1.7 The consultation outlined above did not uncover any evidence to suggest that the<br />
installation of high <strong>front</strong>ed <strong>guttering</strong> was a significant problem in either <strong>NSW</strong> or<br />
elsewhere in Australia.<br />
1.8 During the second half of 2009 <strong>Fair</strong> <strong>Trading</strong> conducted an online survey of traders<br />
and homeowners to seek evidence of any widespread problem. The survey closed at<br />
the end of January 2010. Because of the very small number of respondents, the<br />
results were inconclusive.<br />
1.9 Nevertheless, the survey responses from builders and plumbers indicated that some<br />
designers of <strong>guttering</strong> may not be applying the Building Code of Australia<br />
requirements. In light of this, <strong>Fair</strong> <strong>Trading</strong> has inspected <strong>guttering</strong> on builders’ display<br />
project homes across <strong>NSW</strong> to ensure that the people designing high <strong>front</strong>ed <strong>guttering</strong><br />
systems are complying with AS3500.<br />
1.10 The inspections of display homes to-date has indicated that the <strong>guttering</strong> design for a<br />
high number of display homes is not compliant. <strong>Fair</strong> <strong>Trading</strong> has written to the major<br />
builders involved seeking their comments.<br />
2 Scope of the Review<br />
2.1 The review panel is to conduct a review of concerns that high <strong>front</strong>ed <strong>guttering</strong><br />
installed to residential homes in New South Wales is defective and that evidence<br />
exists that there is a systemic problem with the installation of high <strong>front</strong>ed <strong>guttering</strong>.<br />
3 Review process<br />
3.1 In undertaking the review the panel, amongst other things, is to examine all evidence<br />
collected by the Department of Services, Technology and Administration (<strong>NSW</strong> <strong>Fair</strong><br />
<strong>Trading</strong>).<br />
3.2 Conduct meetings with relevant government agencies, manufacturers, installers and<br />
industry stakeholders.<br />
3.4 The Review panel is to <strong>report</strong> back to the Director-General, Department of Services,<br />
Technology and Administration.<br />
