Country Highlights <strong>in</strong> Promot<strong>in</strong>g <strong>3R</strong> Initiatives<br />
Ch<strong>in</strong>a: Ch<strong>in</strong>a has been promot<strong>in</strong>g policies<br />
blend<strong>in</strong>g market promotion, regulatory<br />
control and public participation for the<br />
development of a circular economy, with<br />
cleaner production and waste management<br />
<strong>in</strong>tegrated <strong>in</strong>to legislation. Progress has<br />
been made <strong>in</strong> pilot projects at the <strong>in</strong>dustrial<br />
level, <strong>in</strong>dustrial demo-parks and<br />
construction of circular economy pilot<br />
prov<strong>in</strong>ces and cities.<br />
India: Policies and strategies are designed to<br />
resolve conflicts aris<strong>in</strong>g between<br />
developmental and environmental goals.<br />
The draft National Environment Policy of<br />
2005, which <strong>in</strong>corporates the concept of the<br />
<strong>3R</strong>, is currently under consideration.<br />
Indonesia: Major issues regard<strong>in</strong>g waste<br />
<strong>in</strong>clude a lack of awareness, limited<br />
budgets, lack of compliance, and limited<br />
access to waste treatment facilities for micro,<br />
small and medium enterprises. A coherent<br />
national strategy is seen as essential to<br />
enhance coord<strong>in</strong>ation, synergy, efficiency<br />
and effectiveness.<br />
Japan: Japan has made substantial progress<br />
<strong>in</strong> achiev<strong>in</strong>g greater recycl<strong>in</strong>g rates while<br />
reduc<strong>in</strong>g its f<strong>in</strong>al disposal amount. Japan<br />
has carried out several <strong>in</strong>itiatives to promote<br />
the <strong>3R</strong> such as the establishment of grants at<br />
the local level, amendment of the<br />
“Conta<strong>in</strong>ers and Packag<strong>in</strong>g Recycl<strong>in</strong>g Law,”<br />
and launch<strong>in</strong>g a multi-stakeholder forum<br />
for the promotion of <strong>3R</strong> activities.<br />
Malaysia: “The National Recycl<strong>in</strong>g<br />
Programme 2000” was launched and “The<br />
National Strategic Plan for Solid Waste<br />
Management 2005” is currently be<strong>in</strong>g<br />
f<strong>in</strong>alized. Waste m<strong>in</strong>imization is recognized<br />
as one of the priorities <strong>in</strong> Malaysia.<br />
Strategies are built on three pillars:<br />
enhancement of awareness, strengthen<strong>in</strong>g of<br />
partnerships and development of<br />
<strong>in</strong>stitutions.<br />

The Philipp<strong>in</strong>es: “The Ecological Solid Waste<br />
Management Act” specifies the follow<strong>in</strong>g<br />
activities: (1) achievement of a recycl<strong>in</strong>g rate<br />
of 25% or above by 2006 and <strong>in</strong>creas<strong>in</strong>g<br />
thereafter, (2) segregation at source and<br />
collection, (3) establishment of material<br />
recovery facilities, (4) eco-label<strong>in</strong>g, (5) green<br />
procurement.<br />
Korea: The follow<strong>in</strong>g have promoted a sound<br />
material-cycle economy: (1) volume-based<br />
waste fee, (2) EPR, implemented with<br />
mandatory targets for product recovery and<br />
recycl<strong>in</strong>g, (3) regulations for promot<strong>in</strong>g<br />
recycl<strong>in</strong>g of construction waste, (4) reduction<br />
of food waste.<br />
S<strong>in</strong>gapore: S<strong>in</strong>gapore’s strategy towards<br />
Zero Landfill and Zero Waste <strong>in</strong>cludes (1)<br />
volume reduction through <strong>in</strong>c<strong>in</strong>eration, (2)<br />
promotion of recycl<strong>in</strong>g <strong>in</strong> <strong>in</strong>dustry and <strong>in</strong> the<br />
community, (3) the reduction of waste go<strong>in</strong>g<br />
to landfills and (4) promotion of reusable<br />
bags to reduce usage of plastic bags and<br />
<strong>in</strong>troduction of a packag<strong>in</strong>g agreement.<br />
Thailand: Thailand has developed a national<br />
<strong>in</strong>tegrated waste management plan. <strong>3R</strong><br />
activities have progressed substantially<br />
among <strong>in</strong>dustries, NGOs, and civil society.<br />
Various <strong>in</strong>ternational technical cooperation<br />
programs are be<strong>in</strong>g implemented. Thailand<br />
has several good practices address<strong>in</strong>g the <strong>3R</strong>,<br />
<strong>in</strong>clud<strong>in</strong>g take-back schemes for end-of-life<br />
products, waste exchange programs and a<br />
green purchas<strong>in</strong>g network.<br />
Vietnam: The Law on Environmental<br />
Protection addresses the import of scrap<br />
materials, economic <strong>in</strong>struments <strong>in</strong>clud<strong>in</strong>g<br />
preferential taxation, technology transfer and<br />
promotion of environmental <strong>in</strong>dustry. “The<br />
National Strategy for Environmental<br />
Protection” set various targets for 2010 and<br />
2020. The National <strong>3R</strong> Strategy is be<strong>in</strong>g<br />
developed <strong>in</strong> collaboration with JICA,<br />
UNCRD, IGES, M<strong>in</strong>istry of Environment of<br />
Japan and ADB.<br />
