<br />
with unusual properties. Architect Renaat<br />
Braem traced out a district that was to be<br />
regarded as the city of the future, a district<br />
that would rise out of the urban chaos like<br />

We visit this remote far-off Utopia as an island<br />
lying in a fold on the frayed edge of the<br />
city, just past the last stop on line 6 (King<br />
Baudouin station).<br />

N Enkele jaren terug vonden in <strong>KVS</strong> geregeld<br />
Mancha!’s plaats, revue-achtige avonden<br />
die op korte tijd werden gemaakt en<br />
direct inspeelden op de maatschappelijke<br />
actualiteit. Ruud Gielens haalt dit concept<br />
terug van onder het stof en vertaalt het<br />
naar de context van Tok Toc Knock. Centraal<br />
staat de vraag hoe globale ontwikkelingen<br />
zich verhouden tot de lokale context<br />
van een Brusselse wijk en haar bewoners.<br />
Deze nieuwe, ‘glokale’ Mancha!’s strijken<br />
neer in elk van de drie Tok Toc Knockwijken.<br />
Mancha! Modelwijk krijgt vorm op<br />
basis van gesprekken en workshops met<br />
wijkbewoners.<br />
F Il y a quelques années, le <strong>KVS</strong> accueillait<br />
régulièrement en soirée la revue Mancha!<br />
Son contenu était élaboré en un temps très<br />
court et réagissait directement à l’actualité<br />
sociale du moment. Ruud Gielens en<br />
ressuscite le concept en le transposant<br />
dans le contexte de Tok Toc Knock. Quelle<br />
influence l’évolution de la société globale<br />
exerce-t-elle sur le contexte local d’un<br />
quartier bruxellois et sur la vie de ses habitants<br />
: voilà la question que se poseront<br />
ces nouvelles Mancha!’s « glocales », organisées<br />
dans chacun des trois quartiers Tok<br />
Toc Knock. Mancha! à la Cité Modèle prend<br />
forme sur base de débats et d’ateliers avec<br />
les habitants du quartier.<br />
E A few years ago Mancha! events were<br />
held regularly in the <strong>KVS</strong>. They were revuetype<br />
evenings that were made in a short<br />
time and focused specifically on current<br />
social situations. Ruud Gielens takes this<br />
concept off the shelf again and translates<br />
it into the context of Tok Toc Knock. It’s all<br />
based on the question of how global developments<br />
are related to the local context<br />
of a Brussels’ district and its residents.<br />
These new, ‘glocal’ Mancha!’s descend<br />
on each of the three Tok Toc Knock districts.<br />

N Mohamed Ouachen kennen we als begenadigd<br />
speler en stand-upcomedian op<br />
de planken (o.a. Rue du Croissant van Philippe<br />
Blasband) en op tv. Maar hij is ook<br />
auteur van enkele documentaires die allemaal<br />
met zijn Brusselse roots te maken<br />
hebben. Voor Tok Toc Knock trekt Mohamed<br />
rond met zijn videocamera, zowel in<br />
de Modelwijk als later in Sint-Joost en de<br />
Europawijk. Hij zal zich als een hongerige<br />
nieuwsgierige onder de bewoners mengen<br />
en verhalen en portretten sprokkelen, die<br />
tijdens het festival op verrassende plekken<br />
en tijdstippen zullen opduiken. Kijk<br />
in de Modelwijk vooral goed rond op de<br />
Hoogplaats!<br />
F Nous connaissons Mohamed Ouachen<br />
surtout de ses one man shows à succès<br />
autant sur scène (e.a. Rue du Croissant de<br />
Philippe Blasband) qu’à la télé. Mais il est<br />
aussi l’auteur de quelques documentaires<br />
consacrés à ses racines bruxelloises.<br />
Pour Tok Toc Knock, Mohamed promènera<br />
sa caméra dans la Cité Modèle avant de<br />
se diriger plus tard vers Saint-Josse et le<br />
Quartier européen. Il se mêlera avidement<br />
aux habitants pour recueillir leurs histoires<br />
et esquisser les portraits de personnages,<br />
qui ne manqueront pas d’apparaître durant<br />
le festival, dans les endroits les plus étonnants<br />
et aux moments les plus inattendus.<br />
Soyez attentifs dans la Cité Modèle, en<br />
particulier du côté de la Place Haute !<br />

— Eric Corijn & Joachim Declerck<br />
Van 17 november tot 2 december verhuist <strong>KVS</strong><br />
naar de Modelwijk in Laken en deelt met het<br />
publiek de intense uitwisseling tussen wijk en<br />
artiesten. Onderstaand gesprek tussen Eric<br />
Corijn en Joachim Declerck vond plaats op<br />
donderdag 11 oktober in de Hazewee, het sociale<br />
restaurant in de Modelwijk. Corijn is professor<br />
sociale en culturele geografie en bezieler<br />
van Cosmopolis, een interdisciplinaire<br />
onderzoeksgroep over stad en stedelijkheid.<br />
Joachim Declerck is medeoprichter en programmadirecteur<br />
van Architecture Workroom<br />
Brussels, dat zowel met publieke als private<br />
partners studies opzet die tot doel hebben innovatieve<br />
antwoorden te ontwikkelen op architecturale<br />
en stedelijke uitdagingen. Het gesprek<br />
gaat over de Modelwijk ontworpen door<br />
architect Renaat Braem, over sociale woningbouw<br />
en stadsplanning, en bij uitbreiding over<br />
coproductie en delen. Welke impact kan architectuur<br />
hebben in het oplossen van de woonproblematiek?<br />
Want Brussel heeft, zoals de<br />
meeste grootsteden, een serieus probleem: de<br />
komende jaren moet er voor ongeveer 200.000<br />
mensen woonplaats bijkomen. En het is nu al<br />
dringen om een betaalbaar stekje te vinden.<br />
Dit gesprek wordt live verdergezet tijdens<br />
een rondetafel op 17 november in de<br />
Cité Culture (P.08).<br />
Corijn: De Modelwijk ligt in de tweede uitbreidingsgordel<br />
rond Brussel. Die tweede gordel is na<br />
de Tweede Wereldoorlog gegroeid in landelijk gebied,<br />
en is op een andere manier met het stedelijk<br />
weefsel verbonden dan de eerste gordel, die rond<br />
de oude Middeleeuwse stad, de Vijfhoek, ligt. Die<br />
oude kernstad is vanaf de Industriële Revolutie<br />
verbreed met industrieel en dichtbebouwd woonweefsel,<br />
in tegenstelling tot de tweede gordel die<br />
tot vandaag eigenlijk weinig dichtbevolkt is. We zitten<br />
hier bij de Heizelvlakte, in een wijk waarin de<br />
publieke ruimtes niet leven. Er zijn weinig winkels<br />
op de begane grond, en zeer weinig diensten. Het<br />
is dus een residentieel eiland in die tweede gordel.<br />
Als we in Brussel 200.000 nieuwe mensen moeten<br />
huisvesten binnen de komende 10 jaar, dan moet in<br />
die tweede gordel, en dus ook hier, een verdicht stedelijk<br />
weefsel komen.<br />

Declerck: De 20 ste -eeuwse verstedelijking is eigenlijk<br />
een amalgaam van visies, met weinig coherentie.<br />
Waar nu moet worden over nagedacht – en het ontbreekt<br />
aan echte visie binnen de architectuur – is:<br />
hoe creëer je met de bevolkingsgroei die er nu komt,<br />
meer stedelijke kwaliteit op die plekken waar we in<br />
de voorbije 50 tot 70 jaar hebben gebouwd via ideaalvisies?<br />
De Modelwijk is een typevoorbeeld van<br />
zo’n ideaalvisie. Braem was de eerste architect om zo<br />
drastisch de verstedelijking in België te veroordelen.<br />
Het lelijkste land ter wereld is één van zijn bekendste<br />
werken. Tegenover die lelijkheid werd een ideaalproject<br />
in stelling gebracht, een totaalvisie, waarin<br />
alle dimensies van het leven, van licht tot lucht, van<br />
publieke ruimte tot woonunits, werden vertaald in<br />
perfect doorgerekende modellen waarin de samenleving<br />
zich dan perfect thuis zou voelen, volgens de<br />
principes van het CIAM, het Congrès Internationale<br />
d’Architecture Moderne van Le Corbusier. (In de<br />
CIAM werden geplande steden gepropageerd, waarbij<br />
de functies als wonen, werken en recreëren van<br />
elkaar gescheiden zijn, nvdr) Dus zoveel oppervlakte<br />
voor de keuken, zoveel voor de badkamer. Vandaag<br />
zie je dat die modellen leiden tot een soort ideaalwereld<br />
die niet strookt met de werkelijkheid. De gezinssamenstelling<br />
klopt niet meer met de oppervlaktes<br />
van die appartementen. De manier waarop die open<br />
ruimte was bedacht, met prachtige schetsen van<br />
spelende kinderen en activiteit in die publieke ruimte,<br />
heeft niet gewerkt. Er is dus een probleem met<br />
dat ideaaldenken, met deze manier van formatteren,<br />
met dit recept.<br />
Bovendien zie je dat dit soort ideale wooneilanden<br />
steeds meer omringd wordt door andere verstedelijking,<br />
dat het eigenlijk geen eilanden meer zijn.<br />
Misschien is het net op de grens tussen die Modelwijk<br />
en de omliggende verstedelijking dat we de aanknopingspunten<br />
kunnen vinden om iets te doen. De<br />
Heizel bijvoorbeeld is nu een aangrenzend eiland<br />
van een tentoonstellingscomplex, maar misschien<br />
kan de Heizel een stadsdeel worden waarrond ook<br />
densiteiten kunnen worden georganiseerd. Dan breng<br />
je transformatie op gang.<br />
Misschien moeten we ‘publieke ruimte’ niet<br />
meer interpreteren als de lege (groen)ruimte tussen<br />
de blokken. In Bordeaux, bijvoorbeeld, rijdt een<br />
tram van het rijke centrum naar het arme, noordelijke<br />
deel van de stad, met grote en hoge sociale<br />
woningbouw. In die tram komt dat allemaal samen,<br />
dat is de mobiele publieke ruimte waar iedereen samenzit.<br />
We moeten de publieke ruimte niet meer lokaal<br />
denken maar op de schaal van de grootstad.<br />
Dat is de grote beweging die we moeten maken in<br />
Brussel. Met die grote bevolkingsstijging gaan we<br />
meer mensen in die tweede gordel moeten lokaliseren,<br />
die moet denser worden, dat worden centra<br />
op zich. En als we die dan kunnen verbinden in<br />
een interessant systeem via een massale hoeveelheid<br />
openbare vervoerslijnen, dan is de figuur van<br />
de stad niet enkel meer een centrifugale beweging,<br />
van het centrum naar de rand.<br />
Corijn: Braem stamt uit een periode van naoorlogs<br />
geloof in de wetenschap, in de technologie, in een<br />
maakbare wereld. Het Atomium hier vlakbij is daarvan<br />
het symbool. De kennis zou zodanig toenemen,<br />
dat we alle problemen zouden kunnen oplossen door<br />
wetenschap en technologie. Daardoor zou ook de arbeidsproductiviteit<br />
voortdurend toenemen en zouden<br />
we naar een vrijetijdsmaatschappij evolueren.<br />
Dat is een geloof dat niet bewaarheid is geworden.<br />
En bovendien mogen we ook niet vergeten dat Braem<br />
hier een woningcomplex heeft gebouwd voor mensen<br />
in een periode van algemene tewerkstelling; in<br />
zijn optiek gingen de mensen die hier woonden elke<br />
dag naar hun werk, waarschijnlijk zelfs met twee, en<br />
brachten ze een mooi inkomen mee.<br />
Vandaag heb je in Brussel 22% werkloosheid, in<br />
deze blokken gaat dat waarschijnlijk naar meer dan<br />
een derde. Dat betekent dat die wetenschappelijke<br />
benadering van ‘functionaliteit’ vandaag niet meer opgaat,<br />
want deze mensen hebben geen inkomen meer<br />
uit arbeid en moeten op een andere manier overleven.<br />
Daar is deze ruimtelijke constructie niet op bedacht.<br />
Er is heel weinig plaats voor informele economie, voor<br />
recyclage, voor koterij, voor opslag, voor herstelling,<br />
allemaal dingen die alternatieven kunnen bieden voor<br />
een regulier inkomen. Dus die moderne functionalistische<br />
planning heeft te weinig flexibiliteit om ook aan<br />
alternatieve leefvormen een plaats te geven.<br />
Declerck: Je ziet ook in andere landen dat vooruitgangsideaal<br />
aan het werk. De ongezonde levensomstandigheden<br />
van de arbeiders werden in dit soort<br />
modelwijken vervangen door licht, lucht en ruimte<br />
om de vuile werkomstandigheden te compenseren;<br />
men bood hen ordentelijke leefomstandigheden om<br />
in die vuile industriële samenleving te functioneren<br />
voor het werk.<br />
Maar die ene logica heeft momenteel plaatsgemaakt<br />
voor informaliteit, zeker voor dat deel van de<br />
bevolking dat dermate aangroeit. Het is via de informaliteit<br />
van het kleine ondernemerschap, via de<br />
makersindustrie, de kleinschalige initiatieven, dat<br />
die mensen in de toekomst een gezond inkomen<br />
kunnen hebben. Dat moeten we ondersteunen, daar<br />

moeten we plek aan geven. Het ideaaldenken laat<br />
dat niet toe. De dramatische bevolkingsgroei dreigt<br />
te leiden tot eenvormige recepten, en dat moeten<br />
we absoluut vermijden in Brussel. Niet het torengebouw<br />
an sich is een probleem, wel het denken<br />
dat je met één oplossing het gehele probleem kan<br />
aanpakken. Dat soort denken, dat losstond van de<br />
complexiteit van de stad waar de gedeelde ruimte<br />
essentieel is, dat is een oude fout die we niet meer<br />
kunnen maken.<br />
Corijn: Hier komt verdichting, er komen meer<br />
mensen, dat betekent dat deze wijk ook een multifunctioneel,<br />
en niet alleen een residentieel karakter<br />
moet krijgen. Er moet een andere activiteit komen<br />
dan alleen maar wonen, uitgaande van het potentieel<br />
dat hier is. De mensen zijn van verschillende<br />
afkomst, leiden geen gelijksoortige levens. Maar<br />
voorlopig is er geen platform om die diversiteit van<br />
mogelijke activiteit zichtbaar te maken. Trouwens,<br />
de mensen leven in hun afgesloten appartement,<br />
er is nauwelijks gedeelde tussenruimte. We moeten<br />
hier dingen bedenken die ook aantrekkelijk kunnen<br />
zijn voor andere gebruikers van de stad, zodat mensen<br />
voor bepaalde dingen naar hier komen, ook al<br />
wonen ze hier niet. Dat kan door een infrastructuur<br />
van diensten of winkels, of tijdelijk door interessante<br />
markten. Dan wordt zo’n plek verbonden, brengt<br />
ze mensen aan, waardoor het een place to be kan<br />
worden en niet alleen een place to flee.<br />
Dus is de opdracht, niet alleen voor architecten,<br />
maar ook voor artiesten of creatieve mensen, om<br />
daar experimenteel, bij wijze van tijdelijk labo, het<br />
potentieel van te laten zien. Festivals of tijdelijke<br />
interventies zouden moeten exploreren wat er in de<br />
gekste tijden mogelijk is. Dus niet op een functionele<br />
manier utopieën bedenken, zoals Braem deed. Maar<br />
de dromen uittesten van de mensen die hier wonen.<br />
Dat zou de zin van Tok Toc Knock kunnen zijn. Met de<br />
mogelijkheid dat verwezenlijkingen naderhand een<br />
permanent(er) karakter kunnen krijgen, door overheid,<br />
door investeringen, enzovoort.<br />
Declerck: Ik denk dat we van het idee af moeten dat<br />
sociale woningen andere woningen zijn dan gewone<br />
woningen. De vraag die zich hier stelt is niet: moeten<br />
er meer sociale woningen komen of meer andere woningen?<br />
De vraag is wel: hoe maak je de stad? Stad<br />
betekent: een gedeelde ruimte waar je niet het gevoel<br />
hebt dat je op een eiland met gelijkgezinden zit.<br />
In de bestaande stad zie je dat een gebouw een bepaalde<br />
functie heeft en het volgend jaar een nieuwe.<br />
Die wanorde, die sequens, die overgangen, die veranderingen<br />
in de dynamiek worden vaak vanuit stedenbouwkundige<br />
planning beschouwd als een groot probleem,<br />
maar dat is net de essentie van een stad. Die<br />
dynamiek heeft geen plek in deze Modelwijk. Het is<br />
heel belangrijk om daar vanuit cultuur over na te denken.<br />
Zo’n festival kan die dynamiek zichtbaar maken,<br />
door de vragen die zich aandienen te formuleren, en<br />
daarna via coproductie met diegenen die het aan den<br />
lijve ondervinden, te komen tot een eerste reflectie.<br />
Dat is cultuur. Een reflectie die niet oplossingsgericht<br />
is maar die reveleert, toont, materialiseert.<br />
Corijn: En dat is één van de kritieken die we kunnen<br />
hebben op het stedelijk beleid en het sociaal beleid zoals<br />
dat gedacht werd: dat die Cité Modèle alles moest<br />
bevatten, dus eigenlijk moest je er nooit uitgaan. Alles<br />
zou hier zijn en dat heeft in kansarme buurten bijgedragen<br />
tot een zeker isolement, waar het beleid erop<br />
gericht is om alle voorzieningen in de nabijheid te hebben;<br />
een sportzaal, een zwembad, een school in plaats<br />
van een tram. We moeten aan de mensen duidelijk maken<br />
dat de stad groter is dan de buurt waarin ze wonen,<br />
dat ze evengoed in Woluwe mogen gaan zwemmen.<br />
De stad is beweging, is interactie, ook ruimtelijk, en in<br />
die zin moeten we ook nadenken met het festival. Het<br />
festival moet een aantal mensen van elders naar hier<br />
brengen. Maar de grote uitdaging, aan het eind van de<br />
rit, is dat de wijk ook naar <strong>KVS</strong> komt.<br />
Declerck: De taak van de ontwerper, en dan komen<br />
we bij de architect, is steeds minder geworden om de<br />
objecten van die stad te gaan ontwerpen, maar wel<br />
om synergieën tot stand te brengen, uitwisseling,<br />
plekken voor die uitwisseling te bedenken. Daarom<br />
moeten we stadsdelen niet ontwerpen als op zichzelf<br />
functionerende eilanden, er moet ‘gebrek’ zijn,<br />
zodat er voldoende vermenging komt. Je moet vooral<br />
niet denken dat je gelijkheid kan creëren. Gelijkheid<br />
is het slechtse principe om aan stedenbouw te doen.<br />
Een goed principe is, om vanuit ongelijkheid, vanuit<br />
verschil, synergieën te gaan organiseren. Maar dat<br />
betekent dat je een totale omslag moet krijgen in<br />
hoe je die plekken ontwerpt. Het begrip ‘delen’ is essentieel.<br />
Het zit voor een stuk in de architectuur van<br />
dit soort wijken vervat, maar moet nu herdacht worden.<br />
Een stad is een soort federatie. Federatie betekent<br />
verschil accepteren, niet tot eiland (laten) worden.<br />
We moeten de stad zien als een federatie van<br />
verschillende delen waartussen steeds uitwisseling<br />
blijft bestaan. En uitwisseling is altijd herverdeling.<br />

À LA PROBLÉMATIQUE<br />
DU LOGEMENT ?<br />
— Eric Corijn & Joachim Declerck<br />
Du 17 novembre au 2 décembre, le <strong>KVS</strong> déménage<br />
à la Cité Modèle à Laeken et partagera<br />
avec le public cet échange intense entre le<br />
quartier et les artistes. La discussion ci-dessous<br />
entre Eric Corijn et Joachim Declerck<br />
s’est tenue au Hazewee, le restaurant social<br />
de la Cité Modèle, le jeudi 11 octobre. Corijn<br />
est professeur de géographie sociale et<br />
culturelle et l’initiateur de Cosmopolis, un<br />
groupe d’étude interdisciplinaire sur la ville<br />
et l’urbanité. Joachim Declerck est le cofondateur<br />
et directeur de programme d’Architecture<br />
Workroom Brussels qui, s’entourant<br />
de partenaires tant publics que privés, mène<br />
des études dans le but de développer des réponses<br />
innovantes aux enjeux architecturaux<br />
et urbains. L’entretien porte sur la Cité Modèle<br />
dessinée par l’architecte Renaat Braem, sur la<br />
construction de logements sociaux et la planification<br />
urbaine et, par extension, sur la coproduction<br />
et le partage. Quel rôle peut jouer<br />
l’architecture dans la résolution de la problématique<br />
du logement ? Car Bruxelles, comme<br />
la plupart des métropoles, fait face à un sérieux<br />
problème : dans les années qui viennent,<br />
il faudra créer des logements pour quelque<br />
200.000 personnes. Et c’est déjà maintenant<br />
une gageure de dénicher un endroit abordable.<br />

Corijn : La Cité Modèle se trouve dans la deuxième<br />
ceinture de Bruxelles. Après la Deuxième Guerre<br />
mondiale, cette ceinture s’est développée en une<br />
zone rurale, ce qui lui vaut d’être reliée au tissu urbain<br />
d’une autre manière que la première ceinture<br />
qui entoure la vieille ville médiévale du Pentagone. À<br />
partir de la Révolution industrielle, ce vieux centreville<br />
s’est élargi jusqu’à former un tissu résidentiel<br />
industriel et densément urbanisé, contrairement à la<br />
deuxième ceinture qui n’est en fait, à ce jour, que peu<br />
densément peuplée. Nous nous trouvons ici près du<br />
plateau du Heysel, dans un quartier où les espaces<br />
publics ne vivent pas. Peu de magasins, très peu de<br />
services. Il s’agit d’une île résidentielle de la 2ème<br />
ceinture. Si nous devons loger à Bruxelles 200.000<br />
nouveaux habitants dans les dix prochaines années,<br />
cette deuxième ceinture – et donc cet endroit aussi<br />
– devra devenir un tissu urbain densifié.<br />
Declerck : L’urbanisation du 20ème siècle est en<br />
fait un amalgame de visions, manquant de cohérence.<br />
Notre réflexion aujourd’hui – et l’architecture<br />
manque de vraie vision – doit être alimentée<br />
par la question suivante : comment créer, face à<br />
la croissance démographique qui s’annonce, une<br />
plus grande qualité urbaine dans ces endroits où<br />
les constructions des 50 à 70 dernières années<br />
sont le fruit de visions idéales ? La Cité Modèle est<br />
l’exemple type d’une de ces visions idéales. Braem<br />
a été le premier architecte à condamner de manière<br />
aussi drastique l’urbanisation en Belgique.<br />
L’un de ses ouvrages les plus connus n’est-il pas<br />
Het lelijkste land ter wereld (Le pays le plus laid du<br />
monde)? Face à cette laideur, il a opposé un projet<br />
idéal, une vision totale, dans laquelle toutes les<br />
dimensions de la vie, de la lumière à l’air, de l’es-<br />
pace public aux unités résidentielles, ont été traduites<br />
en modèles parfaitement calculés, au sein<br />
desquels la société devait se sentir parfaitement<br />
à l’aise, selon les principes du CIAM, le Congrès International<br />
d’Architecture Moderne de Le Corbusier.<br />
(Le CIAM propageait l’idée de villes planifiées,<br />
distinguant les fonctions de l’habitat, du travail<br />
et de la récréation, ndlr) Donc autant de superficie<br />
pour la cuisine, autant pour la salle de bain. On<br />
voit aujourd’hui que ces modèles accouchent d’une<br />
forme de monde idéal qui ne correspond pas à la<br />
réalité. La composition familiale ne cadre plus avec<br />
les surfaces de ces appartements. La manière dont<br />
l’espace ouvert a été imaginé, avec de magnifiques<br />
croquis d’enfants en train de jouer et d’activité<br />
dans l’espace public, est un échec. Cette pensée<br />
idéale, ce type de formatage, ce type de recette,<br />
pose donc problème.<br />
On observe en outre que ce type d’îlot résidentiel<br />
idéal se retrouve de plus en plus encerclé par une<br />
autre forme d’urbanisation, qui n’en fait plus une<br />
île. C’est peut-être précisément à la frontière entre<br />
cette Cité Modèle et l’urbanisation environnante que<br />
nous pouvons trouver des pistes de solution. Le Heysel,<br />
par exemple, est aujourd’hui une île voisine d’un<br />
complexe d’exposition, mais le Heysel pourrait aussi<br />
devenir un quartier autour duquel s’organiseraient<br />
des densités. C’est ainsi que la transformation sera<br />
en marche.<br />
Nous ne devons peut-être plus interpréter « l’espace<br />
public » comme l’espace (vert) vide entre les<br />
blocs. À Bordeaux, par exemple, un tram relie le<br />
centre riche et la partie pauvre au nord de la ville,<br />
avec ses grands et hauts immeubles sociaux. Dans<br />
ce tram, c’est le mélange absolu, c’est l’espace public<br />
mobile où tout le monde prend place. Nous de-<br />

vons cesser de penser l’espace public localement,<br />
nous devons le faire à l’échelle de la métropole.<br />
C’est ce grand mouvement que nous devons oser à<br />
Bruxelles. Face au boom démographique, nous devrons<br />
localiser plus de monde dans cette deuxième<br />
ceinture, qui devra devenir plus dense, des centres<br />
en soi. Et si nous parvenons à les connecter dans<br />
un système intéressant via une foule de lignes de<br />
transport public, la morphologie de la ville ne se limitera<br />
plus à un mouvement centrifuge, du centre<br />
vers la périphérie.<br />
Corijn : Braem est issu d’une période de croyance<br />
d’après-guerre en la science, la technologie, et un<br />
monde façonnable. L’Atomium ici tout près en est<br />
le symbole. La connaissance allait progresser, si<br />
bien que nous allions pouvoir résoudre tous les<br />
problèmes par la science et la technologie. La productivité<br />
au travail n’allait plus cesser d’augmenter<br />
et nous allions évoluer vers une société de loisirs.<br />
Cette croyance ne s’est pas confirmée. De plus,<br />
nous ne pouvons pas oublier que Braem a construit<br />
ici un complexe de logements dans une période de<br />
plein emploi ; dans son optique, les gens qui habitaient<br />
ici allaient travailler tous les jours, probablement<br />
même à deux, et ramenaient un beau revenu.<br />
Aujourd’hui, on compte à Bruxelles 22 % de chômeurs<br />
; dans ces blocs, on dépasse probablement<br />
le tiers. Cela signifie que cette approche scientifique<br />
de « fonctionnalité » ne tient plus debout aujourd’hui,<br />
car ces gens n’ont plus de revenu de travail<br />
et doivent survivre d’une autre manière. Et à<br />
cela, cette construction spatiale n’avait pas songé.<br />
Il y a très peu de place pour l’économie informelle,<br />
pour le recyclage, le baraquement, l’entreposage,<br />
la réparation, toutes ces choses qui peuvent offrir<br />
des alternatives à un revenu régulier. Cette planification<br />
« fonctionnalistique » moderne manque donc<br />
de flexibilité pour donner une place à des modes de<br />
vie alternatifs.<br />
Declerck : On voit aussi dans d’autres pays cet<br />
idéal de progrès à l’œuvre. Les conditions de vie malsaines<br />
des ouvriers ont été remplacées, dans ce type<br />
de cités modèles, par la lumière, l’air et l’espace qui<br />
compensent les mauvaises conditions de travail ; on<br />
leur a offert des conditions de vie décentes pour travailler<br />
dans la puanteur de cette société industrielle.<br />
Mais cette logique cède maintenant la place à<br />
l’informalité, surtout pour cette partie de la population<br />
qui augmente tellement. C’est via l’informalité<br />
de la petite entreprise, via l’industrie de l’artisanat,<br />
les initiatives à petite échelle, que ces gens pourront<br />
disposer à l’avenir d’un revenu décent. C’est ce que<br />
nous devons soutenir, c’est ce vers quoi nous devons<br />
tendre. La pensée idéale ne le permet pas. Cette<br />
dramatique croissance démographique fait planer<br />
la menace de recettes uniformes et, cela, nous devons<br />
absolument l’éviter à Bruxelles. Si la construction<br />
de tours n’est pas un problème en soi, c’en est<br />
un de penser qu’une seule solution suffit à aborder<br />
l’ensemble du problème. Ce type de pensée, à mille<br />
lieues de la complexité de la ville où il est essentiel<br />
de partager l’espace, est une vieille erreur que nous<br />
ne pouvons plus commettre.<br />
Corijn : Ici, la densification est en marche, de nouveaux<br />
habitants s’installent, ce qui veut dire aussi<br />
que ce quartier doit avoir un caractère multifonctionnel,<br />
et pas seulement résidentiel. Il doit y avoir<br />
une autre activité que le seul logement, sur la base<br />
du potentiel ici présent. Les gens sont d’origines différentes,<br />
ils mènent des vies différentes. Mais pour<br />
l’heure, il n’existe pas de plate-forme pour rendre visible<br />
cette diversité d’activités possibles. D’ailleurs,<br />
les gens vivent enfermés dans leur appartement, il<br />
n’y a que peu d’espace partagé. Nous devons imaginer<br />
des choses qui peuvent être aussi attrayantes<br />
pour d’autres usagers de la ville, afin d’attirer ici des<br />
gens, même s’ils n’habitent pas ici, que ce soit par<br />

une infrastructure de services ou de magasins, ou<br />
temporairement par des marchés intéressants. C’est<br />
alors qu’on parviendra à connecter un tel endroit et<br />
à y amener des gens, de sorte que cet endroit puisse<br />
devenir a place to be et pas seulement a place to flee.<br />
La mission est donc, non seulement pour les architectes,<br />
mais aussi pour les artistes ou les créatifs,<br />
d’en montrer le potentiel de manière expérimentale,<br />
au moyen d’un labo temporaire. Des festivals ou d’interventions<br />
temporaires devraient explorer ce qui<br />
est possible en ces temps les plus fous. Il ne s’agit<br />
donc pas d’imaginer des utopies de manière fonctionnelle,<br />
comme Braem l’a fait, mais plutôt d’éprouver<br />
les rêves des gens qui habitent ici. Cela pourrait<br />
être le sens de Tok Toc Knock. Avec, en perspective,<br />
la possibilité que les réalisations puissent acquérir,<br />
après coup, un caractère (plus) permanent grâce aux<br />
autorités, aux investissements, etc.<br />
Declerck : Je pense que nous devons nous défaire<br />
de l’idée que les logements sociaux ne sont pas des<br />
logements ordinaires. La question qui se pose ici<br />
n’est pas : doit-il y avoir plus de logements sociaux<br />
ou plus d’autres logements ? Mais : comment créer la<br />
ville ? La ville veut dire : une sorte d’espace partagé<br />
où on n’a pas le sentiment de vivre isolé sur une île<br />
avec ses congénères. Dans la ville existante, on voit<br />
qu’un bâtiment a une certaine fonction et, l’année<br />
suivante, une autre. Cette anarchie, ce séquençage,<br />
ces conversions, ces changements de dynamique<br />
sont souvent considérés, au regard de la planification<br />
urbanistique, comme un grand problème, or c’est<br />
précisément l’essence d’une ville. Cette dynamique<br />
n’a pas de place dans cette Cité Modèle. Il est très<br />
important d’y réfléchir selon l’angle de la culture.<br />
Un festival comme celui-ci peut révéler cette dynamique,<br />
en formulant les questions qui se posent<br />
et, ensuite, en coproduction avec ceux et celles qui<br />
l’apprennent à leurs dépens, aboutir à une première<br />
réflexion. C’est cela, la culture. Une réflexion qui ne<br />
cherche pas une solution à tout prix, mais qui révèle,<br />
montre, matérialise.<br />
Corijn : Et c’est l’une des critiques que nous pouvons<br />
formuler à l’égard de la politique urbaine et de<br />
la politique sociale telles que nous les avons pensées<br />
: que cette Cité Modèle devait tout contenir, et<br />
qu’il ne fallait donc jamais en sortir. Tout serait ici,<br />
et cela a contribué dans les quartiers défavorisés<br />
à un certain isolement, dans le sens où la politique<br />
vise à concentrer tous les équipements à proximité ;<br />
une salle de sport, une piscine, une école, à la place<br />
d’un tram. Nous devons faire comprendre aux gens<br />
que la ville ne se limite pas au quartier dans lequel<br />
ils vivent, qu’ils peuvent tout aussi bien aller nager à<br />
Woluwe. La ville est mouvement, elle est interaction,<br />
y compris spatiale, et nous devons aussi orienter<br />
notre réflexion dans ce sens avec le festival. Le festival<br />
doit attirer ici des gens d’ailleurs. Mais, au final,<br />
le grand défi, c’est aussi d’attirer le quartier au <strong>KVS</strong>.<br />
Declerck : La tâche du créateur, et nous en venons<br />
ici à l’architecte, n’est plus tant de créer les<br />
objets de cette ville que de créer des synergies, un<br />
échange, des lieux d’échanges. C’est pourquoi nous<br />
devons veiller à ne pas concevoir des quartiers tels<br />
des îles ; il doit y avoir « un manque », pour favoriser<br />
un brassage suffisant. Il ne faut surtout pas penser<br />
qu’on peut créer l’égalité. L’égalité est le pire principe<br />
urbanistique. Un bon principe est d’organiser<br />
des synergies au départ de l’inégalité, au départ<br />
de la différence. Mais cela implique un revirement<br />
total dans la manière de concevoir ces endroits.<br />
La notion de « partage » est essentielle. Elle est en<br />
partie contenue dans l’architecture de ce type de<br />
quartier, mais il faut la repenser. Une ville est une<br />
sorte de fédération. Fédération signifie accepter la<br />
différence, ne pas (la laisser) devenir une île. Nous<br />
devons voir la ville comme une fédération où on<br />
continue à avoir un échange. Et l’échange est toujours<br />
une redistribution.<br />

between the neighbourhood and the<br />
artists. The following conversation between<br />
Eric Corijn and Joachim Declerck took place<br />
in the Hazewee, the social restaurant in the<br />
Cité Modèle on Thursday 11 October. Corijn<br />
is a professor of social and cultural geography<br />
and the inspiration behind Cosmopolis,<br />
an interdisciplinary urban research group.<br />
Joachim Declerck is co-founder and programme<br />
director at Architecture Workroom<br />
Brussels, which designs studies with public<br />
and private partners that aim to develop innovative<br />
responses to architectural and urban<br />
challenges. The discussion involves the<br />
Cité Modèle designed by the architect Renaat<br />
Braem, social housing development and urban<br />
planning and by extension coproduction<br />
and sharing. How can architecture influence<br />
the solution to the housing issue? Because,<br />
like most great cities, Brussels has a serious<br />
problem: additional homes for approximately<br />
200,000 people will be needed over the next<br />
few years and finding somewhere affordable<br />
is already a struggle.<br />

Corijn: The Cité Modèle is located in the second expansion<br />
belt around Brussels. This second belt developed<br />
in a rural area after the Second World War.<br />
It is linked to the urban fabric differently to the first<br />
belt, which is located around the mediaeval city, the<br />
Pentagon. This ancient city centre expanded in the<br />
form of industrial and densely-built residential areas<br />
as from the Industrial Revolution, in contrast to<br />
the second belt, which even now is not particularly<br />
densely populated. We are sitting near the Heysel<br />
plateau, in a district where public spaces are empty.<br />
There are hardly any shops at ground level and very<br />
few services. It is therefore a residential island in the<br />
second belt. If we need to house 200,000 new people<br />
in Brussels over the next ten years, then a dense<br />
urban fabric must be developed in this second belt,<br />
and that means here too.<br />
Declerck: Twentieth-century urbanisation is in fact<br />
a blend of visions with little coherence. What we<br />
must now consider, and architecture lacks a real vision<br />
for this, is: how to create greater urban quality<br />
in places which, over the last fifty to seventy years,<br />
have been built using ideal visions, bearing in mind<br />
the population growth that is taking place? The Cité<br />
Modèle is a typical example of this type of ideal vision.<br />
Braem was the first architect to condemn such<br />
drastic urbanisation in Belgium. The ugliest country<br />
in the world is one of his best-known works. In contrast<br />
to this ugliness, he put forward an ideal project,<br />
a total vision, in which all dimensions of life,<br />
from light to air, from public spaces to housing units,<br />
were translated into meticulously calculated models.<br />
In accordance with the principles of Le Corbusier’s<br />
CIAM, the Congrès Internationale d’Architecture<br />
Moderne (International Congress of Modern Archi-<br />
tecture) the community would feel perfectly at home<br />
in these models. (CIAM proposed planned cities in<br />
which functions such as living, working and recreation<br />
were separated, ed.) So there was a certain<br />
amount of space devoted to the kitchen, a certain<br />
amount for the bathroom, etc. Today we see that<br />
these models led to a sort of ideal world that didn’t<br />
correspond to reality. The family structure no longer<br />
corresponds to the spaces in these flats. The<br />
way the open space was designed, with beautiful<br />
sketches of children playing and activities in the<br />
public space, just didn’t work. So there is a problem<br />
with ideal thinking, with that kind of formatting<br />
and that kind of recipe. Furthermore, one increasingly<br />
sees these kinds of ideal residential islands<br />
surrounded by more urbanisation, so in fact they<br />
are not islands anymore. Perhaps it is just on the<br />
border between the Cité Modèle and the surrounding<br />
urbanisation that we can discover opportunities<br />
to do something. The Heysel for example is now<br />
an island adjacent to an exhibition complex, but<br />
perhaps the Heysel can become a part of the city<br />
around which densities can be created. Then we<br />
can set the transformation ball rolling.<br />
Maybe we should no longer interpret ‘public<br />
space’ as the empty (green) space between the<br />
blocks. In Bordeaux, for example, a tram drives from<br />
the wealthy centre of the city to the poor northern<br />
part of the city with its large, high-rise social housing<br />
developments. It all comes together in that tram,<br />
which is a mobile public space where everyone sits<br />
side by side. We must no longer think about public<br />
space on a local, but on a metropolitan scale. That is<br />
the great leap we have to make in Brussels. With this<br />
large increase in population we will have to house<br />
more people in this second belt, which must become<br />

denser, which must become centres in themselves.<br />
And if we can link them into an interesting system<br />
through a mass of public transport lines, then the<br />
pattern of the city is no longer just a centrifugal<br />
movement, from the centre to the outskirts.<br />
Corijn: Braem was at work in the period of the postwar<br />
belief in science, technology and a world that<br />
could be created as man wanted. The nearby Atomium<br />
symbolises this belief that knowledge would<br />
increase to such an extent that we could solve all<br />
our problems through science and technology. This<br />
would also permanently increase labour productivity<br />
and we would evolve into a society of leisure.<br />
This was a belief that was not fulfilled. What is more,<br />
we must not forget that Braem built this residential<br />
complex for people during a period of general<br />
employment. In his view the people who lived here<br />
would go to work everyday; probably two people in<br />
the household would go out to work and bring home<br />
a decent income.<br />
Today there is 22% unemployment in Brussels; in<br />
these blocks it is likely to be more than a third.<br />
Therefore this scientific ‘functionality’ approach no<br />
longer applies, because these people have no income<br />
from employment and must find another way<br />
to survive. This spatial structure was not conceived<br />
with this in mind. There is very little space for the informal<br />
economy, recycling, garden sheds, storage,<br />
repairs, all the things that can offer alternatives to a<br />
regular income. So this modern functional planning<br />
offers too little flexibility to provide room for alternative<br />
lifestyles.<br />
Declerck: We also see this progressive ideal at work<br />
in other countries. The unhealthy living conditions of<br />
workers were replaced in this type of Cité Modèle<br />
by light, air and space to compensate for their filthy<br />
working conditions; they were offered decent living<br />
conditions so they could do their jobs in the grimy<br />
industrial society.<br />
But this logic has now been replaced by informality,<br />
certainly for that part of the population that<br />
is expanding so much. It is through this informality<br />
of small-scale entrepreneurship, through manufacturing<br />
and small-scale initiatives, that these people<br />
will be able to earn a decent living in the future. We<br />
must support this development and give it a place.<br />
Ideal thinking does not allow it. The dramatic growth<br />
in the population threatens to lead to uniform prescriptions<br />
and that is something we must absolutely<br />
avoid in Brussels. It is not the tower construction<br />
itself that is the problem, but thinking that we can<br />
solve the entire problem with one solution. This type<br />
of thinking, that was not related to the complexity of<br />
the city, where shared space is vital, is an old mistake<br />
that we cannot afford to make again.<br />
Corijn: The place is becoming increasingly dense<br />
as more people move in. This means that the district<br />
must be assigned a multifunctional character, not<br />
only a residential one. Given the potential here, there<br />
must be other activities besides living. The people<br />
come from different origins; they don’t lead similar<br />
lives. However, at the moment there is no platform<br />
to showcase the diversity of potential activities. The<br />
people live in their enclosed flats; there is hardly<br />
any shared space. We must devise things here that<br />

also appeal to other users in the city so that people<br />
come here for a reason even if they don’t live here,<br />
whether this is because of an infrastructure of services<br />
and shops, or temporary but interesting markets.<br />
Then such a place is linked up, and brings people<br />
in, transforming it into a place to be and not just<br />
a place to flee.<br />
So the mission, not just for architects but also for<br />
artists or creative people, is to showcase the area’s<br />
potential experimentally, by means of temporary<br />
labs. A festival or temporary interventions should<br />
explore what is possible in the craziest of times.<br />
We mustn’t devise utopias in a functional manner<br />
as Braem did, but test the dreams of the people<br />
who live here. That could be the significance of Tok<br />
Toc Knock. Offering the possibility that afterwards<br />
achievements can be assigned a (more) permanent<br />
character, by the authorities, by investments etc.<br />
Declerck: I think we need to abandon the idea that<br />
social housing is different from regular housing. The<br />
question that arises in this case is not: do we need<br />
more social housing or more of other types of housing?<br />
But: how do we create a city? A city is a kind of<br />
shared space where we don’t feel that we are on an<br />
island with like-minded people. Currently we see in<br />
the city that a building has a certain function and the<br />
following year it is assigned a new one. This disorder,<br />
this sequence, these transitions and changes in<br />
dynamic are often considered by urban planners to<br />
be a major problem, but this is precisely the essence<br />
of a city. There is no place for this dynamic to thrive<br />
in the Cité Modèle. It is extremely important to think<br />
about this from a cultural perspective. This sort of<br />
festival can make this dynamic visible by formulating<br />
the questions that arise and come to an initial reflection<br />
by means of a coproduction with those who<br />
experience it at first hand. That is culture. A reflection<br />
that is not solution-focused, but that uncovers,<br />
displays, materialises.<br />
Corijn: And that is one of the criticisms we could<br />
have of urban policy and social policy as they were<br />
conceived: that this Cité Modèle had to contain everything<br />
so that you never actually had to leave it. It<br />
had to offer it all and this has definitely contributed<br />
to isolation in underprivileged neighbourhoods,<br />
where policy is focused on providing all the necessary<br />
facilities nearby: a sports hall, swimming pool,<br />
a school instead of a tram. We must make it clear to<br />
people that the city is bigger than the neighbourhood<br />
they live in and that they are equally entitled to<br />
go swimming in Woluwe. The city means movement<br />
and interaction, spatially too, and we must think of<br />
the festival in that sense as well. The festival must<br />
attract a number of people here from elsewhere. But<br />
the greatest challenge at the end of the ride is for the<br />
district to come to the <strong>KVS</strong> as well.<br />
Declerck: The task of the designer, and that leads<br />
us to the architect, has become decreasingly about<br />
designing objects for the city and more about creating<br />
synergies, exchanges, and places for exchanges.<br />
That’s why we must ensure that we don’t design<br />
parts of the city as islands; there must be ‘something<br />
missing’ so that there are opportunities for<br />
sufficient mixing. In particular we must avoid thinking<br />
that we can create equality. Equality is the worst<br />
principle for urban planning. An effective principle<br />
is to create synergies from the perspective of inequality,<br />
from difference. But this means that we have<br />
to completely reverse how we design these places.<br />
The concept of ‘sharing’ is essential. It is partly contained<br />
in the architecture of these types of districts,<br />
but must be re-thought. A city is a kind of federation.<br />
Being a federation means accepting differences, not<br />
becoming an island (or allowing that to happen). We<br />
must view the city as a federation where there are<br />
constant exchanges. And exchange always means<br />
redistribution.<br />
