BACKGROUND<br />
Brunei Darussalam or Brunei is located <strong>in</strong><br />
Southeast Asia on the northern coast of Borneo.<br />
The country occupies a total area of about 5,770<br />
km 2 . Brunei has about 380 km of land border<br />
and 160 km of coastl<strong>in</strong>e. The country is divided<br />
<strong>in</strong>to two parts by the Malaysian territory of<br />
Limbang <strong>in</strong> Sarawak state. Brunei is close to<br />
vital sea-lanes through South Ch<strong>in</strong>a Sea l<strong>in</strong>k<strong>in</strong>g<br />
Indian and Pacific Oceans.<br />
Brunei has a population close to 374,000, the<br />
smallest <strong>in</strong> ASEAN and grow<strong>in</strong>g at a rate of<br />
1.81% per annum. The country is<br />
adm<strong>in</strong>istratively divided <strong>in</strong>to four districts,<br />
Brunei-Muara, Kuala Belait, Temburong and<br />
Tutong. These districts are further divided <strong>in</strong>to<br />
subdistricts. The largest city is the capital,<br />
Bandar Seri Begawan with a population of<br />
about 200,000. The economy is dom<strong>in</strong>ated by oil<br />
and natural gas and the wealth aris<strong>in</strong>g from the<br />
oil <strong>in</strong>dustry gives Brunei a high per capita Gross<br />
Domestic Product of USD 9,557 billion.<br />
The Government of Brunei Darussalam is fully<br />
committed to susta<strong>in</strong>able environmental<br />
development. A National Environment Strategy<br />
was <strong>in</strong>corporated <strong>in</strong> both the Seventh and<br />
Eighth National Development Plans. Even<br />
though there is no Environmental Impact<br />
Assessment Regulation yet, Brunei Government<br />
requires EIA <strong>in</strong> the plann<strong>in</strong>g for large and heavy<br />
<strong>in</strong>dustries <strong>in</strong> the country. In accordance with<br />
these development plans, the country is gear<strong>in</strong>g<br />
towards Integrated Solid Waste Management.<br />
Policies and Legislations on the improvement of<br />
the solid waste system have been adopted as<br />
adm<strong>in</strong>istered by the M<strong>in</strong>istry of Development<br />
which allocated BRD 1 billion for the<br />
implementation of such projects <strong>in</strong> the Eighth<br />
National Development plan.<br />
3.3<br />
Brunei<br />
PRIORITY AREAS<br />
Along with air pollution brought about by<br />
forest fires, solid and hazardous wastes brought<br />
about by urbanization and <strong>in</strong>dustrialization,<br />
have been identified as one of the ma<strong>in</strong><br />
priorities <strong>in</strong> the Seventh and Eighth National<br />
Development Plans of the Government of<br />
Brunei. A study conducted by Department of<br />
Environment, Parks and Recreation (JASTRE) <strong>in</strong><br />
2005 <strong>in</strong>dicates that solid waste generation <strong>in</strong> the<br />
country has reached up to 189,000 tons per year.<br />
Presently, an Integrated Solid Waste<br />
Management System is be<strong>in</strong>g worked out to<br />
replace the current setup <strong>in</strong> the country. The<br />
Integrated Solid Waste Management Plan<br />
eventually replace the exist<strong>in</strong>g landfills and<br />
look <strong>in</strong>to the sources of waste generation,<br />
collection, transfer, proper disposal, public<br />
awareness and strengthen<strong>in</strong>g of the<br />
<strong>in</strong>stitutional framework.<br />
The agencies responsible for the<br />
implementation of the projects are the<br />
Department of Environment, Parks and<br />
Recreation and the Public Works Department<br />
under the M<strong>in</strong>istry of Development and the<br />
M<strong>in</strong>istry of Health.<br />
