BUMEDINST 3440.10 20 Nov 2008 SECTION 4 REQUIRED EMERGENCY MANAGEMENT (EM) PLAN ANNEXES 1. Purpose. To provide guidance to MTF commanders on the content of MTF EM Plans. 2. Background. Navy Medicine will standardize EM planning to the maximum extent possible. While EM Plans will vary between MTFs, the format and content should be standardized across BUMED MTFs. Maintaining standard formats and content supports capabilities-based planning, standard readiness metrics, streamlined training of personnel, and allows for economies of scale in logistical support and sustainment of the FHP EMP. 3. Responsibility. The MTF commander shall: a. Develop an EM Plan that meets all the requirements of this instruction. b. Assure all annexes listed as required are included in the MTF EM Plan. Additional annexes applicable to local risked-based hazards should be developed and included. 4. Procedures a. Review required annexes and develop them to support each MTF mission. b. Develop the list of required and risked-based annexes to assure standardization across Navy Medicine. 5. Required Annexes for all MTF EM Plans a. Command and Control. b. Continuity of Operations Plan. c. Personnel Recall. d. Hazard and Vulnerability Analysis (HVA). e. Communications (1) Reporting Requirements. (2) Format. f. Acronyms and Definitions. 35 Enclosure (1)
g. Hazard Specific Annexes (1) Chemical. (2) Biological. (3) Radiological. (4) Nuclear. (5) Explosive. i. Functional Annexes (1) Surge Capacity. (2) Shelter-in-Place. (3) Evacuation. (4) Mass Care.
