<strong>3R</strong> <strong>Gap</strong> <strong>Analysis</strong> and F<strong>in</strong>d<strong>in</strong>gs<br />

Its protection from moisture and ra<strong>in</strong>water,<br />

transportation cost and risk of fire hazards<br />

make paper scrap bus<strong>in</strong>ess unattractive. The<br />

Army Welfare Project (AWP) Samtse Unit<br />

recycles certa<strong>in</strong> quantities of carton boxes.<br />

However, low return value, high storage<br />

liability and high transportation cost<br />

discourages AWP collection and recycl<strong>in</strong>g of the<br />

cardboard boxes.<br />

Reusable plastics are used extensively as<br />

wrapp<strong>in</strong>g materials and carry<strong>in</strong>g bags.<br />

However, most imported goods come wrapped<br />

<strong>in</strong> plastics and many wrappers are not reusable.<br />

After removal of the contents, plastics constitute<br />

significantly the collected waste and the<br />

litter<strong>in</strong>g seen around the city. Other than<br />

export<strong>in</strong>g recyclable plastics across the border,<br />

there are no plastic recycl<strong>in</strong>g mechanisms<br />

with<strong>in</strong> the country. This leaves most of the<br />

plastics go<strong>in</strong>g to disposal sites or litter<strong>in</strong>g <strong>in</strong>to<br />

open space. With proper research and some<br />

technical <strong>in</strong>novations there is a potential for<br />

recycl<strong>in</strong>g plastics wastes at the RSA Poly<br />

Products Private Limited <strong>in</strong> Phuentshol<strong>in</strong>g. The<br />

company manufactures Poly film and<br />

Texturized Yarn from imported LDPE granules<br />

and POY granules respectively.<br />

Lack of Materials Recovery Facilities and waste<br />

segregation systems exist. Lack of <strong>in</strong>itiatives are<br />

also taken to promote the “junkshop” approach<br />

as of now. No private partnership has been<br />

encouraged <strong>in</strong> the waste management systems.<br />

As such, <strong>in</strong> the absence of collective efforts,<br />

reduction of waste quantities go<strong>in</strong>g to the<br />

disposal sites and improv<strong>in</strong>g the city cleanl<strong>in</strong>ess<br />

has not been significantly successful. Solid<br />

wastes and stray dogs management has been<br />

attract<strong>in</strong>g cont<strong>in</strong>uous tourist compla<strong>in</strong>s and<br />

media coverage <strong>in</strong> the k<strong>in</strong>gdom lately.<br />

HEALTHCARE WASTE<br />

There are about five hospitals <strong>in</strong> Thimphu;<br />

Jigme Dorji Wangchuck National Referral<br />

(JDWNR) hospital, Basic Health Unit (BHU)<br />

at Dechenchol<strong>in</strong>g, Outreach Cl<strong>in</strong>ic (ORC) at<br />

Motithang, Indian Military hospital near the<br />

ma<strong>in</strong> town and the Dantak hospital at<br />

Babesa. Information access to the two Indian<br />

government hospitals is restricted. Even for<br />

national hospitals, the primary data<br />

collection is limited for some logistic<br />

formalities. The <strong>in</strong>formation on <strong>in</strong>fectious<br />

wastes is presented <strong>in</strong> the follow<strong>in</strong>g table.<br />

Initially, the JDWNR Hospital had an<br />

<strong>in</strong>c<strong>in</strong>eration plant to <strong>in</strong>c<strong>in</strong>erate <strong>in</strong>fectious<br />

healthcare wastes. Lately, the <strong>in</strong>c<strong>in</strong>eration plant<br />

has not been function<strong>in</strong>g and the Health<br />

M<strong>in</strong>istry did not attempt to renovate it. The<br />

M<strong>in</strong>istry’s new policy does not encourage<br />

promot<strong>in</strong>g <strong>in</strong>c<strong>in</strong>eration. Currently, 100%<br />

dis<strong>in</strong>fection of waste is carried out and<br />

disposed <strong>in</strong>to the municipal waste collection<br />

b<strong>in</strong>s. A guidel<strong>in</strong>e is almost formalized for the<br />

medical waste management and a<br />

pharmaceutical waste management guidel<strong>in</strong>e is<br />

be<strong>in</strong>g developed. The healthcare waste<br />

management guidel<strong>in</strong>e ma<strong>in</strong>ly encourages<br />

encapsulation of the medical wastes for<br />

disposal at the dumpsites.<br />
