From the amount disposed, 57% was generated<br />

from residential premises, food centers and<br />

markets. Commercial and <strong>in</strong>dustrial premises<br />

accounted for the rema<strong>in</strong><strong>in</strong>g 43%. The per capita<br />

waste generation <strong>in</strong> 2006 was 0.89 kg/day.<br />

The efforts of the S<strong>in</strong>gapore Government <strong>in</strong><br />

promot<strong>in</strong>g recycl<strong>in</strong>g as a means of reduc<strong>in</strong>g the<br />

load on <strong>in</strong>c<strong>in</strong>erators and landfills has proven to<br />

be fruitful. This has resulted <strong>in</strong> a decreas<strong>in</strong>g rate<br />

of waste reach<strong>in</strong>g the <strong>in</strong>c<strong>in</strong>erators and landfills<br />

<strong>in</strong> recent years. The figure below presents<br />

<strong>in</strong>formation on recycl<strong>in</strong>g rates and waste<br />

disposal <strong>in</strong> S<strong>in</strong>gapore.<br />

In S<strong>in</strong>gapore, 90 % of the waste is <strong>in</strong>c<strong>in</strong>erated at<br />

the four plants (Ulu Pandan, Tuas, Senoko and<br />

Tuas South) and the rema<strong>in</strong><strong>in</strong>g 10% of noncombustible<br />

waste are disposed at the Semakau<br />

Offshore Sanitary Landfill. Inc<strong>in</strong>erat<strong>in</strong>g waste<br />

has reduced the volume of waste to 90% and<br />

has satisfied nearly 3% of electricity demand<br />

for S<strong>in</strong>gapore through energy recovery.<br />

About 980 million kWh of electricity is<br />

generated/year and 22,800 tons/year of scrap<br />

metal is recovered for recycl<strong>in</strong>g from the<br />

<strong>in</strong>c<strong>in</strong>eration facilities. About 600 tons/day of<br />

non-<strong>in</strong>c<strong>in</strong>erable waste and 1,400 tons/day of<br />

<strong>in</strong>c<strong>in</strong>eration ash is disposed of at Semakau<br />

landfill. The waste treatment facilities found <strong>in</strong><br />

S<strong>in</strong>gapore are four waste-to-energy plants, one<br />

landfill, one biological treatment facility and 10<br />

recycl<strong>in</strong>g units for paper and plastic.<br />

The public waste collection scheme is built on<br />

a collective platform where pre-qualified<br />

waste management companies compete to<br />

provide refuse collection services for the<br />

designated domestic and trade premises <strong>in</strong> the<br />

island’s n<strong>in</strong>e geographical sectors. They also<br />

need to provide door-to-door collection<br />

services for recyclable materials from the<br />

households <strong>in</strong> their sectors under the National<br />

Recycl<strong>in</strong>g Program. Presently, four public<br />

waste collectors are provid<strong>in</strong>g the collection<br />

services <strong>in</strong> the n<strong>in</strong>e sectors.<br />

The National Recycl<strong>in</strong>g Program for<br />

households was <strong>in</strong>troduced by the National<br />

Environment Agency (NEA) <strong>in</strong> 2001 to provide<br />

a convenient means for the public and private<br />

hous<strong>in</strong>g estates to recycle their waste.
