In 2001, Japan implemented a recycl<strong>in</strong>g system<br />

for television sets, refrigerators, wash<strong>in</strong>g<br />

mach<strong>in</strong>es, and air conditioners under the<br />

Home Appliance Recycl<strong>in</strong>g Law. Recycl<strong>in</strong>g<br />

and transportation fees are paid by<br />

consumers, and discarded appliances are sent<br />

to recycl<strong>in</strong>g facilities. Japan’s Law for<br />

Promotion of Effective Utilization of Resources<br />

(often referred to as the Recycl<strong>in</strong>g Promotion<br />

Law) was enacted <strong>in</strong> 1991 to promote<br />

<strong>in</strong>creased recycl<strong>in</strong>g of a variety of products<br />

and materials. One of the major goals of the<br />

law was the promotion of product designs that<br />

facilitate waste reduction, recycl<strong>in</strong>g, and reuse.<br />

In 2001, the law was revised to address<br />

personal computers. It is estimated that 51%<br />

of households <strong>in</strong> Japan own personal<br />

computers account<strong>in</strong>g for a total of 24 million<br />

units. This revised law embraces the pr<strong>in</strong>ciple<br />

of Extended Producer Responsibility (EPR) by<br />

requir<strong>in</strong>g manufacturers to establish collection<br />

and recycl<strong>in</strong>g systems for used computers. The<br />

revised law requires manufacturers of small<br />

batteries and electronic products that conta<strong>in</strong><br />

them to establish a recovery system for<br />

rechargeable batteries, <strong>in</strong>clud<strong>in</strong>g nickelcadmium,<br />

nickel-metal hydride, lithium-ion,<br />

and small sealed lead-acid batteries.<br />

Apart from the level of recycl<strong>in</strong>g, various<br />

other estimates put the number of Japanese<br />

white goods dumped <strong>in</strong> rivers or at the side of<br />

roads at around 20 million a year. Under<br />

Japan’s Specified Home Appliance Recycl<strong>in</strong>g<br />

(SHAR) Law, enacted <strong>in</strong> 1998 and entered <strong>in</strong>to<br />

force on 2001, manufacturers and importers of<br />

wash<strong>in</strong>g mach<strong>in</strong>es, TV’s, air conditioners, and<br />

refrigerators are required to take-back and<br />

reuse and/or recycle the discarded products<br />

they manufactured. Differentiated recycl<strong>in</strong>g<br />

rates vary between 50-60% (by weight) among<br />

the four product categories and can be<br />

fulfilled through product reuse, component<br />

reuse, and/or recycl<strong>in</strong>g. The domestic<br />

electronics assembly <strong>in</strong>dustry is aggressively<br />

pursu<strong>in</strong>g the removal of lead from the<br />

manufactur<strong>in</strong>g process. In 1998, the Japanese<br />

government <strong>in</strong>creased levies for recycled<br />

leaded equipment. It has established a target<br />

of removal of 90% of lead for domestic<br />

manufactur<strong>in</strong>g. Amendments to the Law for<br />

the Promotion of Effective Utilization of<br />

Resources that are scheduled to take effect on<br />

July 2006, require that importers will be<br />

subject to directives <strong>in</strong> eight product<br />

categories: personal computers (<strong>in</strong>clud<strong>in</strong>g<br />

CRT and LCD displays), unit-type air<br />

conditioners, televisions, microwave ovens,<br />

clothes dryers, electric refrigerators, electric<br />

wash<strong>in</strong>g mach<strong>in</strong>es and copy<strong>in</strong>g mach<strong>in</strong>es. Six<br />

chemical substances (mercury, cadmium, lead,<br />

hexavalent chromium, PBB, and PBDE) will be<br />

subject to label<strong>in</strong>g and report<strong>in</strong>g<br />

requirements.
