2008-2009<br />

CENTER DIRECTOR'S MESSAGE<br />

This past year our nation struggled as the economy plummeted to levels not seen<br />

since the Great Depression. At <strong>Family</strong> <strong>Network</strong> our families continue to report<br />

how grateful they are that <strong>Family</strong> <strong>Network</strong> is here to help support them during<br />

these difficut times.<br />

PROGRAM ACCOMPLISHMENTS<br />

Thanks to the tremendous efforts of our staff, volunteers, Board, Advisory<br />

Committee and alumni, <strong>Family</strong> <strong>Network</strong> was able to serve 1,645 participants in<br />

FY09. We are grateful to all the wonderful children and families we have had the<br />

privilege to work with and learn from. This annual report highlights the<br />

outstanding accomplishments of our family support programs.<br />

WHY WE NEED YOUR HELP<br />

The Parent Child Center continues to be a unique and successful program<br />

serving 461 participants this past year. Families benefited from this program and<br />

took advantage of the educational, enrichment and socialization opportunities<br />

that exist within the center. However the costs associated with running the<br />

program have significantly risen.<br />

• Our commitment to provide parent support services regardless of ability to pay<br />

has resulted in full fee waivers for more than 50% of our families, and fee<br />

assistance for many others. Even if every family were able to pay, the fees would<br />

not cover operational costs.<br />

The Right From The Start program provided an extensive array of offerings<br />

including home visits, groups and educational programs for parents and<br />

children, while also providing van transportation and childcare. In FY09,<br />

1,110 participants were served in this comprehensive program.<br />

• Due to the state budget shortfall, Right From The Start has already seen a 10%<br />

decrease in funding in the current fiscal year. Additionally, cuts from other sources<br />

will make this year especially challenging.<br />

The After School Activity Program served 74 children last year. ASAP supplies<br />

students of working families with homework help, and also offers a welcoming<br />

and secure environment with a variety of stimulating and enriching activities.<br />

• In FY09 ASAP received more requests than ever from local families seeking<br />

financial support. To help accommodate these struggling families, the program<br />

assumed over $30,000 in tuition assistance.<br />

WHY IT MATTERS<br />

We are proud that the Parent/Child<br />

Center, founded 26 years ago, still<br />

provides a warm and welcoming place<br />

where families with young children can<br />

gather, learn, and find support. Our<br />

participants come from diverse backgrounds,<br />

which enriches the experiences<br />

they have at the center in many ways.<br />

Our flexible drop-in approach is uniquely<br />

suited to the needs of families with<br />

infants and young children, enabling<br />

parents and caregivers to access our<br />

programs and services as needed.<br />

First time mothers who are adjusting<br />

to their new role, parents with active<br />

toddlers who are looking for a safe<br />

place to play and a gradual approach to<br />

separation, and families who are new to<br />

the community - all find a place to learn<br />

Our nurturing, professional<br />

staff provides<br />

stimulating, developmentally<br />

appropriate play<br />

activities while<br />

chance to relax and<br />

recharge, to<br />

connect with other parents, and to share<br />

experiences, problems and solutions. In<br />

addition to speakers on a wide variety of<br />

topics, we offer the services of an<br />

experienced social worker who can<br />

consult with parents and assist them in<br />

finding resources when needed.<br />

The Dual Language Morning continues<br />

to be our busiest day, providing bilingual<br />

activities for children and fostering<br />

understanding and communication<br />

between English and Spanish speaking<br />

parents. The monthly “Sharing Traditions”<br />

parent activities, which include<br />

holiday celebrations and sharing favorite<br />

foods and crafts from different cultures,<br />

continue to be wonderful (and delicious)<br />

ways of connecting with one another.<br />

Our spring Community Concert, which<br />

this year was free to the public and<br />

featured performers who sang in English<br />

and Spanish, was successful in sharing<br />

<strong>Family</strong> <strong>Network</strong>’s multicultural spirit with<br />

the wider community. The concert was<br />

made possible by a generous grant from<br />

the Highland Park Cultural Arts Commission<br />

and the Illinois Arts Council.<br />

Our newly revamped website has given<br />

the Parent/Child Center a new way to<br />

reach out to parents who are looking for<br />

connections, support, information, and<br />

a sense of community. We are grateful<br />

to all of those who have enabled us to<br />

fulfill our mission since our beginnings in<br />

1983, and to all of you who can help us<br />

to continue into the future!<br />

WHY IT MATTERS<br />

In spite of funding cuts, the Right From<br />

The Start (RFTS) program continued to<br />

work hard to maintain our high quality<br />

comprehensive family support programs.<br />

Last year in collaboration with University<br />

of Illinois Extension and the Trinity<br />

Episcopal Church, we provided a new<br />

program on healthy eating. The Cooking<br />

School included a week of classes<br />

on food safety, budgeting for meals,<br />

creative meal planning with healthy<br />

recipes, and networking among participants.<br />

We were also excited to offer a series of<br />

classes on financial literacy, sponsored<br />

by MB Financial in 2009 and by a grant<br />

throught the United Way of the North<br />

Shore in 2010. We look forward to<br />

continuing these offerings again in FY10.<br />

We are thankful to all of our funders,<br />

staff, community partners and volunteers<br />

who contributed their resources and time<br />

to make FY09 such a successful year. To<br />

further illustrate the importance of our<br />

work with families I would like to share<br />

a success story. (To preserve the family's<br />

privacy, the name has been changed.)<br />

Maria is a 35 year-old Mexican<br />

immigrant with three children - ages 3,<br />

9, and 10. Her husband works in a<br />

restaurant as a dishwasher. She has<br />

been involved with Right from The Start<br />

since 1998 when she had her second<br />

child and enrolled in our early childhood<br />

program. She received home<br />

visits and also participated in our<br />

center-based groups.<br />

Maria complained for many weeks<br />

about headaches and difficulty walking.<br />

She was receiving healthcare at a local<br />

facility and needed a $1000 MRI of the<br />

brain. This was prohibitively expensive<br />

for her very low income family. Maria’s<br />

physical health was deteriorating rapidly<br />

and she was desperate. She could not<br />

locate a provider that could cover this<br />

procedure at a reduced rate.<br />

Lucrecia Soruco, <strong>Family</strong> Support Worker<br />

Maria, who had established a strong<br />

and trusting relationship with RFTS,<br />

decided to contact her long time family<br />

support worker, Bertha Chávez. Due to<br />

Mrs. Chávez's unrelenting advocacy,<br />

another health care facility was found to<br />

cover the procedure. Maria was admitted<br />

and diagnosed with a brain tumor.<br />

When Maria was scheduled for surgery,<br />

her family was paralyzed with fear.<br />

During this very tough time, we offered<br />

support to the family by developing a<br />

childcare plan during the mother's<br />

recuperation and facilitating the<br />

communication between the family and<br />

the hospital. When Maria had recovered<br />

and was able to speak again, she<br />

continued to seek support from our<br />

program and called every day to let us<br />

know of her progress.<br />

Maria is doing well now after a long<br />

and painful recovery and is taking care<br />

of her children. I am pleased that we<br />

were able to support this family during<br />

a very traumatic time. Thanks to the<br />

advocacy, support and follow-up services<br />

provided by the program, Maria was<br />

able to obtain the critical diagnosis and<br />

treatment that saved her life. Our wide<br />

array of prevention-based, supportive<br />

programs and improved access to community<br />

services are essential to families<br />

like Maria's.<br />

WHY IT MATTERS<br />

During the 2008-09 school year, ASAP<br />

continued to play a crucial role in the<br />

lives of working parents by providing a<br />

safe, nurturing, after-school environment<br />

for their children. ASAP’s highly qualified<br />

staff engaged the children in a wide variety<br />

of enrichment activities, supported<br />

academic achievement by helping with<br />

daily homework, and offered opportunities<br />

to enhance social skills through<br />

interactions with peers and staff.<br />

Our north Highland Park ASAP site<br />

started the year with a move from Wayne<br />

Thomas School to Oak Terrace School.<br />

We were warmly welcomed by the Oak<br />

Terrace family and quickly adjusted to<br />

our new space on the stage in the multi-<br />

purpose room.<br />

Indian Trail also began the year with<br />

change. A brand new staff of three<br />

greeted the children when they arrived.<br />

Everyone quickly settled into the routine,<br />

completing homework, participating in<br />

creative enrichment activities, and making<br />

new friends. To cap off the first few<br />

months of school, the Indian Trail kids<br />

planned and rehearsed their own ASAP<br />

Circus, ultimately presenting their “acts”<br />

to parents on the Indian Trail playground.<br />

Always striving to add new features to<br />

the ASAP program, staff presented many<br />

new learning opportunities at both sites.<br />

The Indian Trail students participated in<br />

a service project funded by a grant from<br />

the Pay It Forward Foundation, which<br />

emphasized the importance of helping<br />

others. With staff and community volunteers,<br />

the children made fleece blankets<br />

and pillows for children at a local shelter.<br />

At Oak Terrace, the value of learning<br />

from members of the community was exemplified<br />

by a Veteran’s Day visit from a<br />

WWII veteran, who talked to the children<br />

about his experiences as a doctor during<br />

the war. The children also participated in<br />

a variety of other activities: a presentation<br />

on Jackson Pollack, followed by a<br />

huge, messy splatter painting project;<br />

monthly visits from Harriet, the “library<br />

lady;" and hands-on science experiments<br />

and nature-related projects.<br />

Our annual Spring Parent Survey confirmed<br />

our own impression, that it was<br />

another sensational year! Of those who<br />

responded to the survey, 100% indicated<br />

that they would recommend ASAP to<br />

others. Significantly, all parents indicated<br />

that their children felt a sense of belonging,<br />

feelings of accomplishment and<br />

well-being, and improved communication<br />

skills with adults and peers. For the<br />

2009-10 school year, we anticipate our<br />

usual high rate of returning students and<br />

that ASAP will continue to provide the<br />

quality after-school program for which<br />

we’re known.<br />
