Summary of Discussion and Commitments/Agreements<br />

1. Approval of Past UMM Minutes<br />

The November 17, 1993, December 15, 1993, and January 12, 1994 meeting<br />

minutes have been signed and issued. No meetings were held in<br />

February 1994, March 1994, and April 1994.<br />

2. Status Action Items<br />

- 9-23-93:1 DQO Meeting to be scheduled.<br />

This action remains open. The DQO meeting will be scheduled for late-<br />

May or early June. Tentative dates proposed for the meeting are May<br />

25, May 31, June 1, June 2, and June 3.<br />

- 11-17-93:1 Final report on status of "solvent" drums.<br />

The one remaining drum was issued a new Storage/Disposal Approval<br />

Record (SDAR) and shipped to the Central Waste Complex on<br />

January 27, 1994. The final summary of events is attached<br />

(attachment 5). As agreed by Ecology (S. E. McKinney) and RL (R. N.<br />

Krekel)/WHC (J. G. Adler), this action item is now closed.<br />

3. Status Closure Activities<br />

- Status of Ecology's Review of Closure Plan Revision 2<br />

Ecology (S. E. McKinney) and RL (R. N. Krekel)/WHC (E. A. Weakley and<br />

J. G. Adler) discussed the status of the Ecology review of the closure<br />

plan. No new issues or concerns were raised.<br />

- Planned Decontamination/Sampling<br />

WHC (J. G. Adler) outlined the decontamination/sampling effort for<br />

Ecology (S. E. McKinney):<br />

1. Determine extent of smearable contamination and clean it up to<br />

address ALARA concPrns>--Any waste generated would be treated as<br />

a potentially dangerous waste until determined otherwise.


2. Scrub down the building and pads to remove any dangerous waste<br />

residues.<br />

3. Sample to determine effectiveness.<br />

------------ -------------- -4.- -If-SdiTipilii'y indicates that has been successful,<br />

then proceed to clean closure. If not, see steps 5 and 6.<br />

5a. If sampling indicates a limi-ted area is stil.l contaminated and<br />

if it is determined that decontamination would be successful,<br />

then repeat decontamination and sampling.<br />

5b. If sampling indicates that the repeat decontamination has been<br />

successful, then proceed to clean closure. If not, see step 6.<br />

6. If sampling indicates dangerous wastes are present above the<br />

action levels and it is determined that additional<br />

decontamination will not be effective, then the closure effort<br />

will need a full and complete reevaluation to determine the<br />

future course of action.<br />

It is planned to start this effort in FY95, funding permitting. The<br />

tentative start date is November 1, 1994.<br />

5. Set Next Meeting Date<br />

The next Unit Manager's Meeting has be tentatively scheduled for June<br />

7, 1994 and will be held via video teleconference.

HISTORY OF CHARACTERIZATION, SAMPLING, & DISPOSITIONING OF<br />

303-K ABSORBED SPENT SOLVENT DRUMS (57 CONTAINERS)<br />

1985 - Solvent Evaporator removed from service. Solvent and rinsate<br />

solidified in 30 gallon drums using Envirostone cement. Drums overpacked in<br />

55 gallon drums and sent to burial ground. From January 1986 through August<br />

1988-spetttt solyettfsand rinsatefrrm Vapor degreasers were accumulated in 55gallon<br />

drums.<br />

October, 1987 - A Burial Compliance Checksheet was issued to absorb the<br />

solvents on Conwed pads and Kotex. Repackaging was complete in August, 1988.<br />

A total of 57 containers (30 gallon drums) resulted.<br />

September, 1988 <strong>Site</strong> Solid Waste Engineering Support Unit wanted a flash point<br />

taken as they didn't have enough storage space for low flashpoint waste drums.<br />

Spring, 1989 - HEHF tried to analyze the headspace on 3 drums with a portable<br />

Organic Vapor Analyzer but was unsuccessful.<br />

Summer 1990 - 57 drums analyzed by PNL drum counter to determine rad. counts.<br />

33 drums were determined to be "Non-Rad", 24 were determined to be "Rad".<br />

February, 1993 - Drum contents (absorbed solvents) were to be sampled. Liquid<br />

found in drums. Decision was made to do preferred sampling of liquid only.<br />

NON-RADIOACTIVE DRUMS (33 TOTAL<br />

Westinghouse Solid Waste Assessment Team (SWAT) field screened 33 "Non-rad"<br />

drums. Recommendation was made for composite grouping of drums for sampling<br />

purposes. 6 sampling groups were recommended consisting of 3 flammable, 3<br />

caustic, and 27 drums of other miscellaneous combinations (chlorinated and<br />

non-chlorinated). Field screening revealed varying degrees of drum corrosion.<br />

All questionable containers were overpacked.<br />

Sampling was conducted of "Non-rad" drums. A total of 9 composite samples<br />

were taken representing the 33 drums (1 flammable, I caustic, 7 other<br />

miscellaneous).<br />

Complete lab analysis received for first 9 samples taken ( 33 drums)<br />

RADIOACTIVE DRUMS (24 TOTAL)<br />

SWAT team screened 24 Radioactive drums. 7 composite groups were recommended<br />

consisting of 2 combustible, 1 caustic, and 21 drums of other miscellaneous<br />

combinations (chlorinated and non-chlorinated). Field screening revealed<br />

similar varying degrees of drum corrosion as found in non-radioactive drums,<br />

All questionable containers were overpacked.<br />

Sampling was conducted of "Rad" drums. A total of 9 composite samples were<br />

taken representing the 24 drums (2 combustible, 1 corrosive, 6 other<br />

miscellaneous).

Complete lab analysis received on 4 samples (12 drums). Awaiting results on<br />

2 samples (2 drums).<br />

NOCHAR was purchased for use as absorbent for repackaging 57 containers.<br />

Re-absorbing and repackaging of 27 drums completed ( 24 Non-Rad, 3 Rad).<br />

Liquid pumped from 4 drums and absorbed in NOCHAR. Absorbent pads use<br />

previously have not been repackaged into these 4 drums.<br />

April 22, 1993 - Notified by <strong>Hanford</strong> Analytical Services Management of sample<br />

overpressurizing at TMA Norcal in California. Sample at offsite lab was 15m1<br />

vial of refriyerated volatil-esolvent that heated to room temperature and<br />

mr., representing 10 containers. Lab is maintaining samples under refrigeration<br />

pending WHC decision on disposition.<br />

All activities at 303-K were postponed pending investigation of offsite<br />

.•^ incident.<br />

May 1993 - Provisions for re-entry onto 303-K facility were inspection of<br />

containers for bulging or other signs of overpressurization before start of<br />

work, field air monitoring during sampling and no compositing of samples.<br />

May 6, 1993 - The 10 containers affected by the off-site laboratory problem<br />

May 7, 1993 - Resumed re-absorbing and repackaging of remaining 30 drums.<br />

May 24, 1993 - Completed re-absorbing and repackaging of remaining 30 drums.<br />

June 9, 1993-- ,4ll-sampl-as- used -fer --a;.tivity -analysis at 222-S Laboratory have<br />

been returned to and received at 303-K for absorption/disposal in the drums.<br />

June 14, 1993 - Sent Waste Storage/Disposal Request to Solid Waste Disposal<br />

group to request SOAR for 24 Limited Quantity Radioactive drums.<br />

June 20, 1993 - Sent Waste Storage/Disposal Request to Solid Waste Disposal<br />

group to request SDAR for 33 Non-Radioactive drums.<br />

July 12, 1993 - All samples associated with the overpressurization event at<br />

TMA Norcal Labs in California have been returned to and received at 303-K for<br />

absorption/disposal in the drums.<br />

(Note: The samples sent to Roy Weston in Pennsylvania will either be disposed<br />

of by Roy Weston or returned to 222-S Laboratories for disposal, depending<br />

upon what is negotiated in the lab contract. This is the normal disposal<br />

method for off-site samples.)

August, 1993 - Storage/Disposal Approval Record for transferring the 57 drums<br />

and storing them in the Central Waste Complex received. Final storage<br />

configuration is a 55-gal drum, with Universal Sorbent Pad on bottom, for<br />

overpack, two treated poly liners, then the 30-gal drum of absorbed solvent.<br />

The liners are a speciality item and must be ordered from off site.<br />

August 11, 1993 - Ordered Universal Sorbent Pads<br />

August 26, 1993 - Received Universal Sorbent Pads<br />

October, 1993 - Received Poly Liners for overpacking.<br />

November 08, 1993 - Received SDAR for drums.<br />

November 12, 1993 - Completed overpacking of all 57 drums.<br />

December 1, 1993 - Shipped 56 drums to Central Waste Complex. One drum (# 2,<br />

Pin # 303K-93-000035) had a surface dose rate reading of 0.7 mrem/hr and could<br />

not be included on the shipment (it did not meet the Limited Quantity<br />

Requirements which is maximum .5 mrem/hr.<br />

December 1, 1993 - Requested new SDAR for drum # 2.<br />

December 20, 1993 - Received new SDAR for drum # 2. It will be shipped as<br />

Radioactive LSA.<br />

January 27, 1994 - Shipped drum # 2, (PIN # 303K-93-000035).
