Introduction to “The Base Construction Programme of Introducing Foreign Talents of Discipline to China Universities” (“111”) Project The Required Qualifications of Personnel in Personnel in Introducing Talent to the Base (ITB) Abroad talents work in the top 100 Universities in the world or in research institutions, and have good cooperation foundation with the University; Abroad talent’s subjects should be basic science, technology and engineer, management, et al. Abroad talents have the foreign nationality or permanent resident right in the foreign country, and have deep feeling to China, noble virtue, a strict-and–careful attitude and good cooperation spirit. Academic maters and academic backbones should be generally less than 70 years old and 50 years old, respectively. Academic masters are international famous professors or well recognized academicians in their fields, have good scientific research views, one-up academic level and foreseeable and strategic foresight, have obtained recognized achievements, and have ability to grasp scientific trends and to prompt the subject to catch up with or surpass international level. They also can summon international academic backbones to put forward research objects which have important effects on the subject development or civil economic development. Academic backbones must be associate professor or have coequal positions. They have creative thought, obtained recognized achievements in their fields, and have foundation to cooperate with academic master; Work time in China. Each academic master should work at least one mouth per year and each academic backbone should work at least three mouths per year. Generally speaking, one academic backbone should stay to work in ITB, and at least 6 academic backbones come to China for academic exchanges per year without time limitation. Domestic research backbones have Ph.D. with more than five-year research experience. They also should be less than 50 years old. During the cooperation period, published papers, monographs, research reports, data, identified certifications and achievement reports must be labeled by Chinese or English statement, i.e. “Supported by the Program of Introducing Talents of Discipline to China Universities” or “高等学校学科创新引智计划资助” and the assigned project number. Specialized fund of “111 plan” should be invested by State Administration of Foreign experts Affairs, Ministry of Eduction and the department taking charge of the university together, item fund of the University listed in “985 Project” should be invested by State Administration of Foreign Experts Affairs and Ministry of Education, and item fund of University not listed in “985 Project” should be invested by State Administration of Foreign Experts Affairs and the department taking charge of the University. During the “eleventh five-year-plan” period, at least 30 million RMB should be invested by State Administration of Foreign Experts Affairs and at least 30 million RMB should be invested by Ministry of Eduction and other Departments taking charge of Universities. According to the demand of talents and obtained achievements, the fund of ITB will be given annually after auditing. In order to assess the progress achieved in ecosystem assessment and management (EAM) and to foster future collaboration, the 2nd International EAM Workshop will be held at Lanzhou University from July 20-24, 2010. This workshop will be sponsored jointly by the “111” Program, Lanzhou University, and the University of Western Australia. 5
1. Theme and Objectives Theme, Key Speakers and Activities The theme of workshop is “climate change and dryland agricultural ecosystem management”. Renowned experts from abroad and China will be invited to the workshop to present current developments on global climate change and ecosystem management, addressing the topic how to improve the productivity and sustainable development of fragile arid and semi-arid agro-ecosystems under the conditions of global climate change. The objectives of workshop include as follows: 1). Assessment of important progress in international EAM cooperative projects 2). Assessment and management of semi-arid rainfed agro-ecosystems a) The key issues of agro-ecosystems in arid and semi-arid areas of Northwest China; b) Development and adaptation of rainfed agricultural systems in semi-arid areas; c) Temporal and spatial vulnerability of agricultural ecosystems: Environmental conservation and sustainability. 3). Assessment and management of oasis agro-ecological systems in arid areas d) Restoration measures of ecosystem function in degraded lands; e) Livestock management in degraded ecosystems; f) Human impacts on the restoration of degraded ecosystems; g) Management of water resources and sustainable development of oases in arid areas 2.
