The objective of the analyses was to identify the<br />

gaps <strong>in</strong> both technology and management<br />

aspects on the implementation of <strong>3R</strong> <strong>in</strong> the<br />

selected countries. These analyses were done<br />

based on both qualitative and quantitative<br />

<strong>in</strong>formation supported by concrete evidences of<br />

prevail<strong>in</strong>g practices <strong>in</strong> waste management,<br />

especially, urban municipal waste, healthcare<br />

waste and e-waste.<br />

Conduct<strong>in</strong>g a gap analysis for the<br />

implementation of <strong>3R</strong> broadly <strong>in</strong>volves the<br />

follow<strong>in</strong>g stages:<br />

1. Obta<strong>in</strong><strong>in</strong>g country specific <strong>in</strong>formation<br />

on waste management practices, focus<strong>in</strong>g<br />

on Reduce, Reuse, and Recycle aspects.<br />

2. Collect<strong>in</strong>g <strong>in</strong>formation on waste<br />

characteristics, composition, generation,<br />

private sector <strong>in</strong>volvement <strong>in</strong> collection,<br />

transport and disposal systems.<br />

3. Identify<strong>in</strong>g priority areas for action<br />

based on available <strong>in</strong>formation.<br />

4. Prepar<strong>in</strong>g a list of available technologies<br />

common <strong>in</strong> all countries and mapp<strong>in</strong>g the<br />

country specific results with it.<br />

5. Collect<strong>in</strong>g and consolidat<strong>in</strong>g management<br />

related <strong>in</strong>formation such as policies and<br />

regulations, <strong>in</strong>ternational <strong>in</strong>itiatives,<br />

mechanisms for awareness rais<strong>in</strong>g etc.<br />

6. Subjective evaluation of the present waste<br />

management status compared to<br />

those be<strong>in</strong>g currently used <strong>in</strong> some<br />

developed countries.<br />

7. Compar<strong>in</strong>g the technology management<br />

related aspects on a common platform on<br />

par with the developed <strong>Asian</strong> countries.<br />

Methodology<br />

The countries chosen for the study were<br />

grouped <strong>in</strong>to three categories based on their<br />

best available waste disposal technologies,<br />

relevant policy measures and enforc<strong>in</strong>g<br />

regulations.<br />

1. Japan, Korea and S<strong>in</strong>gapore form the group<br />

of developed <strong>Asian</strong> countries with good<br />

practices of waste management <strong>in</strong> terms of<br />

implementation efforts, policies and relevant<br />

legislations.<br />

2. Bangladesh, Brunei Darussalam, Ch<strong>in</strong>a,<br />

India, Indonesia, Malaysia, Philipp<strong>in</strong>es,<br />

Thailand and Vietnam form the group of<br />

develop<strong>in</strong>g <strong>Asian</strong> countries systematically<br />

plann<strong>in</strong>g to achieve better waste<br />

management through progressive policies<br />

and plans.<br />

3. Bhutan, Cambodia and Laos are the aspir<strong>in</strong>g<br />

nations look<strong>in</strong>g forward to proactive policies<br />

and waste management measures.<br />

For example, Japan, Korea and S<strong>in</strong>gapore have<br />

direct legislations enforc<strong>in</strong>g recycl<strong>in</strong>g and reuse<br />

of discarded materials.<br />

Similarly, <strong>in</strong> Bangladesh, legislations<br />

prevent<strong>in</strong>g the use of plastic carry bags are<br />

strong. On the other hand, Bhutan and<br />

Cambodia, have been try<strong>in</strong>g to provide a<br />

conducive sett<strong>in</strong>g to promote better waste<br />

management practices.<br />

Overall, it could be noted that the developed<br />

<strong>Asian</strong> countries are one-step ahead <strong>in</strong> terms of<br />

implement<strong>in</strong>g what the other countries have<br />

been envisag<strong>in</strong>g. Though this sends a positive<br />

signal from the perspective of progress, a gap<br />

<strong>in</strong> achiev<strong>in</strong>g the desired goals exists.<br />
