SMI newsletter is published quarterly as an <strong>ac</strong>tivity <strong>of</strong> <strong>th</strong>e project SMIs in Asia: Energy, Environment and Climate<br />

Interrelations under <strong>th</strong>e <strong>Asian</strong> Regional Research Programme in Energy, Environment and Climate (ARRPEEC)-Phase II and is<br />

funded by <strong>th</strong>e Swedish International Development Co-operation Agency (Sida). The newsletter is designed to disseminate<br />

Vietnamese Textile Industry and EXPO 2001<br />

Vietnam’s textile and garment industry includes 187 state-owned enterprises (70 textile and 117 garment enterprises), 800 private<br />

companies (600 garment and 200 textile units) and <strong>th</strong>ousands <strong>of</strong> small production units wi<strong>th</strong> a total labor force <strong>of</strong> about<br />

1,600,000 (approximately 25% <strong>of</strong> <strong>th</strong>e industrial labor force). During 1996-2000, annual fiber production increased from 51,200<br />

tons to 75,000 tons. Clo<strong>th</strong> production rose from 92.5 million m 2 to 139 million m 2 , knitting wares from 19.2 million products to 25<br />

million products and garment items from 34 million products to 110 million products.<br />

In 1999, <strong>th</strong>e textile and garment industry contributed 8.58% <strong>of</strong> <strong>th</strong>e national gross industrial product and 15% <strong>of</strong> <strong>th</strong>e national export<br />

turnover. In 2000, <strong>th</strong>e export turnover was US$ 2 billion, and is expected to increase to US$ 4-5 billion in 2005 and to US$ 7-<br />

8 billion in 2010. To re<strong>ac</strong>h <strong>th</strong>is target, <strong>th</strong>e industry must continue to increase production cap<strong>ac</strong>ity by investing US$ 2.5 billion in<br />

2001-2005 and US$ 2.15 billion in 2006-2010.<br />

The Vietnam Textile and Garment Industry - Vietnam Fabric and Garment Accessories EXPO 2001 was held during 3-6 April 2001<br />

in Hanoi. This is a specialized exhibition on <strong>th</strong>e latest scientific and technological <strong>ac</strong>hievements in fiber making, weaving-knitting,<br />

dyeing-finishing and garment technology. This year,<br />

176 equipment manuf<strong>ac</strong>turing, textile, and garment<br />

companies from 14 countries participated in <strong>th</strong>e exhibition.<br />

Wi<strong>th</strong> a mandate to promote product quality, technology<br />

and environmental protection, <strong>th</strong>e exhibition involved<br />

many equipment manuf<strong>ac</strong>turers whose equipment<br />

is certified ISO 9000 and ISO 14000.<br />

During <strong>th</strong>e exhibition, many workshops on equipment<br />

were held. A workshop was also conducted on <strong>th</strong>e<br />

Textile and Garment Industry’s ‘Speed-up Strategy<br />

Beyond 2010’, aimed at increasing production cap<strong>ac</strong>ity<br />

and exports. Mr. Bui Xuan Khu, General Director <strong>of</strong> <strong>th</strong>e<br />

Vietnam Textile and Garment Corporation noted <strong>th</strong>at<br />

<strong>th</strong>e textile and garment industry <strong>of</strong> Vietnam is <strong>th</strong>e second<br />

largest and most important industry in Vietnam in<br />

terms <strong>of</strong> exports. The industry is expected to invest in<br />

ten new textile clusters in <strong>th</strong>e country (four in <strong>th</strong>e<br />

Nor<strong>th</strong>, two in <strong>th</strong>e Central region and four in <strong>th</strong>e<br />

Sou<strong>th</strong>). Initially, 60 member companies, f<strong>ac</strong>tories,<br />

training schools and research institutes will establish a<br />

textile cluster in e<strong>ac</strong>h <strong>of</strong> <strong>th</strong>e <strong>th</strong>ree regions. E<strong>ac</strong>h cluster<br />

will be an independent fiber and clo<strong>th</strong> making proc-<br />

process wi<strong>th</strong> fiber, textile, dyeing-finishing and waste water treatment f<strong>ac</strong>ilities. The industry will also invest in<br />

syn<strong>th</strong>etic fiber making f<strong>ac</strong>tories and garment <strong>ac</strong>cessory f<strong>ac</strong>tories.<br />

Seminars on E 3 STs in <strong>th</strong>e Philippines<br />

The Industrial <strong>Technology</strong> Development <strong>Institute</strong> <strong>of</strong> <strong>th</strong>e Philippines conducted two seminars on increasing <strong>th</strong>e knowledge <strong>of</strong><br />

ceramic manuf<strong>ac</strong>turers and metalcasters on <strong>th</strong>e techno-economic viability <strong>of</strong> energy efficient and environmentally sound technologies<br />

(E 3 ST). The seminars gave <strong>th</strong>em an insight on how <strong>th</strong>ese technologies could improve <strong>th</strong>e productivity <strong>of</strong> <strong>th</strong>e ceramics<br />

and metal casting industries. The first seminar, E 3 STs for <strong>th</strong>e Ceramics Industry, was held on March 2, 2001 at Makati City.<br />

The seminar was attended by 25 participants from <strong>th</strong>e ceramics industry, project partners and equipment suppliers. The topics<br />

discussed were energy use and pollution load, energy efficient kilns, insulation materials and waste heat recovery. On<br />

March 3, 2001, a seminar on E 3 STs for <strong>th</strong>e Metalcasting Industry was held in co-operation wi<strong>th</strong> <strong>th</strong>e Philippine Metalcasting<br />

Association at Quezon City. It was attended by 30 participants. The topics discussed were energy efficient melting furn<strong>ac</strong>es,<br />

ARRPEEC 2 nd Annual Review Workshop<br />

SMI Project Workshops and Seminars<br />

The 2 nd Annual Review Workshop <strong>of</strong> <strong>th</strong>e <strong>Asian</strong> Regional Research Programme in Energy, Environment and Climate (ARRPEEC)<br />

funded by <strong>th</strong>e Swedish International Development Co-operation Agency (Sida) was held 19-21 February 2001 at <strong>th</strong>e <strong>Asian</strong><br />

<strong>Institute</strong> <strong>of</strong> <strong>Technology</strong>, Bangkok, Thailand. Research <strong>ac</strong>tivities conducted during 2000 in <strong>th</strong>e four <strong>th</strong>emes <strong>of</strong> ARRPEEC (small<br />

and medium scale industries, power sector, urban transport systems and biomass) and <strong>th</strong>e outcomes so far <strong>ac</strong>hieved were<br />

presented. Sida <strong>of</strong>ficials, AIT project leaders, representatives <strong>of</strong> <strong>th</strong>e national research institutions, and some country representatives<br />

<strong>of</strong> climate change reviewed <strong>th</strong>e proposed project <strong>ac</strong>tivities and research <strong>ac</strong>tivities for <strong>th</strong>e year 2001.<br />

High-speed m<strong>ac</strong>hinery is essential to produce high quality yarn at low cost. However, it consumes large amounts <strong>of</strong> power. In<br />

modern textile mills, automatic cone winding m<strong>ac</strong>hines (used in post-spinning) consume about 15 percent <strong>of</strong> <strong>th</strong>e total energy<br />

consumption <strong>of</strong> a spinning mill. In <strong>th</strong>e winding process, broken yarn is joined by a spilicer in <strong>th</strong>e autocone winding m<strong>ac</strong>hine.<br />

The broken ends are sensed by an inverter and a v<strong>ac</strong>uum sensor in <strong>th</strong>e splicer, and brought toge<strong>th</strong>er pneumatically to splice.<br />

The splicer is regulated by a suction motor <strong>th</strong>at monitors <strong>th</strong>e pressure required to pick-up <strong>th</strong>e broken ends.<br />

The Sou<strong>th</strong> India Textile Research Association (SITRA), Coimbatore, India has developed an energy efficient drive control system<br />

‘SITRA Enerconer’ for automatic cone winding m<strong>ac</strong>hines. The SITRA Enerconer is expected to save about 16 percent <strong>of</strong><br />

<strong>th</strong>e total spinning autowinding m<strong>ac</strong>hines energy consumption.<br />

Drying is <strong>th</strong>e most energy intensive operation in bl<strong>ac</strong>k tea production. In many f<strong>ac</strong>tories, <strong>th</strong>ree-stage conventional<br />

dryers are used for drying. Fluidized bed driers are more energy efficient <strong>th</strong>an conventional dryers. In a fluidized<br />

bed dryer, <strong>th</strong>e fermented tea is quickly pre-dried on perforated trays. During <strong>th</strong>e second stage, <strong>th</strong>e tea<br />

“bubbles” over a series <strong>of</strong> trays <strong>th</strong>at carry <strong>th</strong>e tea to <strong>th</strong>e <strong>th</strong>ird and final stage – <strong>th</strong>e fluidisation zone. Dried tea is<br />

“steered” onwards and discharged. The fluff is trapped by <strong>th</strong>e first circuit. This new dryer provides a lower drying<br />

temperature which ensures a gradual removal <strong>of</strong> moisture and a uniform drying <strong>of</strong> <strong>th</strong>e tea – from <strong>th</strong>e surf<strong>ac</strong>e as<br />

well as <strong>th</strong>e core <strong>of</strong> <strong>th</strong>e tea particles.<br />

A <strong>Technology</strong> F<strong>ac</strong>t Sheet (TFS) on energy efficient and environmentally sound technologies is currently under<br />

preparation. A TFS <strong>of</strong> a fluidized bed dryer is shown in <strong>th</strong>e table.<br />

Fellowship<br />

Research Fellowship on SMI Energy- Environmental <strong>Issue</strong>s at AIT<br />

Small and Medium Scale Industries (SMI) in Asia: <strong>th</strong>e Energy, Environment and Climate Interrelations project<br />

promotes <strong>ac</strong>tivities <strong>th</strong>at mitigate greenhouse gas (GHG) emissions and o<strong>th</strong>er pollutants in <strong>th</strong>e brick and ceramic, desiccated<br />

coconut, foundry, tea and textile sectors in China, India, Philippines, Sri Lanka and Vietnam. The project is coordinated by <strong>th</strong>e<br />

<strong>Asian</strong> <strong>Institute</strong> <strong>of</strong> <strong>Technology</strong> (AIT) and funded by <strong>th</strong>e Swedish International Development Co-operation Agency (Sida). Fellowship<br />

programmes are available for qualified persons to conduct research on policy aspects and sector specific research related<br />

to energy- environment issues <strong>of</strong> SMI. Research terms <strong>of</strong> reference (ToR), qualifications and o<strong>th</strong>er details are given below:<br />

• Study regulations and incentives on energy conservation and pollution reduction<br />

• Citizen <strong>of</strong> participating countries; China, India, Philippines, Sri Lanka or Vietnam<br />

• PhD or Master’s degree in energy, environmental economics or policy planning<br />

• Demonstrated capability in analyzing data and report preparation<br />

Duration: one to two mon<strong>th</strong>s (July to October 2001) at AIT.<br />

Fellowship Grant: A grant <strong>of</strong> US$ 1,000 per mon<strong>th</strong> will be <strong>of</strong>fered to <strong>th</strong>e selected Fellows to cover living and o<strong>th</strong>er expenses.<br />

The project will cover travel, fees and research expenses.<br />

Cleaner Production Certificate Program at AIT<br />

New Course<br />

A certificate course introducing concepts <strong>of</strong> Cleaner Production (CP) to industry personnel, policy makers and educators will be<br />

<strong>of</strong>fered at <strong>th</strong>e <strong>Asian</strong> <strong>Institute</strong> <strong>of</strong> <strong>Technology</strong> (AIT) during 4 September-30 November 2001. This <strong>th</strong>ree mon<strong>th</strong> course is designed<br />

to enhance <strong>th</strong>e participants' technical and management skills to implement cleaner production concepts in <strong>th</strong>eir respective<br />

work pl<strong>ac</strong>es.<br />

The following four courses will be <strong>of</strong>fered:<br />

1. Cleaner Production<br />

2. Environmental Economics<br />

3. Corporate Environmental Management, and<br />

4. Eco-design and Manuf<strong>ac</strong>turing Systems<br />

The courses will be conducted in classrooms and web based lectures, video presentations, field visits, assignments, simulation<br />

games and case studies. E<strong>ac</strong>h course is delivered by lectures <strong>of</strong> <strong>th</strong>ree hours per week. External resource persons may also be<br />

invited from various organizations to share <strong>th</strong>eir experiences regarding CP applications in Asia.<br />

Admission Requirements: Eligible participants must hold a four year b<strong>ac</strong>helor degree or its equivalent in an appropriate<br />

field <strong>of</strong> study from an institute <strong>of</strong> recognized standing. Their undergraduate grades should be significantly above average. All<br />

applicants for AIT programs are expected to produce evidence <strong>of</strong> pr<strong>of</strong>iciency in English.<br />

Fees and Expenses: The tuition fee for <strong>th</strong>e Certificate Program is US$ 4,004. Dormitory <strong>ac</strong>commodation (AIT campus) is<br />

available at additional cost. Travel, daily subsistence and all o<strong>th</strong>er costs are <strong>th</strong>e participants responsibility. Participants should<br />

The <strong>Asian</strong> Society for Environmental Protection (ASEP) in cooperation<br />

Gesellschaft e.V. (CDG), is organizing <strong>th</strong>e Second Training<br />

on Cleaner Production Technologies commencing in mid-<br />

September 2001 at <strong>th</strong>e University <strong>of</strong> Magdeburg in Magdeburg,<br />

Germany. The 8-week program will <strong>of</strong>fer training in <strong>th</strong>e<br />

field <strong>of</strong> cleaner production (treatment and recycling technologies),<br />
