The NCE was established <strong>in</strong> 1993 by the Brunei<br />

Government as part of its Sixth National<br />

Development Plan. The NCE is a high-level<br />

<strong>in</strong>ter-agency consultative body with<br />

representation from the relevant government<br />

departments and units concerned with<br />

environment. This is chaired by the M<strong>in</strong>ister of<br />

Development.<br />

The NCE is tasked with coord<strong>in</strong>at<strong>in</strong>g the<br />

environmental functions and sectoral<br />

<strong>in</strong>terests of the relevant agencies with<strong>in</strong><br />

and outside the government. It ensures<br />

general coord<strong>in</strong>ation of environmental<br />

policymak<strong>in</strong>g, provid<strong>in</strong>g an overall<br />

framework for environmental<br />

management, and oversees the<br />

implementation of national environmental<br />

activities, legislation and policies<br />

perta<strong>in</strong><strong>in</strong>g to the environment.<br />

The Environment Unit of the M<strong>in</strong>istry of<br />

Development serves as full-time Secretariat to<br />

the NCE. This Unit is also <strong>in</strong>volved <strong>in</strong> policy<br />

development and guidance, and is responsible<br />

for regional and <strong>in</strong>ternational environmental<br />

relations and for promot<strong>in</strong>g environmental<br />

awareness <strong>in</strong> Brunei. In effect, the Environment<br />

Unit serves as the <strong>in</strong>stitution with direct<br />

operational competence over environmental<br />

matters.<br />

In 1994, NCE established two work<strong>in</strong>g groups<br />

on specific environmental issues, with members<br />

from both the public and private sectors. The<br />

Solid Waste Management Work<strong>in</strong>g Group aims<br />

to establish a solid waste management strategy<br />

respond<strong>in</strong>g to all forms of wastes, <strong>in</strong>clud<strong>in</strong>g<br />

<strong>in</strong>dustrial, commercial and domestic wastes,<br />

sewage sludge, hazardous wastes and cl<strong>in</strong>ical<br />

wastes. The group is also tasked with<br />

formulat<strong>in</strong>g necessary legal framework and<br />

enforcement system to regulate the production<br />

of these wastes as well as to stimulate greater<br />

participation of the private sector <strong>in</strong><br />

establish<strong>in</strong>g waste management facilities.<br />

F<strong>in</strong>d<strong>in</strong>gs<br />

Solid waste cont<strong>in</strong>ues to be a persistent issue<br />

for most urban areas <strong>in</strong> the country. A grow<strong>in</strong>g<br />

population and an <strong>in</strong>crease <strong>in</strong> development<br />

activities has been accompanied by an <strong>in</strong>crease<br />

<strong>in</strong> the amount of domestic and <strong>in</strong>dustrial<br />

wastes generated. Consequently, some exist<strong>in</strong>g<br />

disposal sites have already surpassed their<br />

capacity. A new, eng<strong>in</strong>eered sanitary landfill for<br />

Brunei Muara District is still <strong>in</strong> the <strong>in</strong>ception<br />

stage. The local adm<strong>in</strong>istration considers<br />

development of an eng<strong>in</strong>eered sanitary landfill<br />

as the first step towards establishment of an<br />

<strong>in</strong>tegrated waste disposal arrangement.<br />

With regard to present waste collection services,<br />

for settlements on land there is a house-tohouse<br />

waste collection service provided by<br />

several private collectors. These services,<br />

presently be<strong>in</strong>g utilized only by a relatively<br />

small number of households, need to be further<br />

promoted. Alternatively, households are<br />

encouraged to dispose their wastes to roadside<br />

communal b<strong>in</strong>s provided at strategic locations.<br />

Despite the availability of the above services<br />

and facilities as well as the ongo<strong>in</strong>g efforts to<br />

promote cleanl<strong>in</strong>ess and awareness through<br />

campaigns, media promotions and talks,<br />

<strong>in</strong>discrim<strong>in</strong>ate dump<strong>in</strong>g and litter<strong>in</strong>g are still<br />

evident and burn<strong>in</strong>g of wastes rema<strong>in</strong>s a<br />

common practice by some households.<br />

In address<strong>in</strong>g the problems associated with<br />

solid waste disposal <strong>in</strong> Kampung Ayer, houseto-house<br />

waste collection services and clear<strong>in</strong>g<br />

of float<strong>in</strong>g rubbish have s<strong>in</strong>ce been <strong>in</strong>troduced<br />

<strong>in</strong> many places. Public support <strong>in</strong> utiliz<strong>in</strong>g the<br />

available facilities and services is necessary to<br />

achieve the desired results. At the same time,<br />

efforts to extend waste disposal facilities and<br />
