Ragging in all its forms, within or outside the institution / campus, is totally banned. Ragging is an offence under penal code and Karnataka Education act 1983. Definition of Student Ragging : Any conduct by a student, whether by words spoken or written or by an act which includes physical abuse, lewd acts, teasing, rough or rude treatment, indulging in rowdy, undisciplined and obscene activities which cause or are likely to cause annoyance, undue hardship, physical or psychological harm or mental trauma or raise apprehension or fear in a fresher / junior student or other students or forcing a student to do any act which such a student is not willing to do and which has the effect of causing or generating a sense of shame or embarrassment or danger to student’s life or adversely affect the physique or psyche of a fresher or a junior student. Punishable Ingredients of Ragging: Abetment / instigation to ragging Criminal conspiracy to rag Unlawful assembly and rioting while ragging Public nuisance created during ragging Violation of decency and morals through ragging Injury to body, causing hurt / mental trauma or grievous hurt Wrongful restraint Wrongful confinement Use of criminal force Assault as well as sexual offences or unnatural offences Extortion Criminal trespass Offences against property Criminal intimidation Attempt to commit any or all of the above mentioned offences against the victim Physical or psychological humiliation Any act / abuse by spoken words, e-mails, snail mails, blogs, public insults etc. Any act that prevents, disrupts or disturbs the regular academic activity of a student All other offences following from the definition of “Ragging”. Punishments against Ragging: Whoever directly or indirectly commits, participates in, abets or instigates ragging inside or outside the educational institution shall be punished. Depending upon the nature and gravity of the offence as established by the Anti-Ragging Committee of the institution, the possible punishments for those found guilty of ragging at the institution level shall be any one or any combination of the following: Suspension from attending classes and academic privileges Withholding / withdrawing scholarship / fellowship and other benefits Forfeiting Campus Placement opportunities / recommendations Debarring from appearing in any test / examination or other evaluation process Withholding of results

which <strong>in</strong>cludes physical abuse, lewd acts, teas<strong>in</strong>g, rough or rude treatment, <strong>in</strong>dulg<strong>in</strong>g <strong>in</strong> rowdy, undiscipl<strong>in</strong>ed<br />

and obscene activities which cause or are likely <strong>to</strong> cause annoyance, undue hardship, physical or psychological<br />

harm or mental trauma or raise apprehension or fear <strong>in</strong> a fresher / junior student or o<strong>the</strong>r students or forc<strong>in</strong>g a<br />

student <strong>to</strong> do any act which such a student is not will<strong>in</strong>g <strong>to</strong> do and which has <strong>the</strong> effect of caus<strong>in</strong>g or generat<strong>in</strong>g<br />

a sense of shame or embarrassment or danger <strong>to</strong> student’s life or adversely affect <strong>the</strong> physique or psyche of a<br />

fresher or a junior student.<br />

Any act / abuse by spoken words, e-mails, snail mails, blogs, public <strong>in</strong>sults etc.<br />

Any act that prevents, disrupts or disturbs <strong>the</strong> regular academic activity of a student<br />

All o<strong>the</strong>r offences follow<strong>in</strong>g from <strong>the</strong> def<strong>in</strong>ition of “Ragg<strong>in</strong>g”.<br />

Punishments aga<strong>in</strong>st Ragg<strong>in</strong>g:<br />

Whoever directly or <strong>in</strong>directly commits, participates <strong>in</strong>, abets or <strong>in</strong>stigates ragg<strong>in</strong>g <strong>in</strong>side or outside <strong>the</strong><br />

educational <strong>in</strong>stitution shall be punished. Depend<strong>in</strong>g upon <strong>the</strong> nature and gravity of <strong>the</strong> offence as established<br />

by <strong>the</strong> Anti-Ragg<strong>in</strong>g Committee of <strong>the</strong> <strong>in</strong>stitution, <strong>the</strong> possible punishments for those found guilty of ragg<strong>in</strong>g at<br />

Debarr<strong>in</strong>g from represent<strong>in</strong>g <strong>the</strong> <strong>in</strong>stitution <strong>in</strong> any regional, national or <strong>in</strong>ternational meet, <strong>to</strong>urnament,<br />

youth festival, etc.<br />

Suspension/ expulsion from <strong>the</strong> hostel<br />

Cancellation of Admission<br />

Rustication from <strong>the</strong> <strong>in</strong>stitution for a period, rang<strong>in</strong>g from 1 <strong>to</strong> 4 semesters<br />

Expulsion from <strong>the</strong> <strong>in</strong>stitution and consequent debarr<strong>in</strong>g from admission <strong>to</strong> any o<strong>the</strong>r <strong>in</strong>stitution for a<br />

specific period<br />

F<strong>in</strong>e of Rupees 25,000/-<br />

Collective punishment: When <strong>the</strong> persons committ<strong>in</strong>g or abett<strong>in</strong>g <strong>the</strong> crime of ragg<strong>in</strong>g are not identified,<br />

<strong>the</strong> <strong>in</strong>stitution shall resort <strong>to</strong> collective punishment as a deterrent <strong>to</strong> ensure community pressure on <strong>the</strong><br />

potential raggers.<br />

In addition, <strong>in</strong> case of every s<strong>in</strong>gle <strong>in</strong>cident of ragg<strong>in</strong>g, a First In<strong>format</strong>ion Report (FIR) will be filed with <strong>the</strong><br />

local police authorities. The possible punishment <strong>in</strong>cludes rigorous imprisonment (<strong>in</strong> compliance with <strong>the</strong> order<br />

of Supreme Court of India).<br />

SMVITM complies with <strong>the</strong> Anti-ragg<strong>in</strong>g regulations related <strong>to</strong> prevention and prohibition of ragg<strong>in</strong>g <strong>in</strong><br />

technical <strong>in</strong>stitutions as prescribed <strong>in</strong> <strong>the</strong> Karnataka Govt. circular No. ED98URC98 dated 09.09.1998, UGC<br />

notification No. F.1-16/2007(CPP-II) Dated 17th June, 2009 and AICTE notification F.No.37-<br />

areas / campus, should not respond <strong>to</strong> <strong>the</strong> calls from seniors, should not participate <strong>in</strong> any k<strong>in</strong>d of<br />

“freshers’ party” anywhere <strong>in</strong>side/outside <strong>the</strong> campus, desist from do<strong>in</strong>g anyth<strong>in</strong>g aga<strong>in</strong>st <strong>the</strong>ir will even<br />

if ordered by <strong>the</strong> seniors and that, <strong>the</strong>y have noth<strong>in</strong>g <strong>to</strong> fear, as <strong>the</strong> <strong>in</strong>stitution cares for <strong>the</strong>m and shall<br />

not <strong>to</strong>lerate any atrocities aga<strong>in</strong>st <strong>the</strong>m.<br />
