Eventually, according to a number <strong>of</strong> sources in <strong>the</strong> U.S. and South<br />

Africa, Project Coast developed pathogens that had never before been seen.<br />

Project Coast managed to obtain <strong>the</strong> Soviet-developed flesh-eating bacteria,<br />

necrotizing fasciitis, as well as <strong>the</strong> antidote. In 1994, <strong>the</strong> South Africans<br />

surprised <strong>the</strong> Americans by revealing that <strong>the</strong>y had <strong>the</strong> bacteria and <strong>the</strong>n gave<br />

it to <strong>the</strong> U.S. 55 However, claims by Basson and former Surgeon-General<br />

Knobel that South African espionage agents penetrated Soviet Russian<br />

<strong>program</strong>s during 1980s remain to be proven.<br />

According to Tom Mangold in Plague Wars, 56 baboons, trapped upcountry<br />

in Kruger National Park, were shipped by crate load to RRL for<br />

<strong>biological</strong> tests. There is evidence that some <strong>of</strong> <strong>the</strong>se tests were done in <strong>the</strong><br />

park itself. Tourists reportedly witnessed researchers using poison darts that<br />

took several hours to incapacitate or kill primates. The tourists registered <strong>the</strong>ir<br />

complaints and demanded that <strong>the</strong> practice be terminated. According to <strong>the</strong><br />

Chief Warden <strong>of</strong> Kruger Park, <strong>the</strong> SADF used Kruger and o<strong>the</strong>r parks for<br />

military tests. However, Kruger Park <strong>of</strong>ficials were not told what was being<br />

tested, only what areas would be restricted and for how long. His impression is<br />

that more sensitive tests occurred on private reserves or Cape testing areas. 57<br />

It appears that, from <strong>the</strong> start, Project Coast was not just a “defensive”<br />

<strong>program</strong>. 58 In <strong>the</strong> early 1980s, fears <strong>of</strong> a “black tidal wave” drove white<br />

scientists to try to develop a variety <strong>of</strong> means that could ensure <strong>the</strong> survival <strong>of</strong><br />

white South Africa. Plans were devised to build a large-scale anthrax<br />

production facility at RRL. The anthrax could have been used ei<strong>the</strong>r outside or<br />

inside South Africa, particularly where guerrillas were present. According to<br />

former RRL scientist, Mike Odendaal, who testified in <strong>the</strong> Basson trial, those<br />

plans were nearly operationalized in 1985.<br />

Also, reportedly part <strong>of</strong> Project Coast was genetic engineering research,<br />

which was being conducted to produce a “black bomb,” bacteria or o<strong>the</strong>r<br />

<strong>biological</strong> agents that would kill or weaken blacks and not whites. The black<br />
