population, and that it would outgrow <strong>the</strong> resources <strong>of</strong> <strong>the</strong> country and it was<br />

very important that this be brought under control. There was no doubt about<br />

that. This was given to us by Basson, by <strong>the</strong> surgeon general…it was very<br />

clear that this was <strong>the</strong> most important project we had to work on.” Frontline<br />
