It is well documented that the total collapse of the Tswaing Local Municipality is one of the
many municipalities countrywide known to represent the symptoms of bad governance of the
ANC ruled Government.
Despite exhausting all the channels of communication to resolve the many issues at hand, the
ignorance of the authoritive bodies appointed and the incompetence of those responsible to
resolve the problems, failed its purpose.
Problems progressively accumulated over the past 6 years (dispute and withholding since
November 2007) since it was documented:
• incompetence in administration and administrative capacity;
• responsible for maintaining and nurturing of fraud, corruption and [manciaI
mismanagement within administrative capacity;
• appointing of people to positions through kaderism and favourtism instead of fit for
purpose;
• mismanagement of funds for development and infrastructure;
• lack of control and maintenance in water purification and water supply;
• negligence of sanitation development and management;
• failure in electricity maintenance, distribution and payment to Escom;

• directly responsible for polluting of our natural resources and environment through
failing sanitation treatment works;
• absence in delivering of essential services to all the residents;
• inability to maintain infrastructure and equipment;
• not complying with Constitutional obligations and legislation;
• not in any way communicating with the community or any community participating
processes;
• total negligence in services to indigent households, etc
Regardless the intentions of the Premier and legislature of the NW Province; the
investigations of the Sill, the assistance of Provincial and National COGTA and the Deputy
Minister Carrim's involvement to give assistance and guidance to Tswaing Local
Municipality, they regrettably all failed to achieve implementing the Turn Around Strategy.
The action of the former Premier to suspend the Municipal Manager through Provincial
Intervention according to the Constitution section 139 (1) (b) and appoint an Administrator
failed its objectives and crippled this municipality even more. Tswaing Local Municipality is
under administration for 1 year without improving on anyone aspect of the crisis it endures
and the suffe,ring it caused all the Citizens within its borders. In fact it was a waste of hard
earned taxpayers money.
Hon President Zuma, I challenge you to come to Tswaing and resolve the issues to
enable us to resolve the dispute and withholding of funds and to change the Tswaing
Local Municipality into a sound governing body.
I challenge you, Hon President, because the structures of your Government could not resolve
the chaos and status of absence of governance regardless countless efforts and open doors
from the Residents and Ratepayers of Sannieshof and many professional and specialist
companies and persons to assist with and resolve the documented issues.
I challenge you, Hon President Zuma to show SA that the ANC can successfully address and
resolve the chaos caused by an ANC municipality in a small town like Sannieshof.
I have exhausted myself to try and resolve the issues in a constructive and positive way. I
demand answers and solutions to these problems of which neither of the mentioned
authorities could succeed to date.
