Emission uncertainty estimates are made <strong>for</strong> road transport and other mobile<br />

sources using the guidelines <strong>for</strong>mulated in the Good Practice Guidance<br />

and Uncertainty Management in National Greenhouse Gas Inventories<br />

(IPCC, 2000). However, <strong>for</strong> TSP the latter source indicates no uncertainty<br />

factor and, instead, this factor is based on expert judgement.<br />

The activity data uncertainty factor is assumed to be 2 and 10 % <strong>for</strong> road<br />

transport and other mobile sources, respectively, based on expert judgement.<br />

The uncertainty estimates should be regarded as preliminary only and may<br />

be subject to changes in future inventory documentation. The calculations<br />

are shown in Annex 2.B.17 <strong>for</strong> all emission components.<br />

As regards time series consistency, background flight data cannot be made<br />

available on a city-pair level from 2000 or earlier. However, aided by<br />

LTO/aircraft statistics <strong>for</strong> these years and the use of proper assumptions, a<br />

good level of consistency is still obtained in this part of the transport inventory.
