year, an <strong>in</strong>tegrated solid waste management<br />

system that <strong>in</strong>cludes the reduction, reuse<br />

recycl<strong>in</strong>g and disposal of waste material plays<br />

an important role <strong>in</strong> Ch<strong>in</strong>a’s susta<strong>in</strong>able<br />

development.<br />

In some rural and peri-urban areas, the local<br />

recyclers have the luxury of select<strong>in</strong>g recyclable<br />

items from the refuse. They ma<strong>in</strong>ly go for<br />

beverage bottles and cans, leav<strong>in</strong>g<br />

beh<strong>in</strong>d the rest. The local authorities<br />

and municipalities pay little attention<br />

to the heap of refuse collected at the<br />

backyard even after series of<br />

compla<strong>in</strong>ts launched by the residents.<br />

Besides degrad<strong>in</strong>g the aesthetic values,<br />

they also attract unwanted scavengers<br />

and pose a serious threat to health and<br />

hygiene.<br />

Green Growth <strong>in</strong> Ch<strong>in</strong>a<br />

Ch<strong>in</strong>a has already taken significant steps to improve its ecological efficiency of rapid economic growth by<br />

pursu<strong>in</strong>g the bold and ambitious Resource Sav<strong>in</strong>g Society Initiative. Developed and promoted by the<br />

Department of Environment and Resource Conservation of the National Development and Reform<br />

Commission, The Resource Sav<strong>in</strong>g Society Initiative is currently implemented by the Government of Ch<strong>in</strong>a<br />

through the National 11 th Five-Year Plan (2006-2010). It is hoped that other countries <strong>in</strong> the region will soon<br />

follow suit. At the 2 nd Green Growth Policy Dialogue, organized <strong>in</strong> May 2006, Ms. Zhao Jiarong, Director-<br />

General, Department of Environment and Resource Conservation, National Development and Reform<br />

Commission of Ch<strong>in</strong>a announced six major national measures <strong>in</strong> pursuit of green growth and a resources<br />

sav<strong>in</strong>g society:<br />

• Establish sound legislation, regulation and standardization framework<br />

• Speed up optimization of the <strong>in</strong>dustrial structure, <strong>in</strong>clud<strong>in</strong>g improvements of energy consumption and<br />

use of high quality and alternative energy<br />

• Promote improvement of technological processes and scientific research for energy efficiency and<br />

recycl<strong>in</strong>g technologies<br />

• Improve energy consumption management<br />

• Develop appropriate, and further improve exist<strong>in</strong>g, <strong>in</strong>centive policies<br />

• Develop new tools and mechanism such as energy efficiency labell<strong>in</strong>g and energy and water conservation<br />

product certification to guide and provide susta<strong>in</strong>able consumption choices for consumers<br />

In September 2006, Ch<strong>in</strong>a released its first assessment of the cost of pollution <strong>in</strong> the country. Based on the<br />

report, Ch<strong>in</strong>a’s pollution caused USD $64 million worth of environmental damage (3.05% of GDP) <strong>in</strong> 2004.<br />

As a result, the government has called for more energy-sav<strong>in</strong>g and environmentally-friendly production to<br />

lower the costs <strong>in</strong> the future by the development of a new <strong>in</strong>dustrial path. Ch<strong>in</strong>a is the first country to<br />

assess a price on its pollution and its benefits are the creation of a model for develop<strong>in</strong>g countries as well<br />

as the advancement of public and bus<strong>in</strong>ess awareness.<br />
